Brian Foucher, WiValley, and the Fitzwilliam Forum Technology Committee application to construct a wireless transmitter to provide high speed wireless broadband service to Fitzwilliam residents on property located on Upper Troy Road, Map 15, Lot 6-3, Rural/Historic District.

Commissioners reviewed the location plan and coverage maps.  They recalled that the area was once a golf course.  Staff gave a verbal report about the site walk completed by the ZBA on October 21, 2008.  Commissioners felt the tower would not block the view for anyone, except hikers may see it.

Guild moved, Luddy seconded and the Commission voted to approve the WiValley application as presented.

David Green application to complete a window renovation on the Fitzwilliam Green building located at 52 Route 119 W, Residential/Historic District, Map 32, Lot 38.

Mr. Green said he’d like to complete the discussion about window replacement begun seven years ago.  He purchased the building in 2001 and restored the front of the building, built out with a plate glass window in 1950, to its 1875 iteration, based on a photo of the building taken at that time.  The reconstruction was new construction, so the Historic District Commission allowed the windows to be vinyl. Mr. Green said he’d ordered new vinyl windows for the whole building, only to find vinyl windows were not allowed elsewhere on the front or visible side as replacements for the original wood windows.  

Commissioners examined a six over six wood window from the building. They felt the window from the building was old but had a few panes of newer glass.  Mr. Green would like to use his stock of vinyl windows, and restore the wood windows on the front.  

McHugh moved, Guild seconded and the Commissioners voted to approve the application as proposed, replacing windows on the east side with vinyl windows and by restoring wooden windows on the south (front – second and third stories).

At the November 13 meeting, the Commissioners will talk further about the goals and results of the project and how to conduct the inventory.
