Selectmen's Meeting Minutes 06/19/06
BOARD MEETING MINUTES
June 19, 2006

Selectmen Present:  Andrew Clukey, Chmn., Thomas Parker, & Michael Methe


Chairman Andrew Clukey opened the meeting at 9:00 AM. At  9:35 the board went on site visits of properties in town, the  board returned to the office at 12:15   


PRIMARY:

9:00AM          DISCUSS ABATEMENT APPLICATIONS:

                              Calandra (Map 12, Lot 07-02):  We need to get a more detailed map of what is out of current use.  The previous map shows that a portion of the  current building is in current use.
                               Moulton & Wittenborg (Map 15, Lot 60):  Mr. Parker went with Dave Kirshula for a site visit.  They were told this was not a good time to view the property.  They claim they have 3744 square feet of living space.  The argument comes from some of the back rooms.  The bathrooms are below average.  There is a question on a finished screened porch, they feel it is very primitive.  Mr. Parker stated that the problem is with the visual appeal applies to the entire house.  Mr. Parker feels that Vision may have made this basis from the information provided by the data collector.  We are assessing them for finished attic space, they are claiming that it is not finished.  They have an enclosed porch off the back valued at $7700, they feel this assessment is way to high.  The driveway is paved even though it is in poor condition.  Mr. Methe feels that we really should have Vision look at this.  Mr. Parker feels that we will have to write a letter and won’t be able to have a person back in the office prior to July 1. When we know Vision will be in the office, we will make an appointment two or three weeks in advance.  
                                  Boucher (Map 10, Lot 79-03):  Mr. Parker stated we have corrected some things on this card previously.  This brings this assessment to $314,900, he feels that this is a fair assessment for this property.  
                                  KLINK (Map 31, Lot 12):  Mr. Parker looked at the manual, roofing and sheet rock are considered 5% each.  He feels that we should send a letter, in that we have not received any information from him.    We have decided based upon standard guidelines we will give 10% functional obscelence.  Please be advised with the current renovations your property will be revalued as of April 1, 2006.  We have received no clarification for the application for current use, the time frame has passed we will deny this application.  If we receive this information within the next few days we might reconsider.
                                 Korjeff (Map 03, Lot 10):  We have not heard a response from her to schedule an appointment.   Mr. Methe feels that we cannot make a determination without having viewed this property.  Mr. Clukey feels that we need to send a letter to schedule a time.
                                  Hunter – State Line Campground (Map 04, Lot 46):  the data collector viewed the campgrounds.  Mr. Parker does not have this information.
                                   White Map (24,07) & (24,01):  This is sandy beach.  There is a note to measure a deck and a cabin on this property.  Mr. Parker feels that the only valid issue is to measure the deck.  The board will measure this deck.  The board will look at this property.            
                               
     ***     Woodbrook:  Mr. Parker is concerned with the 90 waiting period.  This will bring us to September.   He feels that this is the wrong time to be selling this property.  Mr. Methe moved to not take these tax deeds at this time, he feels that we should take them next February or March.  Mr. Parker seconded, the motion passed 3-0. Mr. Parker moved to deny  the offer made on the Ryback property (Map 42, Lot 02-09) , Mr. Methe seconded, the  motion passed 3-0.





***      CONSERVATION EASEMENT:  Mr. Parker stated that he is very much against putting town land in the Monadnock Conservancy.  He feels that this is a large expense, he feels that this money could be better spent on purchasing town land.  Mr. Clukey agreed he feels that the board would be giving up a lot of rights to this land if we put it in the hands of the conservancy.  The warrant article was reviewed and states the Board of Selectmen and the Conservation Commission to negotiate with the Monadnock Conservancy and the easements would require final approval by the Board of Selectmen.        


***      ZONING VIOLATIONS:  Mr. Parker was approached by Arlene Rich with regard to the sign on Rt. 12 advertising lawn care.  If this falls under the temporary sign, he feels that it has been there more then 50 days, he would like a   letter written to them.  He also feels that Greg Mattson’s property should be looked at with regard to our junk yard ordinance.  Mrs. Thompson stated that if we look at his, we should look at others.

There being no further business Mr. Methe  moved to adjourn the meeting at 12:35 PM, Mr. Parker seconded, the motion passed 3-0.
