Chairman Thomas Parker opened the meeting at 7:00 pm,
PRIMARY:
7:15 MEET WITH ROBERT NEWCOMB – 2007 BUDGET: Mr. Newcomb stated that he spoke at the Budget
Committee meeting with regard to support for the Tazers for the police. Mr. Parker stated that the Board
of Selectmen voted not to include this money in the budget. Mr. Parker stated that this does not mean
that this item cannot be purchased if there is money in the budge for this purchase. Mr. Parker stated
that Chief Newton will be retiring in June. We will discuss this issue with a new Chief. We have surveyed
towns and the majority that responded are using them. Mr. Parker stated that his concern is that these
items are properly used. Mr. Newcomb stated that he attended the citizens academy. He felt this was a
very informative course.

At 7:40 PM, Mr. Yon made a motion to go into Non-Public Session under RSA 91 A:3 II (e). Mr.
Parker seconded the motion. The motion passed 2-0. Roll Call Vote; Mr. Parker – Yes, Mr. Yon - yes.
At 7:45 PM. Mr. Yon made a motion to go out of Non-Public Session under RSA 91 A:3 II (e). Mr.
Parker seconded the motion. The motion passed 2-0.

*** FILING IN BTLA TAX EXEMPTION CASE: reviewed
*** NOTICE OF CLAIM – POLICE CRUISER: Sean Cavanaugh was in an accident with the cruiser today.
There was minor damage to the cruiser, there was more damage to the other vehicle involved. Sean was
heading east on Rt 119W a car coming toward him was going 60mph. He flipped the blue lights on and
did a U-turn. He could not make the turn and had to back up and he hit a car that was trying to go around
him. A deputy from the Sheriff’s department went to the scene to investigate.

*** COPY OF LETTER TO WITTENBORG FROM VILLAGE WATER DISTRICT: Reviewed
*** ABATEMENT REQUESTS: We have received an abatement application from Fleur Dis Lis stating that
their property is disproportionally assessed. Mr. Parker feels that we need to write a letter to the attorney
submitting this, we did not receive an analysis that would demonstrate the disproportionality, we will
remind them of the filing date of March 1, without this data we have no basis for making a determination.
A copy of this letter will be sent to Fleur Dis Lis.
*** PLANNING BOARD MEETING: Saga Communications is proposing to place a cell antenna on the Bard
Building antenna. The Planning Board does not have a problem with this, they will need to obtain a
building permit. They would like to have this installed by June. PSNH met with the Planning Board, Mr.
Silverman stated that Planning Board would be reviewing wetlands. Mr. Filipi met with them, he is
proposing two lots outside of the area in the aquifer, with a road going in twelve hundred feet with seven
additional houses. There is a lot of concern with the amount of water in this area. The Planning Board
denied the subdivision for Mr. Heikennin and Mr. Gordon. This was for a two-lot subdivision on the Eddy
lot.
