Minutes of the Conservation Committee


Date: 12/15/03
Time Meeting Opened: 7:30 p.m. Chuck Roth convening the meeting.

Members Present: Barbara Green, Chuck Roth, Jeanne Sable, Fred Slavic, Rosalind Slavic, Eleanor Vander Haegen, Carmen Yon

Minutes of Previous Meeting: dated 11/24/03 moved accepted by Chuck, seconded by Eleanor. Unan.

Unfinished business: Elderly Housing proposal Rte. 119 & 12—Continued.

Newcomers’ Bulletin—Katie’s section was turned in. Eleanor’s is still forthcoming. Barbara’s is incomplete but has been partially incorporated into the main document. Carmen will assist Barbara in completing her section, which Chuck noted should include municipal water regulations. Jeanne will check existing recycling guidelines that are handed out to newcomers, in order to avoid duplication and clear up any confusion.
    
Signs for town forest(s)—Fred—Received quotes from Gene Cuomo. Signs will cost $20. They will be metal, 1X2 feet each. Gene will also provide posts. Board agreed to order 10 signs. Jeanne will submit purchase order to town in time for Dec. 22 deadline for 2003 budget withdrawals. Fred will call Gene tomorrow (Dec. 16.)

Land Use Change Tax— Carmen discussed wording of proposed article. He will retrieve information from file in Margo’s office and try to get on the agenda for this week’s selectmen’s meeting to present the article proposal. He will invite Katie if she is well enough to go.

Organizing Maps—Katie and Jeanne—no action taken.

Follow-up projects
Nickerson—Jeanne: Project appears stalled until spring.
Raitto land—Elderly Housing  Rte. 12—Katie (absent)—Ongoing.

Forest Management—Paul (absent)—No  action taken.  

Bowker Pond island protection— Chuck—No action taken.  

Hazardous Waste disposal—Jeanne—No discussion. (Household Hazardous waste collection day schedule for 2004 has been obtained and will be announced in Newsletter and FitzwilliamNet nearer to collection dates.)

Groundwater protection—Eleanor—No  action taken.

Primary Wetlands Designation—Paul (absent)—No action taken.  

Regulation for septage/sludge/biosolids—(Tabled until February, 2004.)

Budget Hearing—January 15, 7:10 p.m.—Barbara will attend and ask Katie to go.

New Business:

Planning Board Report—Carmen: Continued discussion of cluster developments, re: elderly housing project.

Mail—Baird & Brown on Richmond Road, Map 32, Lot 12. Wetlands  permit granted—dredge and fill 3,000 feet for culvert and driveway. Jeanne will check with selectmen to see if that is the former Ilg property. Rosalind will check site and alert us of any action.

        Memo from Town Office—CIP plan submitted needs clarification on how expendable funds will be used. Purchase of land or easements? Info needed ASAP. We will need Katie’s input.

Site Walks— None taken.
