BOARD MEETING MINUTES
April 26, 2006


Selectmen Present:  Andrew Clukey, Chmn., Thomas Parker, & Michael Methe

Chairman Andrew Clukey opened the meeting at 7:00 PM.


PRIMARY:


7:15pm          MEET WITH DANIEL BEMIS
·       Re: Abatement Application:  Mr. Bemis questioned the definition of a building lot.   Mr. Parker explained that the lot must be able to comply with current zoning with regard to setbacks and wetlands.  Mr. Bemis stated that he does not feel that this lot is buildable.  Mr. Parker stated that if he can get a statement from a certified individual that this is not buildable then we would change the status.       

7:30            MEET WITH ROAD AGENT GENE CUOMO:   Mr. Parker stated that he and Road Agent, Gene Cuomo
                          toured the roads yesterday.  He feels that we need to enact a long-range plan for road repairs.  Mr.
                          Parker does not feel that appropriating $150,000  each year is enough.  Mr. Parker agrees with Mr.
                         Cuomo’s plan for this year; Old Troy Road, part of West Lake and Howeville and parts of Royalston Road
                         at the beginning Mr. Cuomo stated that he will need to shim some of the good roads in order to keep them
                         in good condition.   

                           Mr. Cuomo stated that we also need to be concerned with some of the bridges in town.  We do have a
                           couple on the red list with the State.      

                           Mr. Cuomo stated that they are cutting brush now.  The beginning of May he wants to start the culvert
                           work on Richmond Road.  

                           Mr. Methe stated that Greg Mattson made a complaint to Mr. Methe with regard to the foreman position
                           and his father working at the Transfer Station.   He feels that this is a conflict.  Mr. Cuomo stated that the
                           foreman of the Highway Department does not oversee the Transfer Station in his absence.

                             At 8:00 PM, Mr. Clukey made a motion to go into Non-Public Session
                          under RSA 91 A:3 II  (a). Mr. Parker  seconded the motion. The motion passed 3-0.  Roll  Call Vote;   Mr.
                          Clukey – yes, Mr. Parker – yes, Mr. Methe –  yes.
                           At 8:30 PM. Mr. Clukey made a motion to go out of Non-Public Session
                          under RSA 91 A:3 II  (e). Mr. Parker seconded the motion. The motion passed 3-0

                           At 8:30 PM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mr. Parker  seconded the motion. The motion passed 3-0.  Roll  Call Vote;   Mr.
                        Clukey – yes, Mr. Parker – yes, Mr. Methe –  yes.
                         At 8:35 PM. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (e). Mr. Parker seconded the motion. The motion passed 3-0

**              REVIEW LETTER FROM BERNIE WAUGH:  Mr. Parker recommends that we speak with the Bergs
                          with regard to issuing a building permit subject to them bringing the class VI road up to standards, with
                          a release signed by them and a release giving an easement for the Pizers to cross.  Mr. Parker is basing
                          
                          this decision on the letter from Attorney Waugh with regard to this matter.    Mr. Parker wants to make
                          sure that the remainder of this subdivision is merged.   Mr. Methe feels that we should have Bernie
                          Waugh complete this wording for the merger of the subdivision.

Re: Emergency Phone Notification:  Mr. Methe feels that most of the parents would want this system.  
        
***             FINAL DETERMINATION OF LGC ON INSURANCE CLAIM:

***             REVIEW MEMO TO FIREWARDS:  Reviewed

***                      LETTER OF RESIGNATION FROM DAN LEARY FROM MONADNOCK ADVISORY COMMISSION:   The board will need to appoint another individual

***                      POLICE LOG:     Reviewed

***                      PLANNING BOARD:     Mr. Parker stated that he received a call from Mr. Walters with regard to one of the Spicer lots.  Mr. Parker is questioning the fact that the Planning Board did a site plan on a subdivision.  He is questioning if this is legal and enforceable.  Mr. Parker will discuss this matter with the Planning Board.      

***                      LELGAL ISSUE:  The board will meet with Orr & Reno Tuesday at 10:30.  

***                       INTENT – STONE:  Mr. Parker would like to have Dennis Thorell review this.  Mr. Parker feels that we should charge them doomage when we charge for the timber.  Mrs. Thompson  questioned if we can do this.     She will check with Mr. Thorell.

***                      SILL WORK:    Mr. Methe stated that there is someone working on Russ Raitto’s old house and it looks like they are doing a  very good job.  

***                      WELL AT PUBLIC SAFETY BUILDING :  Mr. Parker would like to send a letter to the Firewards stating that we need the capacity information in order to come up with a filter system.  

***                      COMPLAINTS:  Mr. Methe questioned if we have a policy to accept complaints verbal or written.  Mr. Methe made a motion to accept all complaints and respond.  Mr. Parker would request that the verbal complaints have to be made at the Selectmen’s Office.          

***                      ZBA:  Mr. Parker spoke with Matt Buononomo to see  if he is interested in serving on the ZBA, he stated that he was.
