Selectmen's Meeting Minutes 08/09/06
BOARD MEETING MINUTES
August 9, 2006

Selectmen Present: Mr. Parker and Mr. Clukey
Selectmen Absent: Mr. Methe

PRIMARY:

At 9:00am Mr. Clukey opened the meeting.

9:15am          MEET WITH MARTIN ROCHELEAU
Mr. Parker said that the selectmen are concerned about the letters that get sent out to people who do not comply with our recycling ordinance. Martin said that some people continue to not comply. Mr. Parker said that if someone continues not to recycle, the selectmen can send a letter.  Martin keeps track of everything, including the dates the letters are sent etc. Mr. Parker said that there really isn’t any sense in sending letters to people who do not live here full time or are renting property in Fitzwilliam. We have to be understanding of people. Martin said they are lenient to the point that the first time they do not say anything. It’s the people who consistently refuse to comply that are the major problem. There is a problem when people recycle but don’t properly sort the recyclables. Of the 50 or so letters, over ½ of the people have come to Martin to find out what’s wrong and there are no more problems. All the letters that Martin has submitted have not gone out.

***     INSPECTION REPORT
The board approved the expenditure of $450.

***     RESIGNATION LETTER FROM CATHIE TALBERT
The board accepted Mrs. Talbert’s letter of resignation and would like to write to her thanking her for her service.

***     LETTER FROM NANCY CARNEY
Mr. Parker made a motion to remove those portions of those minutes, place them in Non-Public and seal the minutes. Mr. Clukey seconded and the motion passed 2-0. The board will write a letter to Nancy with an apology.

***     WATER TEST RESULTS FOR LAUREL LAKE
The water tests are excellent.

A gentleman from the state call questioning if the board would consider a portapotty at the town beach. There really isn’t any room for one at the beach itself. Perhaps the land across the street that the State owns could be used. Gene Cuomo and Andy Clukey will look at this.

***     REPORT OF CODE ENFORCEMENT OFFICER ON SIGN VIOLATIONS
State line is the only store in compliance. Depot Store and Bottom’s Up are still not completely in compliance. The selectmen will discuss this next week.


***     OCCUPANCY PERMITS: Signed
        The selectmen signed the occupancy permits.

The case at the ZBA meeting last night was for the Heitala’s requesting a special exeption for keeping livestock on their property. The ZBA continued the hearing, scheduling a site walk before making a decision. There is some question about who owns which animals. The neighbor next store, Erunski, apparently owns the bulk of the chickens, hens and turkeys. The Heitala’s stated that they only have 1 horse, 4 hens and a rooster. The board voted to send the Erunski’s a cease and desist letter for keeping livestock on their property in violation of your land use ordinance. They will have to get rid of the animals or go to the ZBA for a special exception.

***     OPEN HEATING FUEL BIDS
·       Webber – fuel oil $2.65 fixed,  service $79.50/hr, 24 hours $119/hr
·       Roy Bros – fuel oil $2.78 fixed
Mr. Parker moved that we award the contract to Webber the contract. Mr. Clukey seconded and the motion passed 2-0.f

Mr. Parker has been looking at the Veteran’s Hospice and questions whether they should be considered tax exempt. Mr. Parker would like to get an opinion from the DRA.
