Selectmen's Meeting Minutes 08/07/07
BOARD MEETING AGENDA
August 8, 2007
PRIMARY:

9:30am          MEET WITH LYNN BROWN AND ILENE ROY– FARMERS MARKET –
They would like to have a kick off event in Sept. They are looking at September 15th and one of the issues and where it will be held. They were thinking a good location would be on the lawn at the side of Town Hall. Mr. Parker said that they need to apply for and obtain a vendors license and comply with the requirements of the ordinance. They would get a vendors permit for multiple vendors at one site. The event needs a license. Each individual vendor does not need their own license. Ms. Brown asked if they could have a sandwich board sign and the selectmen said this temporary sign would be fine. She said that by next spring they will have developed their own Fitzwilliam Farmers Market logo sign and would be using that. Mr. Parker said they need to submit a certificate of insurance to the selectmen’s office since they are using town property. Sandwich board would be fine as a temporary sign. They could have their own Fitzwilliam Farmers Market logo sign next spring – they could have that temporary sign. They would need insurance because they are holding the event on town property.

9:45            MEET WITH ROGER DAVIS –
Mr. Davis said that he wanted to talk with the selectmen about what happened a week ago Thursday when he was working at the transfer station.  He said that Mr. Rocheleau brought the receipts and money up to the town hall and when he returned around 2:15pm, Mr. Davis could tell that he was in “one of his moods”. Mr. Davis said that Mr. Rocheleau made a number of derogatory comments including “that’s normal, you guys are always doing things backwards”. At that, Mr. Davis said he got down off the forklift and went home. He said that things like this have been going on ever since Roger’s been there. Mr. Davis stated that Mr. Rocheleau talks down to 55 to 70% of the people who come to the Transfer Station and that many people come to the transfer station on Saturday between 1:30 and 2:30pm – the time when Mr. Rocheleau takes his lunch break – in order to avoid going to the Transfer Station when he is there. Mr. Davis says he likes the work and gets along with everyone else who works there but Mr. Rocheleau is very arrogant.

The selectmen said that they will talk to Mr. Cuomo and will get back to him.

At 10:08am, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (a) to discuss personnel. M. Yon seconded and the motion passed 3-0.

At 10:30am, Mr. Parker made a motion to leave Non-Public Session. Mr. Yon seconded and the motion passed 3-0.


9:00am          MEET WITH GARY ROBERGE
Mr. Parker asked how seasonal properties are classified. Mr. Roberge said that properties are classified as to current style and the existing use. Seasonal properties are seasonal by use and design and would be classified as “seasonal”. Once someone has converted a seasonal property to year round you can’t change it back to seasonal. You need to go forward by creating the ordinance.
Mr. Roberge has one neighborhood map at the moment. We can put it on the website. The orange area is average. The lt blue is 10%, red +20, Most of the town is average. There are 7 neighborhoods. There was some change after the review from the original. Some consideration was given to change the center of town to +30 but not enough sales information was available to support that so he left it as +20. There are 65 properties in town with views. There is a list by map and lot, street # and owners name and he printed the land line. Some of them are all in current use so the view isn’t really adding that value yet. On properties that were posted or gated, he didn’t go on the property. They coded the cards as gated or posted – on ones posted they knocked on the door and then left. If someone was home and refused to let them take pictures or walk around the house – they added the view if they felt there was a view. All those properties that they felt had an issue – they flagged for next year. 242 properties were coded with water access or waterfront – 74 properties coded as non-buildable. He has run an old to new report. The biggest change is apparently there were a lot of properties listed as $2,000 values and there were big changes on those. The majority of town increased 15 to 20% and a number of properties went down. Mr. Parker said one of the areas we need to look at are the campgrounds. There are a lot of RV’s are assessed as $1000. Mr. Roberge flagged the campground issues. They need to be gone through.
Mr. Parker said that we need a feel for DES compliance with septic. Mr. Roberge said that they captured that information. Then he redid the sales analysis again – there were some modifications on the view tables, grade changes. He will have a page or two in the manual with samples of grade. 101 sales from 10/01/05 to 99% ratio, COD 7.9 price related is 1. The schedule is to mail next Thursday 8/16 and have the hearings start on the 29th. We will have an informational meeting after hearings conclude.

***             LETTER FROM DEBRA CHIPMAN – The Board of Selectmen doesn’t have a lot to say in this matter. They would like to send her a letter thanking her for taking the time to write and letting her know that the decision to allow or not allow a subdivision lies with the planning board.

Chief Kassotis is here to talk about a copier for the police department. They need to replace it as the current copier is not working. He has gotten three estimates. He is recommending a lease from Conway Office Supply. This copier can be networked and would allow them to unify all operations into one machine. The lease price is for three years and at the end of that time we would own the copier. Mr. Methe asked if the existing copier is worth anything. Chief Kassotis said “no”. The selectmen voted 3-0 to approve a lease from Conway Office Supply for three years, $1,123.00 per year, for a new copier. This price includes a maintenance agreement.

Mr. Santiangelo talked to Mr. Parker about putting a camp trailer on his 25 square foot lot. The property is located on Jaffrey Road. There is a right of way on the Killeen lot to allow him access to his property. Mr. Killeen doesn’t want any trees cut which would be necessary for him to use the right of way. This is a civil, not a town matter, between the two property owners. Then there is the issue of placing a travel trailer on the lot. Mr. Parker talked to the planning board about the situation we have with Mr. Bourassa. One of the problems is that the ordinance doesn’t give a minimum or maximum size on a camper, where they can be placed road wise, no setback requirements and nothing about how long the trailer can stay on the property. There is also the question about at what point does it go from temporary to permanent use. There is no criterion for this. The selectmen would like to send Mr. Santiangelo a letter with a copy of the ordinance and state that there are currently no restrictions provided it is a registered recreational vehicle and pulled by a regular vehicle, as opposed to a tractor-trailer truck. The access to his land is a civil matter between him and Mr. Killeen.

Mr. Parker would like to discuss Harold Ramsey’s property and the non-conforming trailer used as a second residence on this property. As a non-conforming structure, it can be altered as long as it conforms to all dimensional requirements of the ordinance. Mr. Parker feels this as a long term non-conforming structure and therefore subject to a special exception from the ZBA.

Mr. Parker would like to have Gene get an estimate to pipe water on Upper Troy Road down into a natural brook. Perhaps the pipeline would go down the hill with drop inlets to avoid going over people’s property. The selectmen feel that it would be good to have something ready for next town meeting so that people can see the cost. They would like to talk to Paul Grazewicz and another engineer to get a ballpark estimate for how much an engineering study would cost.

Mr. Parker would like to have someone check on the lightening rods on town hall to make sure that they are still properly grounded.

Scott Purvis came in to meet with the Selectmen. Chief Kassotis would like to appointment Officer Purvis, who is currently a part-time officer in Fitzwilliam, to full-time officer status. The selectmen have asked Officer Purvis to come in today so that they can meet him and get to know him better. He originally comes from Conneticut and currently lives in Keene. Mr. Parker asked how it has been working with Chief Kassotis. Officer Purvis said that he is a great addition to the department, bringing motivation and positive energy to the department. Mr. Methe said that in a town the size of Fitzwilliam, it is important for all our police officers to have a good level of respect and we want to make sure that all residents are treated fairly. We are making a commitment to him by sending him to the Police Academy to be trained as a full-time officer and would hope that Officer Purvis is also making a commitment to work for the Town. Mr. Parker said that mutual aid is a two way street – we assist other towns and they assist us. Officer Purvis said that he has enjoyed working for the town. He will attend the academy in January. Mr. Yon said that it is important for our officers to be out and about, and to let people see you in town.
