BOARD MEETING AGENDA
                       March 31, 2004
PRIMARY:

***     DISCUSS LETTER FROM ATTORNEY PENNINGTON
·       Re:  Desmond property
Mr. Pennington wrote a letter in response to our letter asking Mr. Desmond to remove the tractor-trailer bodies or get a building permit.  He says that the trailers are on wheels and are parked there – they are not for storage and therefore do not require a building permit. Mrs. Silverman said that the question is how he is using the property and if the use is different from the one that he got a site plan for, he will have to go to the Planning Board for site plan review.  The board would like a letter written for their signatures to Mr. Desmond stating that we understand your point and agree that a building permit is not required for the trailers because they are on wheels and not being used for storage. If he is storing trailers he may need to talk to the planning board.

***     REVIEW LETTER FROM TOM WARNER, SAU #38
The kids who were on the list that dropped out of school were there because they were in school for part of the year.  They are prorated to the town.

***     REVIEW LETTER FROM DES
·       Re:  Landfill Registration
This is something new from DES.  Mrs. Thompson needs assistance completing the form and she will talk to Ed Mattson who may have information regarding this.

***             TAX MAP 26 LOT 10 – Discrepancy regarding lot
Annie Anderson sold this lot.  The person who bought it was in the office this week asking about getting a building permit.  It was discovered that we show all the land as one lot but he was under the impression that he was only buying part of the lot.  Apparently Ms. Anderson sold two parts of this property to relatives.  It appears that it may be an illegal subdivision.  The board would like to hire Gary Kinyon to work on this for us.  

***     REVIEW LETTER FROM RESIDENT
This is a thank you note and the board reviewed it.

***     REQUEST FOR VACATION DAYS
The board approved Mrs. Thompson’s request for vacation days.

***     Holman Road – Robert Young owns property on this road and has been speaking with Gene Cuomo about the plans to work on Holman Road this summer.  Gene asked Mrs. Thompson if we had a layout for this road and after researching back through the old records, she found the layout that was done on June 6, 1800.  Mrs. Silverman suggested that Gene show Mr. Young a road that looks similar to what Holman Road will look like when it’s done.

***     NHMA “MANAGING MUNICIPAL BUILDING PROJECT, BUDGET, CONTRACTS AND A SUCCESS PROJECT TEAM – DECIDE ON ATTENDANCE
Mrs. Thompson will attend.

***     REVIEW NOTICE OF DRUG AWARENESS PROGRAM BY FITZWILLIAM POLICE DEPT.

***     RECEIVED VERIZON INVENTORY

***             ABATEMENT APPLICATIONS:
·       Judith McHugh – Tax Map 42 Lot 01-71
The selectmen would like to have the appraiser from Visions look at this.  No other action taken on this application at this time.
·       Veteran Hospice Homestead – Tax Map 02 Lot 11
·       Richard Doody – Tax Map 34 Lot 09
Mrs. Knight made a motion to deny the abatement request.  Mrs. Silverman seconded and themotion passed 3-0.
·       John O’Brien – Tax Map 07 Lot 41
The selectmen noted that there is already a building on this lot, therefore the argument that it is un-buildable is unfounded.  He is grandfathered for a structure in the same footprint.  In addition, the only way we can change acreage is by being provided with a certified survey.  Mrs. Silverman made a motion to deny the abatement request.  Mr. Clukey seconded and the motion passed 3-0.  
·       Roman Catholic Bishop of Manchester – Tax Map 29 Lot 09
The selectmen would like to have the appraiser from Visions look at this.

***             APPLICATIONS FOR CURRENT USE:
·       David Sylvester – Tax Map 14 Lot 08-06
The selectmen would like Mr. Sylvester to draw the dimensions of the amount of land that is not in current use on his map. No other action taken on this application at this time.

·       Robert and Lynne Brown – Tax Map 06 Lot 02
Mr. Clukey made a motion to approve this application for current use.  Mrs. Silverman seconded and the motion passed 3-0.

·       Map 15 Lot 61
Mr. Clukey made a motion to approve this application for current use.  Mrs. Silverman seconded and the motion passed 3-0.

***     APPLICATION FOR PUBLIC ACCOMODATION CONSTRUCTION TAX EXEMPTION:
·       Andrew and Sherri Walters -  
The selectme would like to have our appraiser from Visions to look at this to determine value.  No other action taken on the application at this time.


***             APPLICATION FOR REAL ESTATE TAX EXEMPTION
·       Veteran Hospice Homestead – Tax Map 02 Lot 11
The selectmen would like to hire Gary Kinyon to look at this application and issue an opinion on whether or not he feels they meet the criteria for this exemption.

The selectmen would like the code enforcement officer to do an inventory of land owned by McGarry regarding the alleged business going on down there.  After we have the information we will proceed with any enforcement action that may be necessary.

There being no further business, at 8:15pm, Mrs. Knight made a motion to adjourn.  Mr. Clukey seconded and the motion passed 3-0.
