Steve Filipi application to construct a new Cape style single family home on Upper Troy Road, Map 15, Lot 6-15, Residential and Historic Districts.
Mr. Filipi presented a complete application with elevations and samples of construction materials. Commissioners reviewed the application and examined the sample materials, pronouncing all acceptable. Both Davis and Fitzwilliam remarked on the attractiveness of other houses Mr. Filipi has built.
Fitzwilliam said the Cape style house is a good design in the historic district.
Asked about water, Mr. Filipi said a private well on the lot will provide water to the house. Fitzwilliam asked Commissioners if it was acceptable for Mr. Filipi to offer the option of a farmer’s porch to buyers. It was.
Beckwith moved, Davis seconded and the Commissioners voted to approve the application as presented.
Minutes. Commissioners reviewed the July 14, 2011 minutes. Davis moved, Camden seconded and the Commissioners approved the minutes as written.
Dean and Jennifer Skelton application to construct a new deck on the back of home located at 165 NH Route 119 W, Map 31, Lot 8, Residential and Historic Districts.
Mrs. Skelton presented a rough drawing of the site. Commissioners questioned where the deck was to be placed. It is not located at the rear of the house. A walkway between the house and garage will access the deck, which is along the west side of the house. Steps on the west side will access the deck from the ground.
Asked about materials, Mrs. Skelton said the deck would be composite and the rest will be cedar. Davis asked if the area under the deck would be screened with lattice. Ms Skelton supposed so. The below deck screening and privacy screening above the deck were unclear, but important to the Commissioners, since the house is in the historic district. They asked for elevation drawings of how the screening will look when finished, and the materials to be used. Commissioners generally prefer square lattice, if used.
Mrs. Skelton thought the deck would be about 4 feet off the ground and the privacy screen would be on the front and side of the deck. Davis thought the deck would look unfinished without a lattice screen below. Commissioners wanted to see an accurate drawing of how the above-deck screen would look.
Davis noted the deck is 592 square feet, a large addition, and could look lovely, or not. He’d like to see a front and side elevation with railings and screens portrayed. Carney asked how far the deck would be from the west boundary line. Beckwith wanted the drawing to scale. Davis wanted to know the materials and colors chosen. He wants to know if the above-deck privacy screen will be framed, and how high it is.
Commissioners decided to continue the case until they could review more accurate drawings and see the materials and colors planned. As soon as the items requested are available, staff will send them to the Commissioners for review and evaluation. Commissioners will call in their votes.
Beckwith moved, Fitzwilliam seconded and the Commission adjourned at 4:45 PM.
8/12/11 – David Streeter brought a new scaled drawing of the deck placement, and a description of the materials and construction of the screening. He apologized for not being able to draw! These materials were sent to Commissioners on 8/12/11 with an 8/16/11 deadline for voting.
8/16/11 – Commissioners responded to the review request with a unanimous decision to approve the application under the following conditions: the above deck privacy screen is made up of framed panels, painted the color of the house or trim; that a square lattice screen is installed below the deck; and that landscaping is optional in front of the below deck lattice screen.
One member wondered if the stairs are too wide to be proportional to the deck, and if the corner posts for the privacy screen are strong enough.
