2008-2009 Budget Committee Meeting
Thursday, January 29, 2009


  • Present: S. Hagstrom, M. Nolan, F. Bateman,
B. Doerpholz, T. Parker, C. Yon, P. Thompson, W. Brown,
B. Thomas

  • Absent: W. Wright
S. Hagstrom opened the meeting at 7:08pm

2009 Budget Worksheet handed out with figures through 1/29/2009.

Amendments to 01/22/2009 Minutes:

C. Yon: CIP member Fred Wilkinson not Walkonen.
P. Thompson: 4152 is not a new line, but a new item was added to that line which was Avitar digitizing the tax maps.
B. Doerpholz suggested adding a statement to Public Hearing/Village Water District reopening the Budget meeting after the Public Hearing was closed.

F. Bateman made a motion to accept the 01/22/2009 Minutes as amended, motion 2nd.  Motion passed in the affirmative.


Budget Work Session

C. Yon went over some changes that the selectmen have made to previously requested amounts on budget worksheet.

4152 Reval of Prop increased to $37,000.00 from $35,000.00 because cost of digitizing maps was more than anticipated.  Budget Committee voted 6-0 to recommend $37,000.00.

4194 Genl Govnt Bldg decreased to $64816.00 from $70,517.00 because fuel used in 2008 was 8000 gallons so decreased expected usage from 10,000 gallons to 8,000 gallons.  Budget Committee voted 6-0 to recommend $64,816.00.

4442 Admin & Direct Asst (welfare) decreased to $65,000.00 from $75,000.00.  $65,000.00 is still more than expended in 2008.  Budget Committee voted 6-0 to recommend $65,000.00.

4611 Conservation requested amount was $6000.00 Selectmen recommend $5000.00.  B. Thomas made a motion to recommend $5000.00; B. Doerpholz 2nd.  Budget Committee voted 6-0 to recommend $5000.00.

Review and Vote on Capital Projects

Road Projects was discussed.  M. Nolan questioned the cost of chip sealing #4 Road, which C. Yon stated is $28,850.00.  Bulk of request to cover Fullam Hill Road project, phase 1.  Budget Committee recommends $313,850.00. Vote 6-0

Cruiser Lease was discussed.  Budget Committee recommends $9600.00.  Vote 6-0.

Library Software was discussed.  2 year non-lapsing fund.  Budget Committee recommends $9000.00.  Vote 6-0.

Cemetery Stonewalls was discussed.  Some concern over the possible loss of “gifted” stone if the project was delayed.  W. Brown made a motion to delay the project but secure the stone; M. Nolan 2nd.  Budget Committee recommends $0.00. Vote 6-0.

Debris Clean-Up vote postponed until Selectmen make recommendation.

Review and Vote on Capital Reserve

Fire Dept Equip Exp Trust discussed.  Budget Committee recommends $0.00.  Vote 6-0.


P. Thompson advised the Committee that the Conservation Commission may be handing in a petition to have the $15,000.00 for Capital Outlay 710/Land added to the warrant.  This petition has not been received to date.  S. Hagstrom said that he would suggest waiting to discuss/vote on the amount until the petition was received.

P. Thompson also explained that the Selectmen would like to ask the Town to dissolve the existing capital reserve for the ball field on Rte 12 S, put into General Fund, and then create new Capital Reserve to cover maintenance of existing recreational facilities in Fitzwilliam.  This will take place at Town Meeting.


P. Thompson advised that the Public Hearing is scheduled for next Thursday, February 5th at 7pm.  She explained that the final worksheet will be prepared for all and that the only figures that will show in the recommend/not recommend columns are those that the selectmen and Budget Committee differ on their recommendations.
