BOARD MEETING MINUTES
September 24, 2003

Mrs. Knight opened the meeting at 7:00 PM.
PRIMARY:
*** MEET WITH ED VAN BLARCOM
· Re: Issuance of building permit on Tax Map 03 Lot 34: Mr. Van Blarcom met with the board to discuss a piece of property he owns on Templeton Turnpike. This parcel is 103 acres. He stated that he has 164’ of road frontage on the Class V section of Templeton Turnpike. He stated that this was subdivided in 1973 which was prior to zoning. He is questioning if this is a single building lot. Mrs. Knight stated that the road frontage is ok which was prior to our zoning. Mrs. Knight stated that there are a lot of wetlands on this property. Mr. Clukey questioned where the house would be located. Mr. Van Blarcom stated that there was an old house on this lot, the house would probably be located there. The board looked at a map Mr. Van Blarcom provided and the location of the house would be accessed from a discontinued road. The board stated that they would not issue a building permit unless the house lot is accessed from the town maintained portion of the lot. Mr. Van
Blarcom stated that he does not feel that he is being unreasonable to ask for one house on 103 acres. Mrs. Thompson stated that the Statue regulates the decision of the Board of Selectmen. This can be appealed to the ZBA. Mr. Van Blarcom stated that the culvert for the bridge would handle a 25-year flood. He spoke with the Wetlands bureau and the culvert can stay there permanently as long as he maintains the road and continues to log the property. If this would be built on, he would have to change the status of his permit. Mr. Clukey questioned if he was done cutting. Mr. Van Blarcom stated that he has filed his report of cut, but there is more wood that could be cut in the future. Mrs. Knight stated that looking at this now the board would have to deny this and refer this to the ZBA. She stated that we would do some more research into this matter. The board would like Mrs. Thompson to speak with
Bernie Waugh with regard to this matter.
*** MEET WITH CHERYL DAVIS
· Re: Property taxes on Tax Map 03 Lot 31-04: Mrs. Davis met with the board to discuss the taxes of her property. The property has gone through bankruptcy court and they determined that if we wished to collect the back taxes, then we would have to take this by a tax deed. Mrs. Davis stated that this property is in both her and her husband’s names. She questioned if she paid the back taxes if this would change the property to just her name. The board stated that this would not. Mrs. Thompson stated that she would have to check with a lawyer to see what would happen if we sell this for tax deed, if she could purchase
this back herself. Mrs. Davis questioned if she could make a deal with regard to the taxes how long would the board hold this for. Mrs. Knight stated that she would like to see these taxes paid up by the end of the year.
*** DISCUSS LETTER FROM CHRISTINE HASSIG
· Re: Raffle Permit: We received this request in the mail. This letter does not include what is being raffled. Mrs. Knight would like to determine if this is a legitimate organization that is conducting the raffle and the purpose of the raffle and where the raffle is being held.
*** DETERMINE MARKET VALUE FOR CHANGE OF USE TAX
· Re: Tax Map 14 Lot 08-02: This is a lot that abutted Michael Devlin’s land which made it eligible for current use. This lot recently sold and does not have enough land to remain in current use. Mrs. Knight moved to assess the value at $30,000, Mr. Clukey seconded, the motion passed 2-0.

*** ACT ON CEMETERY DEPARTMENT REQUISITION FOR LAWNBOY MOWER: Mrs. Knight moved to approve, Mr. Clukey seconded, and the motion passed 2-0.
*** REVIEW LETTER FROM RUTH MURPHY
· Re: Property taxes: Mrs. Murphy wrote to Mrs. Wright stating that she will be making payment on her taxes.
*** DISCUSS EMAIL REGARDING BUILDING PERMIT: The board would like to have Warren Hall look at this construction to determine if there is construction that would require a permit.
*** REVIEW LETTER FROM MUTUAL AID
· Re: New monitoring program: There will be a monthly charge from Mutual Aid. The alarm will go to mutual aid and they would dispatch services. We would have to contract maintenance with our alarm company.
*** DISCUSS CIP FROM FIRE DEPARTMENT: Reviewed. The board will discuss this with them next week.
*** REVIEW LETTER FROM MONADNOCK FAMILY SERVICES
· 2004 Budget request: Reviewed
*** DISCUSS REQUEST FROM LOUISE BILL FOR REIMBUSEMENT OF FALLEN LIMB REMOVAL: The board will send Mrs. Bill a letter stating that the responsibility for the removal of this limb is her responsibility based on the fact that she did not wish to have this tree removed when the Road Agent wished to remove this prior to this incidence.
*** DISCUSS EMAIL FROM BERGERON AND STONE ENVIRONMENTAL AND SEWER COMMITTEE MEMBERS:
The board would like to send a letter to everyone that was in the original service area. The board would like Bergeron to draw up this letter, which we will review and send from our office. Mrs. Knight moved to have Bergeron prepare the letter, Mr. Clukey seconded, the motion passed 2-0.
*** DISCUSS LIBRARY LAWN: Mrs. Knight viewed this area. There is a curbing that ends with the fence. She feels that we could still leave the parking spot and curve the fence around this. Mrs. Thompson also stated this would leave nowhere for Gene to plow snow if the fence were extended.
*** REVIEW:
· Letter to Alex Walker
· Draft of unbuildable lots: The board will discuss this at the October 8, 2003 meeting.
· Homeland Security needs assessment: Nancy Carney will disperse the forms to the appropriate departments
· Flu shot clinic
· Police weekly report
· Treasurer’s monthly report
*** Mr. Corrette requested to do a walking tour of the village cemetery on October 18. The board would like to hear from the Cemetery Commission with regard to this. Mrs. Knight moved to allow him to use this property, Mr. Clukey seconded. The motion passed 2-0.
*** PERSONNEL ISSUE – NON-PUBLIC SESSION
At 8:50pm, Mr. Clukey made a motion to go into Non-Public Session
under RSA 91 A:3 II (a). Mrs. Knight seconded the motion. The
motion passed 2-0. Roll Call Vote; Mr. Clukey – yes, Mrs. Knight – yes.
At 9:20pm. Mr. Clukey made a motion to go out of Non-Public Session
under RSA 91 A:3 II (a). Mrs. Knight seconded the motion. The
motion passed 2-0.
