Planning Board Minutes 07/08/08
Members Present: Jane Roberts, Gretchen Wittenborg, Jack Ernst, Steve Filipi and Sue Wood, alternate.
Others present:  Mike Methe, Selectmen’s representative
Meeting was called to order at 7:05 PM

Case # 08-05:  Christopher and Halina St. Laurent appeal for a Special Exception to construct an accessory apartment in their home located at 593 NH Route 119 W, Map 10, Lot 40, Rural District.

Mr. and Mrs. St. Laurent were present and Mrs. St. Laurent explained that they were constructing the addition for her mother-in-law and it would be used as guest quarters when no longer used by a relative.  They do not plan to rent it, and do plan to live in the home themselves.  They have other rental properties in town and have lived in this house since 1999.  The lot is 5.5 acres.

The Board acknowledged that the addition met the square footage requirement and was less than the allowed 800 square feet.

Mrs. St. Laurent showed the new septic system design by Carl Hagstrom which is rated for a two bedroom home with an apartment.

An abutter asked if the addition would impact the value of his home in the neighborhood.  Roberts said she didn’t see how it could.  Mrs. St. Laurent said their house is 150 feet from the road and probably can’t be seen from the roadway.   She thought the addition might increase the assessed value of her home.

Hearing no further questions, Ernst moved, Filipi seconded and the Board voted to move to a vote on the mandatory findings for a special exception.  In granting the Special Exception, the Zoning Board of Adjustment found that, under Article IX, Section 127-41 E. of the Fitzwilliam Land Use Code, Mandatory Findings for a Special Exception to construct an accessory apartment under Article III, Section 127-9 B. were satisfied.

Minutes:  The Board reviewed minutes of the May 13, 2008 meeting.  Minutes were taken by Sue Wood, alternate to the Board.  Ernst moved, Wittenborg seconded and the Board approved the minutes as written. The Board reviewed minutes of the May 27, 2008 meeting.  Two corrections were noted.  Wittenborg moved, Ernst seconded and the Board approved the minutes as amended.

Roberts reminded the Board that they needed a least two more alternate members.  She asked the Board to give her suggestions that she will pass on to the Selectmen.  She received five recommendations.

The meeting was adjourned at 7:40 PM.
