BOARD MEETING MINUTES
February 20, 2008

Chairman Carmen Yon opened the meeting at 7:00 pm
PRIMARY:
7:15 MEET WITH HANNINEN’S – TAX MAP 03 LOT 20: Mr. Parker stated that we use a mass appraisal system, the values are
based upon sales. The assessment on this property had an appeal factor under the Vision assessment . Mr. Parker stated
that the land is assessed using the same set of standards as all other land in Fitzwilliam. Mr. Parker stated that they would
propose to bring this assessment down to $200,000. We would like to have the current appraisal firm do an interior
inspection of this property. The Hanninen’s are questioning why the value in 2005 was higher then in 2007. Mr. Parker
stated that the antique appeal factor increased this assessment. Mr. Hanninen stated that they felt that $188,000 is a
reasonable figure based upon the appraisal they obtained. The Hanninen’s agreed to the $200,000 assessment. Mr. Parker
suggested they put this land in current use assessment. The Hanninens will write a letter stating that they are withdrawing
their appeal and have agreed to an assessment of $200,000. We will write the refund check to William Hanninen.
8:00 MEET WITH SHARON ESPER – NON-PUBLIC SESSION:
At 7:50 PM, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (a). Mr. Parker seconded the
motion. The motion passed 2-0. Roll Call Vote; Mr. Parker – Yes, Mr. Yon - Yes .
At 8:15 PM. Mr. Methe made a motion to go out of Non-Public Session under RSA 91 A:3 II (a). Mr. Parker seconded the
motion. The motion passed 2-0.
Mr. Yon moved to seal the minutes, the motion was seconded by Mr. Parker, the motion passed 2-0.

*** INVOICES: $20.00 membership dues – NH assoc assess officials : Mr. Parker moved to approve, the motion was seconded
by Mr. Yon, the motion passed 2-0.
Alarm System: Mr. Parker moved to approve, the motion was seconded by Mr. Yon, the motion passed 2-0.
Orr & Reno: Mr. Parker moved to approve, the motion was seconded by Mr. Yon, the motion passed 2-0.

Parker moved to approve the motion was seconded by Mr. Yon, the motion passed 3-0

At 8:50 PM, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (a). Mr. Parker seconded the

At 8:57 PM. Mr. Methe made a motion to go out of Non-Public Session under RSA 91 A:3 II (a). Mr. Parker seconded the
motion. The motion passed 2-0.

*** PLANNING BOARD: Pollock – they want to put in three lots on either side of the road.
*** Mr. Parker spoke with Kerry Gagne about constructing the counter for Jane’s office, he cannot do this work. Mr. Parker will
speak with Ed Sarinen.
