BOARD MEETING MINUTES
March 7, 2007
Selectmen Present: Thomas Parker, Chmn. , Michael Methe & Carmen Yon
Chairman Thomas Parker opened the meeting at 6:55 pm,
PRIMARY:
9:00pm MEET WITH JANE WRIGHT, TOWN CLERK/TAX COLLECTOR: Mrs. Wright stated that she has sent
out lien letters. Mr. Parker stated that the board has been talking with Avitar. Their software includes
software for the tax collecting systems as well as the assessing program.
*** REVIEW PROPOSAL FROM AVITAR: This is a three-year contract. Mr. Parker feels that we should
plan on $150,000 for the three years. Mrs. Thompson stated that she feels that we don’t need to raise
the whole amount on the first year. Mr. Yon stated he feels the intent of the contract is to lock us in for
the three years. The board would like a figure of what the first year is instead of dividing it evenly for the
three years.
*** REVIEW COURT’S ORDER IN DWINELL LITIGATION: The court denied Mr. Dwinell’s appeal
*** REVIEW STATE DRIVEWAY PERMIT APPLICATION: Reviewed
*** APPLICATION RECEIVED FOR TOWN HALL AGENT POSITION: non-public 9:17
At 9:17 PM, Mr. Methe made a motion to go into Non-Public Session under RSA 91 A:3 II (a). Mr.
Yon seconded the motion. The motion passed 3-0. Roll Call Vote; Mr. Parker – Yes, Mr. Methe – Yes,
Mr. Yon - yes.
At 9:19 PM. Mr. Methe made a motion to go out of Non-Public Session under RSA 91 A:3 II (a). Mr.
Yon seconded the motion. The motion passed 3-0
*** MEET WITH FRANK BEQUAERT – WATER DISTRICT WARRANT
*** JUNKYARD WORKSHOP IN CONCORD: March 19, 2007, Mr. Parker and Mr. Methe will be out of town
this day.
*** DISCUSS TOWN MEETING:
*** SPECIAL BUDGET PUBLICATION – MRDS: Reviewed
*** LEGAL OPINION REGARDING CONSERVATION EASEMENTS: Mrs. Zug inquired with Local
Government Center with regard to providing easements on private property. The cost to place an
easement is between $5,000 and $10,000. The attorney stated that they cannot spend town money
unless there is some contractual value to the town. Mr. Parker does not feel they can do this since they
would be giving the easement to Monadnock Conservancy.

*** CHANGE OF USE TAX ABATEMENT APPLICATIONS
· MAP 10 LOT 68-07: Mr. Filipi feels that the $60,000 assessment is two high. We have not discounted the land value on any other private roads in town. The board feels that this amount is fairly assessed. Mr. Methe moved to deny this abatement application, the motion was seconded by Mr. Yon, the motion passed 3-0.
· MAP 12 LOT 07-02: Mrs. Calandra does not feel that the second building lot should have been billed as an additional commercial site. Mr. Parker stated that we charge Bailey’s for two sites for each of his garages. Comparing the other lot they purchased with the self storage building this assessment is high. We only assessed for one building site on this lot. We will be looking at the assessing of commercial property. Mr. Yon feels that we should charge 1.65 acres at $48,000 per acre, and subtract the amount we charged for the first current use change. In May 2005 we assessed the change of use at $35,000, which leaves $44,000
which is what we charged for the change of use.
Mr. Yon moved to deny this abatement application, the motion was seconded by Mr. Methe, the motion passed 3-0.
*** EMPLOYEE EVALUATIONS:
*** CONSERVATION COMMISSION: Mr. Parker stated that he read in the Town Report that Fred Slavic
resigned from the Conservation Commission. Mr. Yon stated that he felt he wanted to let someone else
serve on this commission. Mr. Parker stated there appears to be some discrepencies with the members
we have listed and the signed appointment forms. We do not have a signed appointment form for
Dorothy Zug, Cheryl Davis, and Katherine Metzger. Mr. Parker stated that this needs to be straightened
out.
*** FUND BALANCE: Mr. Parker stated that we will have a large amount in fund balance this year. He is
proposing to amend the capital reserve article for the Fire Department by increasing it $20,000 to $30,000
Mr. Methe stated he needs to think about this before he agrees.
*** BOS MEETING: The board will meet at 1:00 Monday, March 12
*** TAZERS: Mr. Methe spoke with a couple of police departments in Vermont. They stated that they were
very in favor of tazers.
