Selectmen's Meeting Minutes 09/03/03
BOARD MEETING MINUTES
September 3, 2003

Members Present:  Andrew Clukey, Susan Silverman and Joan Knight
                        
Mrs. Silverman opened the meeting at 7:00 PM

PRIMARY:

7:00    MEET WITH LOUISE BILL
Request to reimburse for tree limb removal:  Mrs. Bill stated that there are trees on either side of her driveway, which she had asked the Road Agent not to take down.  Gene did take down the rot on this tree.  Mrs. Bill stated that recently there has been a lot of cutting of trees in this area.   A large limb fell off of this tree across her driveway, which she had to hire Mark Sweeney to remove from her driveway.  Mrs. Bill requested that the town reimburse her the $60.00 for this removal.  Mrs. Silverman stated that she would like to look into who has been cutting in this area.  Mr. Clukey would like to speak with Mr. Cuomo with regard to this matter.  Mrs. Silverman told Mrs. Bill that we would get back to her next week.  The board would like to take a look at this tree.  Mrs. Knight stated that if the Road Agent determines that this tree should be removed, then it is his decision.

Mrs. Bill stated that there was an individual that used to live in her apartment that has since moved to Fitchburg, but has recently registered his car in Fitzwilliam using her address.  She questioned what could be done about this.   The board questioned if she had contacted that police department.  Mrs. Bill stated that she had, but nothing had been done about this.           


***             REVIEW MRSD 2003/2004 APPORTIONMENT:   The board will
                        write an article in the newsletter with regard to these figures.  It is
                        estimated that the taxes will increase about $5.00 per thousand.   Mrs.
                        Silverman questioned if anyone had looked into the elderly exemption.  
                        Mrs. Silverman would like to look into this matter.      

***             DISCUSS ALLEN & MATTHEWSON FIXED PRICE FOR OIL:                       
                         Allen & Matthewson have offered  $1.049 for oil for this year.   Mrs.
                         Knight moved to contract with Allen & Mathewson for oil delivery, Mr.
                         Clukey seconded, the motion passed 3-0.  

***     DISCUSS LETTER/FORM FROM MUTUAL AID:  Honeywell is switching from having Mutual aid monitoring their alarm system.  Mutual Aid will continue if we wish.  The board signed this agreement stating that they wish Mutual Aid to continue monitoring.    

***     REVIEW PLANS FOR BALLFIELD AND DRAFT OF RFP:  Reviewed.  Mrs. Stark was given the RFP to send out.  She has to make some changes to this.  The board would like to review this RFP prior to it being sent out for proposal.  Mrs. Silverman questioned if we are going to openly advertise, or if we are going to solicit vendors.  The board feels that we should solicit three vendors.   The board feels that we should ask for estimates with the understanding that no money has been appropriated.           
                        Mrs. Silverman feels that we should send this to Park Construction and solicit two other vendors.  Mrs. Knight would like to get moving on this project.

***     REPORT ON SEWER MEETING 8/28/03:  Mr. Clukey stated that at the recent Sewer Committee meeting they discussed looking into small cluster treatment plants.  Mrs. Thompson feels that we should meet with people that would be in the district to determine if they are interested in this.  If they are not, then she does not feel that we would have a project.   Mrs. Silverman questioned if this would qualify for funding.  Mrs. Thompson stated that it would.   She stated that if we went with this system, then the 25% remaining funding would be funded by the users.   Stone Environmental feels that we should have two more meetings.    Mrs. Thompson stated that we have never explored this option.  Mrs. Silverman feels that we should explore this option.  Then we should meet with the homeowners that this would affect.  Mrs. Thompson stated that another option discussed, was low interest loans that would be available to property owners for the replacement of their system.  Mrs. Silverman would like to make sure that we have as much information as possible to give to people at this meeting.  She feels that maybe we should send some information to people in the district prior to the meeting.  The board feels that if this does not seem that it is going to work, then we have no further options.     

***     DISCUSS LETTER FROM GREEN MOUNTAIN INSTITUTE OFFERING OUTREACH ASSISTANCE FOR WASTEWATER PROJECT:  Mrs. Thompson will e-mail them and let them know where we stand with our project.  

***     UPDATE ON PERSONNEL ISSUE
                          At 8:10pm, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Knight seconded the motion. The  
                        motion passed 3-0.  Roll  Call Vote;  Mrs. Silverman – yes, Mr. Clukey –
                        yes, Mrs. Knight – yes.
                         At 8:20pm. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Knight seconded the motion. The
                        motion passed 3-0.

***     DISCUSS DRAFT OF CIP:  The board reviewed the draft for the CIP plan (see attached).  Mrs. Silverman feels that we should have all of the heating systems in the town buildings evaluated to determine if they should be replaced in the near future.   Mrs. Knight stated that no other buildings are listed on this plan other than the Town Hall.  She questioned if the Fire and Police department would include items for the public safety building in their plan.  Mrs. Knight would like to memo the fire, highway and police and ask them to submit any capital projects for their buildings.    
                        Mrs. Silverman questioned if we have ever installed drains at the fire station.  We have not.  Mrs. Thompson stated that we should also look into an exhaust extraction for the highway.  The board would also like to put money in capital reserve for 2004 for the boat ramp at Laurel Lake.        


***     REVIEW LETTER FROM NHMA HEALTH TRUST REGARDING HEALTH INSURANCE RATING CHANGE:  Reviewed.  In the past managed care plans have been much more expensive, then the indemnity plan.  They are saying that the benefit difference is narrowing and this will reflect upon the rates.    

***     REVIEW TOWN CLERK/TAX COLLECTOR’S VACATION NOTICE:  Reviewed

***     REVIEW UPCOMING MEETINGS FOR ATTENDANCE

***                  Mr. Mattson stated that there is a problem with the boiler at the Public Safety Building.   He will contact a plumber tomorrow.   

***                  Gary Kinyon spoke with Mrs. Thompson with regard to the research for summer roads.  He will be charging us $150.00 per search.   

***                  Planning Board : They are sending the resident interested in starting a Lhama business at her residence to the Zoning Board of Adjustment  for two variances and one special exception in order to operate this business.

There being no further business, at 9:30 PM, Mrs. Silverman made a motion to adjourn.  Mr. Clukey seconded and the motion passed 3-0.
