BOARD MEETING MINUTES
November 5, 2003
Members Present: Andrew Clukey, Susan Silverman and Joan Knight
Mrs. Knight opened the meeting at 7:00 PM
PRIMARY:
7:15 MEET WITH LES BLACK
· INIFORMATION ON LIGHTING OF THE TREE IN THE COMMON: Mr. Black stated that they are going to have a tree lighting ceremony Sunday December 7, 2003 at 6:00 sponsored by the businesses on the common. Mrs. Knight would like to make sure they let Chief Newton know of this event.
· REQUEST TO USE TOWN HALL FOR HISTORIC BUILDING SEMINAR – MAY 21, 2004 AND MAY 22, 2004: Mr. Black stated that he is not involved with this committee.
*** REVIEW CONFIRMATION FROM DRA OF TOWN TAX RATE:
We have received our tax rate from the state in the amount of $28.89.
Mrs. Knight feels that we need to look at the budgets for the town
carefully this year.
*** DISCUSS REQUISITION FROM CEMETERY COMMISSIONERS
FOR SAFETY STORAGE CABINET:$475.31. Mr. Clukey moved to approve this requisition, Mrs. Knight seconded. The motion passed 3-0.
*** CHAIRMAN’S REPORT FROM SEWER MEETING: Mrs. Knight stated that Skip Hagstrom was going to contact someone from the State with regard to a lagoon system that could be built on the ski area. The waste would have to be hauled away. This would be an open system. Mrs. Thompson stated she feels that the townspeople may not be in support of this type of system. Mrs. Thompson stated that she spoke with Burr Phillips with regard to this type of system, and he felt that we would need to pump this system once a week. Mrs. Knight stated that Mr. Hagstrom felt that this system may not be limited to the Village area but could be utilized by other areas of town. Mrs. Thompson suggested contacting Mr. Moulton to
determine if he is interested in considering his land for a system.
*** DISCUSS LETTER FROM MR. VANBLARCOM: Mr. VanBlarcom has responded to our letter and does not feel that he needs to prove the status of this road. If he wants to provide this information then we would make a determination as to the status of this land. If he does not we cannot make any determination. We will send Mr. VanBlarcom a letter with regard to this. We will also explain the process of the application for a building permit and since we have not received one, then we cannot refer him to other boards.
*** DISCUSS LETTER FROM MICHELLE TESSIER AND LETTER FROM ATTORNEY PRIGGE: We have received a letter with regard to her stating that she has an interest in the Geary property. Mrs. Thompson sent a copy of this letter to Attorney Prigge and he cannot find any recorded lien in this name. Attorney Prigge stated that she must prove her claim to this property.
*** REVIEW COPY OF LETTER OF RESPONSE FROM ANIMAL CONTROL OFFICER: Reviewed
*** NHMA CONFERENCE – WEDNESDAY 11/12 AND THURSDAY 11/13: Mrs. Thompson and Mrs. Favreau will attend this Wednesday. Jane’s and Margo’s office will be closed Thursday.
*** REVIEW MRSD 2004/2005 BUDGET INFORMATION: Reviewed
*** NON-PUBLIC SESSION – EMPLOYEE EVALUATIONS
At 8:15 pm, Mr. Clukey made a motion to go into Non-Public Session
under RSA 91 A:3 II (a). Mrs. Knight seconded the motion. The
motion passed 3-0. Roll Call Vote; Mrs. Silverman – yes, Mr. Clukey –
yes, Mrs. Knight – yes.
At 8:25 pm. Mr. Clukey made a motion to go out of Non-Public Session
under RSA 91 A:3 II (a). Mrs. Knight seconded the motion. The
motion passed 3-0.
*** DISCUSS WOODBROOK ISSUES: Mrs. Thompson suggested bringing this for a vote at Town Meeting to sell these properties. We need to identify these properties and find out what are owed for taxes. Mrs. Knight suggested we speak with Attorney Prigge with regard to this matter. We will write a letter to Woodbrook with regard to this.
*** DISCUSS CHANGES TO THE BUILDING PERMIT APPLICATION AND PERMIT: Mrs. Thompson stated that at the NHMA law lecture they stated that if we do not have codes our building permit should not read building permit application We would like to change this to read application for construction and the permits to read approval for construction . Andy feels it should read permit for construction .
*** DISCUSS 2004 DRAFT BUDGETS FOR EXECUTIVE, GENERAL GOVERNMENT BUILDINGS AND CODE ENFORCEMENT: Mrs. Thompson has submitted preliminary budgets for these departments. The board reviewed these budgets.
General Government Buildings the biggest change is that we are shifting the salaries from labor contracted services to part time payroll. Mrs. Thompson stated that she needs to get an estimate for the painting of the sprinkler pipes.
*** VACATION TIME REQUEST FROM TOWN ADMINISTRATOR: Mrs. Thompson is requesting vacation time leaving next Monday and Thursday at 2:30. The board approved this request.
*** CIP: Mrs. Knight stated that she has the draft of the CIP from the Planning Board. She feels that the board should meet with the departments to discuss this issue. Mr. Clukey feels that we should arrange a meeting with department heads to discuss their 10 year project plan. Mrs. Thompson will send department heads a memo and ask they bring this information in when we meet with them with regard to budgets.

There being no further business, at 8:40 PM, Mrs. Silverman made a motion to adjourn. Mr. Clukey seconded and the motion passed 3-0.
