BOARD MEETING MINUTES
March 28, 2007
Selectmen Present: Thomas Parker & Carmen Yon
Selectmen Absent: Michael Methe, Chmn.
Mr. Parker opened the meeting at 7:00 PM
PRIMARY:
*** BUILDING PERMIT MAP 10 LOT 57: Approved
*** BARN BUILT WITHOUT BUILDING PERMIT – TAX MAP (9, 10-03) : Mr. Sweeney noticed this violation when
he was inspecting the house next door. Mr. Parker would like to write a letter stating the Code Enforcement
Officer noticed that a barn had been constructed on this property without a permit, he has 30 days to apply for a
building permit, the application fees will be doubled.
*** DRIVEWAY OFF 119 W – WETLANDS VIOLATION?: The owners of this property have installed a driveway
which crosses a wetland, they have not obtained any wetlands permit. They have obtained a driveway permit
from the State. We will notify DES. A letter will be sent to Mr. Olson that they built the driveway with no record
of proper wetlands permit being issued. At this point we are turning this over to DES.
*** DISCUSS UPDATE, 1/3 PROJECT AND PICKUPS FOR 2007: Mr. Parker recommends continuing with Vision
to complete the 1/3 project, he feels we need to be consistent with how the other properties were done. Mr. Yon
agreed. We will have Vision complete the pickups. Mr. Parker would like to send a letter to Avitar indicating our
intention to sign a contract for the market analysis. Mr. Parker would like to send a letter to the BTLA outlining
the steps we have taken to respond to their order. Mr. Yon agreed. Mrs. Thompson stated that she went to
Winchester this week and got a demo of the Avitar software. She really liked the program. Mr. Parker would like
to wait to do anything on the neighborhoods until he sees how Avitar is going to handle them.
*** ERROR FOUND IN LAND ASSESSMENT – TAX MAP 12 LOT 63-02 AND MAP 12 LOT 63-03: The corrections
have been made. A refund will be issued.
*** LETTER FROM HISTORIC FITZWILLIAM ECONOMIC DEVELOPMENT ASSOC.: They are requesting the
Selectmen reconsider their sign permit application. They have agreed to remove one sign and place this in its
place. The board agreed. We will send a letter stating we have no objection with them replacing one sign for
another.
*** REQUEST FROM CEMETERY COMMISSIONERS TO REQUEST PROPOSALS FOR TWO PROJECTS:
They are requesting proposals for the chain link fence and granite signs. The board agreed to not advertise for
the signs, they would like to advertise the chain link fencing. Mr. Yon moved to approve, the motion was
seconded by Mr. Parker, the motion passed 2-0.
*** REVIEW INVOICE: This is for the printing of the ballots. Mr. Parker stated that the RSA state the ballots are the
responsibility of the Town Clerk. This needs to be paid out of her budget. A memo will be sent to the Town Clerk
that the Board of Selectmen have determined this should be charged to her budget.
*** ELDERLY EXEMPTION APPLICATION: Mr. Yon moved to approve, the motion was seconded by Mr. Parker,
the motion passed 2-0.
*** 2 VETERANS CREDIT APPLICATIONS:
Breen: He does not meet the criteria for the dates served: Denied
Vincent: Approved
Forgue: Approved
*** REPORT OF TAX COLLECTOR’S EXECUTION OF REAL ESTATE TAX LEIN:
*** COMMUNITY ACTION REPORT OF MARCH 15TH : This is from Jim Gibney. This reflects a meeting he had
with Mrs. Thompson. Mrs. Thompson stated that she did not meet with Mr. Gibney, she had a phone
conversation with him. Mr. Parker would like to send a letter to Mr. Gibney and state that we are contracting with
Avitar, if he wished to be involved, then he needs to meet with the board.
*** BTLA MEMO REGARDING COMMUNICATIONS: Reviewed
*** MEMO FROM PAULA REGARDING BTLA CONVERSATION: They would like to be at the next meeting the
town has with Jim Gibney.
*** NE POWER 2007 INVENTORY OF TAXABLE PROPERTY: Reviewed
*** PERSONAL DAY REQUEST FROM PAULA: Mrs. Thompson has requested Friday May 18. 2007 off. The
board approved.
*** EMPLOYMENT APPLICATION: We have received a letter and resume, the board would like to schedule an
interview.
*** DISCUSS POLICE CHIEF ADVERTIZEMENT: Mr. Parker would like to wait on this.
*** EMPLOYEE EVALUATIONS – These are scheduled for 4/4/07
*** ZBA: Mr. Yon attended the ZBA meeting this week. They agreed to overturn the Historic District denial of Carol Langor’s sign, A variance was granted to PSNH to build the sub-station in the rural district. Flynn was continued for an area variance.
*** Mrs. Thompson attended a meeting with regard to the new requirement for the documentation manuals from assessing firms.
