Meeting Minutes
February 8, 2007
Members attending: John Fitzwilliam, Lottie Guild, Brian Luddy, Eileen McHugh, and Carmen Yon, Selectmen’s representative.
CTO: 4:00 PM.
Minutes: Two clarifying corrections were made to the minutes. Luddy moved, Fitzwilliam seconded and the Commission voted to approve the minutes as amended.
Design Guidelines: There were no cases to be heard at this meeting. The Commission met to begin drafting design guidelines for the historic district. Eileen McHugh and Brian Luddy have researched other towns’ ordinances and Mc Hugh drafted the first version for the Commission to review during this public meeting.
McHugh noted there were at least two sections yet to be drafted, including demolition and new construction sections. Jaffrey guidelines are very specific to the town of Jaffrey and the layout and presentation is very nice; however, she found the Owego, NY guidelines more helpful.
She noted that it may be appropriate to include a glossary, and Guild noted photographs are helpful to illustrate concepts. Yon said he liked the tone of the draft guidelines, noting they were detailed and allowed flexibility.
Commission members reviewed sections on exterior surface materials, paint choices, signs and awnings, roofing and snow belts, skylights, chimneys and chimney caps. They will review the remaining sections and new sections at the next meeting in March.
Some issues for continued discussion included position on houses in the district that aren’t historic, vinyl siding, awnings, satellite dishes, wood roofing materials, and economic hardship and restoration/renovation costs.
