PRIMARY:
Mr. Parker said that he didn’t see the minutes from the meeting where he withdrew his abatement request. Mrs. Thompson apologized for not placing the minutes in the folder to be signed. She did complete them. She printed them off her computer and handed them to Mr. Parker. Mr. Parker resubmitted his abatement request.
Mr. Methe would like set a time when he and Mr. Yon can work on Mr. Parker’s abatement application. They will do this at the end of their meeting tomorrow morning.

*** CODE ENFORCEMENT REPORTS
· MORIN – CEO states that Mr. Morin is in compliance.
· BUSSIERE – CEO states that he has picked up a couple of cars but he says they will be gone in two weeks. CEO will reinspect in two weeks.
*** NO REPORT TO CUT FILED FOR OPERATION #05-157-19 – We’ve written to them twice and the DRA wrote in Dec and they still have not filed a report of cut. Mr. Parker said we can have a forester look at the lot or we can send them a bill for what they filed on their intent and assess doomage – which is twice the amount of tax due. Mr. Methe and Mr. Yon would like to do this. We will calculate the tax at 100%. Mr. Parker concurs.
*** RESIDENT REPORTS INACCURATE LIVING AREA MEASURMENT ON PROPERTY CARD
MAP 10 LOT 15 – Mr. Gagne says his living space should be 1616 feet. We have it as 1760 feet. The cantilever gives him the extra feet. The selectmen will go look at this.
*** ORDERS FROM BTLA REGARDING TAX EXEMPTION CASE – Fleur de Lis asked to submit more information for the second time and the BTLA said no.
*** ORDER FROM BTLA REGARDING PETITIONED ACTION –
Mr. Yon said that he feels the board has a few options. We can appeal the BTLA’s ruling, request an extension (because we don’t have a lot of time to complete all the work we’ve been ordered to do), hire Vision to do the ordered work, hire a different appraisal firm to do the work and continue using Vision software, hire a different appraisal firm to do the work and use their software, or force Vision to do the market analysis without charge. Mr. Methe says we need to try to make a decision within a short period of time. If we want to appeal the BTLA decision, we need to do so within a few days. Mr. Parker feels that the BTLA is pretty close on the mark and doesn’t feel that we should appeal the decision. Mr. Yon stated that Vision was on the DRA list of approved appraisal firms and approved the town’s contract.
Methe said that the way they are looking at it is that the BOS should have been monitoring the process along the way. Mr. Methe said we stand a good chance of getting an extension. Mr. Yon said that if we can’t do everything this year, we should plan to fix the most egregious things first. Mr. Methe said the views should be taken care of immediately. Mr. Methe thinks we should ask for an extension. Mr. Parker says we need to decide if we need an extension. The Board agreed that they need to talk with the three appraisal firms who submitted proposals now that we know exactly what we need to do. They would also like to get counsel up to speed. Mr. Parker said he would contact Bill Prigge and Jim Bassett. At town meeting the selectmen need to outline what the BTLA has said and that we are obligated to comply with their order (whether or not people vote the money). Mr. Yon feels that we can bring this in for under $50,000. He thinks that the selectmen can do the legwork for the
views. Mr. Methe says the board can drive every street noting properties that should have a site adjustment. The appraisal company would determine what the factor should be as part of the market analysis. Mr. Yon questioned if the would be a problem with timing - determining views prior to the market analysis. This might justify asking for an extension. Mrs. Thompson suggested that all the properties the board identifies with a view could be coded as such in the assessing software with a factor. This way lists can be generated of all those properties that need a site adjustment. This would be available to whomever the board chooses to do the sales analysis. Mr. Parker asked if we should contact the DRA for assistance. Methe would like to put on paper, in sequence, all that needs to be done.

Mike will have the laptop computer tomorrow. Mrs. Thompson is waiting for some parts for Mrs. Wright’s computer. When they come in she will schedule her computer consultant to set up the laptop.
Mrs. Thompson called DES to inquire whether or not the selectmen need to hold a public hearing on the three existing junkyards in town prior to issuing a license. Sara Ward left a message that the town has always been in charge of issuing junkyard licenses – the change in the law is that now the town is also responsible to enforcing best management practices.
*** LETTER FROM ATTORNEY DONOVAN RE: ABATEMENT MAP 20 LOT 17 & MAP 03 LOT 14 – The attorney said that documentation supporting their assertion that the camp is disproportionately assessed will be forthcoming pending the decision of the BTLA case. The selectmen noted that completed applications have a filing deadline of March 1st .

*** PROBLEMS WITH MONADNOCK HUMANE SOCIETY – Kim Smith, the Animal Control Officer, talked to Mrs. Thompson to report that she is having problems with the Monadnock Humane Society refusing to take strays from Fitzwilliam. This past Friday she had a stray cat that had bitten someone and she needed to quarantine it for 10 days. The humane society refused to take in the cat. Mrs. Smith had to find a place to put the cat. She ended up placing it at a cat rescue facility. Apparently other towns are having the same problems. There is a new inspector at the Humane Society and all of a sudden animals are being turned away when, in the past, they would be accepted. Mrs. Smith is contacting the other towns. Chief Newton will take to other chiefs at his next chief
meeting and see if they can write a letter. He will also schedule a meeting with the new inspector.
*** SWRPC LOOKING FOR CRASH DATA FOR RT 12 AND RT 119 INTERSECTION – Jeff Porter called Mrs. Thompson to say that it is time for SWRPC to put together data on the intersection in order to keep the project on the DOT 10 year project list. He talked to Chief Newton requesting crash data from 2003 to current as the state only has data through 2002. Chief Newton told Mr. Porter that this would be difficult to find. Mrs. Thompson spoke with the chief and he said he could have the information within two weeks – which is when Mr. Porter needs. It.
