BOARD MEETING MINUTES
April 2, 2003


Selectmen Present:  Mr. Clukey, Mrs. Silverman and Mrs. Knight

Mr. Clukey opened the meeting at 7:10

PRIMARY:


7:15PM  MEET WITH WARREN HALL – NON-PUBLIC SESSION PERSONNEL – JOB APPLICATION
                           At 7:15pm, Mr. Clukey made a motion to go into Non-Public Session
                         under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The
                         motion passed 3-0.  Roll  Call Vote; Mrs. Silverman – yes, Mr. Clukey –
                         yes, Mrs. Knight – yes.
                          At 7:30pm. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The
                        motion passed 3-0.


7:30            MEET WITH BEN THOMAS – NON-PUBLIC SESSION
                PERSONNEL – JOB APPLICATION
                            At 7:30pm, Mr. Clukey made a motion to go into Non-Public Session
                         under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The
                         motion passed 3-0.  Roll  Call Vote; Mrs. Silverman – yes, Mr. Clukey –
                         yes, Mrs. Knight – yes.
                          At 7:45pm. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The
                        motion passed 3-0.

7:45    MEET WITH BOB MCCARTHY
·       Discuss possible sales study of properties
·       Sign contract for pick-up work
                         Mr. McCarthy met with the board.    Mrs. Silverman questioned what we
                          should do with regard to the antique home classification.   Mr. McCarthy
                          stated we should not just look at one classification.  He stated that we
                          could wait until the certification year.   He stated that this group of
                          homes is the hardest group to assess.    We can either do a sales study this
                          year and then we would have to do it again next year for certification.    
                          We need to look at all of the homes in the antique category and other
                           properties we feel should be included in this category. Mr. McCarthy
                           suggested sending sales verification letters for all transferred properties.  
                           Mrs. Thompson stated that we do get a PA34 letter, which state this
                           information.   Mr. McCarthy will e-mail sample letters.  Mr. McCarthy                 
                           suggested pulling and reviewing all sales in this category.  Mrs.
                           Silverman questioned the cost for a valuation update.  Mr. McCarthy
                           stated that he would need to speak with the office. He suggested that we
                           wait until 2004 because that is our certification year.   Mrs. Silverman
                           questioned how we determine what houses should be in the antique
                           classification.   Mr. McCarthy stated that we would need to make a list.  
                           Mrs. Thompson stated that we have already compiled these cards.   Mr.
                           McCarthy questioned if we could sit down with these cards and make a
                           determination.  Mrs. Thompson stated that we did this in the past and it
                           was subjective. He stated that we could do an interior inspection of these
                           homes, having the same person view these homes.  Mrs. Silverman
                           would like to start the process of collecting the data to implement for
Mr. McCarthy stated that this would be about a weeks worth of
                           work.  Mr. McCarthy stated that he is also going to want to look at land
                           sales.    He would probably do this in the fall.  

                           Pickups :  Mr. McCarthy stated that his data collector would not be
                           available in May to do the data collection.  Mr. McCarthy stated that he      
                           will try to schedule him in April.                              

***     DISCUSS LETTER FROM GENE CUOMO AND ROAD AGENT APPLICATIONS:  Mr. Cuomo has submitted a letter rescinding his letter of resignation.

***     REVIEW/DISCUSS/SIGN CONTRACT WITH NEW HAMPSHIRE FIRE PROTECTION CO., INC:  Mrs. Thompson stated that there is a price on the exclusion page for a bond in the amount of $996.00 additional.  She spoke with Bob Stone, at NH Fire Protection with regard to a couple of exclusions.  They are excluding any damage to the plaster.  She spoke with them and she feels comfortable with how they will be doing this.  He stated that he may not get the job completed by October 1, he will be able to complete this by the end of year.  He does not want to start until the manhole is installed.  When SFC drew the plans, they ball parked elevations.  They have to draw final plans of what exists.  He needs elevations in order to send to the Fire Marshall’s office.  Park Construction shot all of the elevations this past Monday.   The board signed this contract.

                        Mrs. Thompson requested Mr. Cricenti, with SFC, give a detail description of what he was billing for, he is going to look into it.  

                        Mrs. Silverman feels that during construction of the library we should park in the lower parking lot.       

***     DISCUSS REQUISITIONS FROM FIRE DEPARTMENT
On-spot chains for new fire truck:  This is the same system the ambulance has.  You push a button and the chains drop down.
                                   This was not budgeted for. Mrs. Silverman moved to approve this
                                   purchase, Mrs. Knight seconded.  The motion passed 3-0.   
·       Radio for new fire truck:  Mrs. Silverman would like to know what they are doing with the radio on the existing truck.  This is a radio purchase of $500, they previously requested a radio purchase of $2800.  The board is questioning the difference.    Mrs. Thompson stated that they have about $300 left in the capital account after the purchase of the truck.   Nancy Carney stated that the request last year was a completely different radio, personnel and the pump operator could hear this radio.  They are putting this on hold, but they need a radio that would work.  Mrs. Silverman questioned the radio in the truck coming out of service.  Ms. Carney stated that this radio is not working properly.  Mrs. Silverman questioned where the truck is going to go that is coming out of service.  Ms. Carney stated that she thinks this will be up for sale.  Mrs. Silverman moved to approve this purchase, Mrs. Knight seconded.  The motion passed 3-0.   

***     REVIEW LETTER FROM INN REGARDING SEPTIC SYSTEM:  Mr. Sacs has sent a letter with regard to the septic system.  The system was not in failure.  The fuse to the system was not properly working.  This has been corrected and the system is now working.  Mrs. Thompson received a call from Carl Hagstrom yesterday.  Mrs. Langor has contacted the State and said that the Inn had not responded to us.  Mrs. Thompson will send a copy of this letter to the state.

***     DECIDE ON ATTENDANCE – LOCAL OFFICIALS WORKSHOP:  This is Tuesday April 22, 2003 from 9-4.  Mrs. Knight will check her schedule to determine is she is able to attend.  Mrs. Silverman is unable to attend.

***     NON-PUBLIC SESSION – DISCUSS ELDERLY EXEMPTION APPLICATION
                            At 9:15pm, Mr. Clukey made a motion to go into Non-Public Session
                         under RSA 91 A:3 II  (e). Mrs. Silverman seconded the motion. The
                         motion passed 3-0.  Roll  Call Vote; Mrs. Silverman – yes, Mr. Clukey –
                         yes, Mrs. Knight – yes.
                          At 9:30pm. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (e). Mrs. Silverman seconded the motion. The
                        motion passed 3-0.

***     REVIEW POLICE SCHEDULE:   Reviewed.  Mr. Clukey spoke with Chief Newton to discuss the fact that we have not been getting police reports.  Chief Newton stated that no other department sends them and he does not feel that he should have to.  Mr. Clukey stated he feels that the highway department should also be giving the Selectmen reports.  This is a summary form.  Mr. Cuomo does keep a log book, and that is suffice to copy.  Mrs. Thompson will send Mr. Cuomo and Chief Newton a memo with regard to this matter.  This must be received on 4/14/03 and weekly after this.  

***     REVIEW LETTER FROM EPA – RECEIVED STORMWATER PERMIT APPLICATION – PENDING APPROVAL:  Reviewed

***     REVIEW ABATEMENT APPLICATIONS
·       Samuel Lipson – Tax Map 08 Lot 16:  Mrs. Thompson would like Vision to look at this property.    There is a big disparity between the sale and the assessment.   Mr. McCarthy reviewed this information.  He changed the condition from average to fair and included a  25% discount on the land since this is a residential property in the industrial zone.  This lowers this assessment to $136,000.  Mr. Clukey moved to approved these  recommendations, Mrs. Knight seconded.  The motion passed 3-0.
·       Williams, Mary (Map 37, Lot 22):  Mr. McCarthy viewed this assessment.  He is recommending the categorization of the home be change to a mobile home.  Mr. Clukey moved to approve the  recommendations of Mr. McCarthy, Mrs. Knight seconded.  The motion passed 3-0.

***             DISCUSS MUNICIPAL CLERKS HONOR ROLL NOMINATION:     
                         The board will nominate Mrs. Wright

***                   SELECTMEN CHAIMANSHIP:  Mr. Clukey stated that he wanted to break the chairmanship into 3rds as opposed to fourths.  Mr. Knight and Mrs. Silverman agreed.

***                  BUDGET:  We have spent almost 50% of the welfare budget.
