BOARD MEETING MINUTES
February 27, 2008
Selectmen Present: Carmen Yon, Chmn., Michael Methe & Thomas Parker
Chairman Carmen Yon opened the meeting at 7:00 pm
PRIMARY:
7:00 PUBLIC HEARING – LAYOUT OF PART OF ROYALSTON ROAD: Carmen Yon opened the Public Hearing at 7:00 pm
and the public hearing notice was read. Si Little, Al Vorce and Road Agent. Gene Cuomo were in attendance. Mr. Yon
stated that the board was acting upon a petition submitted by the Road Agent dated 01/10/08 for the layout of Royalston
Road for when it was changed a number of years ago. Abuttors Wendy Otto, Assoc. Sportsmen’s Club and Richard Dwinell
were notified. Mr. Yon stated that the layout must meet the following criteria.
1. The layout must lead to public good – This was laid out to straighten the road and make it safer.
2. Must not be a public burden – This is the relocation of an existing road.
Mr. Yon stated that the board obtained a layout from Graz Engineering. Mr. Little stated that he is representing Mr. Dwinell
and Mr. Vorce. Mr. Little stated that this is not a proper layout, it does not describe the land that they are taking from
abuttors. He wants to know what the perimeter of the abutting property is. Mr. Little stated that Mr. Vorce has already done
this work. The road width has also been changed from a 2.5 rod road to 3 rods. Mr. Grazewciz did not do deed research.
The Dwinell property is on both sides of the Royalston Road and Derby Mill Road. Mr. Parker stated that he spoke with
Bernie Waugh with regard to this issue. Mr. Parker stated that we will need to discuss this matter with him. Mr. Parker
stated that we will need to call a halt to this hearing and speak with attorney Waugh.
Mr. Parker stated that Mr. Vorce refused to give the town a price and supply information of what he had completed. We did
not hire Mr. Vorce, we made no contract with Mr. Vorce. Mr. Parker stated that he has requested information from Mr. Vorce
and he refused. Mr. Methe questioned if Mr. Vorce has something from the board stating he was doing work for the town.
Mr. Parker stated that the minutes state he could do work, he has never cooperated with the board. Carmen Yon stated that
the drawing submitted by Mr. Vorce we are not accepting as town property. Mr. Little stated that they are giving this to the
board as work done by Mr. Vorce for the layout. Mr. Yon stated that the town is not accepting responsibility for the invoice
submitted by Mr. Vorce.
Mr. Vorce stated that he was hired by Mr. Dwinell to do a survey for his property. He discovered that the town built the new
road through his property. Mr. Vorce suggested a meeting with Joe Hoppock to discuss this matter. He waited over a week
to hear back, in the meantime he did the work in preparation of the layout. When he called the Selectmen’s Office he was
told someone else was hired to complete the work. Mr. Parker stated that he asked for a cost to draw up a plan, he never
provided this. Mr. Parker stated that Mr. Vorce was told we only needed a centerline drawing.
Mr. Parker stated that we first made the arrangements for this road change with Mr. Walsh. Mr. Walsh sold the property to
Mr. Dwinell in 1987. Mr. Dwinell came in and told the town that whatever agreement Mr. Walsh made he agreed to. He was
asking for no damages.
Mr. Methe moved to recess at 7:20, the motion was seconded by Mr. Parker, the motion passed 3-0.
Mr. Methe stated that we should go to a 2.5 rod road. He wants something in writing that we contracted with Mr. Vorce. Mr.
Yon stated we do not know if what Mr. Vorce provided is what we needed to layout the road. The board will speak with Mr.
Waugh. Mrs. Thompson will make an appointment.
7:45 MEET WITH NRI COMMITTEE: Paul Kottila, Dorothy Zug and Nick Noyes met with the board. Mrs. Zug stated that they
spoke of the importance of establishing guidelines to measure obtaining conservation property. They are begining to get a
sense of where they should be preserving green space. Mr. Parker is concerned with making sure we are working towards
the goal of what people want in the town. Dorothy Zug stated that the money in the accounts is not enough to purchase land,
there is enough to purchase easements. Mr. Parker stated we need to make sure that the properties they place the
easements on are going to help maintain the rural nature of the town.
8:15 MEET WITH STEVE PRO – COMPOSTING TOILETS: Mr. Pro stated that he is a septic designer. On Map 11, lot 35 they
would like to have facilities on this property. They are looking at composting toilets, the state has no regulations. With
composting toilets nothing goes into the ground , there is material that help biodegrade it into compost. Mr. Parker stated
that if it is a self-contained unit, he has no problem with it. They would like to put the composting toilet in the barn that is on
this property. Mr. Yon questioned how far the barn is from any wetlands. He feels that this needs to be at least 75’ from
wetlands. Mr. Parker does not feel that there are any permits needed. Mr. Yon stated that the board will look into this issue.
*** POSSIBLE LAND USE VIOLATION – TAX MAP 07 LOT 36: Chief Kassotis called Mrs. Thompson with regard to 730
Templeton Tpke questioning if they have a permit to run a business out of their home. There is a sign advertising an auto
body shop. Mr. Parker made a motion to send a letter to the property owner stating that they have not obtained proper
permits to run a business and to please contact Land Use within 30 days to make an appointment to discuss this with the
Planning Board. They must cease until proper permits have been obtained, the motion was seconded by Mr. Parker, the
motion passed 3-0.
*** OCCUPANCY PERMIT: Mr. Methe moved to approve, the motion was seconded by Mr. Parker, the motion passed
3-0.
*** REMOVE LAND FROM CURRENT USE – DETERMINE MARKET VALUE
· MAP 10 LOT 68-04: Mr. Parker moved to assess at $60.000, the motion was seconded by Mr. Methe, the motion passed 3-0.
· MAP 10 LOT 68-08: : Mr. Parker moved to assess at $60.000, the motion was seconded by Mr. Methe, the motion passed 3-0.
*** COPY OF LETTER TO DIRECTOR OF PUBLIC WORKS, ROYALSTON MA: This is a letter from Gene Cuomo thanking
them for the salt we purchased from them.

At 8:25 PM, Mr. Methe made a motion to go into Non-Public Session under RSA 91 A:3 II (e). Mr.
