Selectmen's Meeting Minutes 09/30/09
BOARD MEETING MINUTES
September 30, 2009

Selectmen Present:   Thomas Parker, Chmn., Carmen Yon & Susan Silverman

Mr. Parker  opened the meeting at  9:05pm



PRIMARY:

***     REPRESENTATION FOR VETERANS HOMESTEAD BTLA AND HEARING DATE SCHEDULED 10/29/09:   
               Non Public 9:16- 9:30

***     ADDITIONAL COURT DATE FOR WOODBROOK – NOVEMBER 17, 2009:  

***     APPROVE DRAFT OF AVITAR LETTER FOR 20% INTERIOR INSPECTION:  Reviewed and approved

***     REVIEW CHESHIRE COUNTY TAX BILL:  $788,326, this is an 8% increase over last year.    

***     CONFIRMED BILL CHAPMAN AT UPCOMING MEETING WITH FLEUR DE LIS:  We need to review this file

***     TOWN HALL RENTAL FOR FLU CLINIC 10/5/09:  Mr. Yon moved to approve, the motion was seconded by Mr. Parker,
               the motion passed 3-0.

***     CEMETERY COMMISSIONERS – REQUEST FOR APPROVAL OF ADDITIONAL TREE WORK AND ASSISTANCE OF HIGHWAY DEPARTMENT FOR CHIPPING:  This is a maple tree that  is rotted and needs to come down.    They do have money in their budget to do this. Mr. Yon moved to authorize the expenditure up to $750, the motion was seconded by Mrs. Silverman, the motion passed 3-0.  The board will send a  memo stating that they have spent more then they budgeted on tree work .
               Mr. Mattson spoke with Mr. Parker with regard to contracting the work for the cemetery department.  Mr. Mattson stated that  he has not been able to get any quotes.   The board would like to draw up spec sheets for this and go out for requests for quotes.  We will advise the cemetery department that we are doing this.   This will include mowing, trimming, spring and fall clean up.  
              
               They are requesting the Highway Department assist with the chipping of trees in Pine Grove and removal of the large sections.   Mr. Parker feels that Holman Contracting who was contracted to remove this tree should do all removal.             

***     CHIMNEY WORK ON TOWN HALL:  We have one estimate from Brickstone Masons, Mrs. Thompson has requested quotes from other companies and have not received them.    Mr. Parker moved to contract with Brickstone Mason, the motion
               was seconded by Mrs. Silverman, the motion passed 3-0.

***     MEMO FROM ROAD AGENT
  • SKI TRAILS:  Mr. Cuomo feels that an experienced logger should be hired to remove these trees.  Mr. Parker stated that he would like to know how many Fitzwilliam residents use these.   Mrs. Silverman feels that this expenditure should come out of the recreation budget.  Mrs. Silverman feels that these trails are an asset to the town.   The board would like to get quotes for the removal these trees.  Mr. Parker stated that we need to get the permission of the landowners.  We will contact Charlie Koch to give recommendations to contact  for loggers.   We need to send a memo to the recreation department stating that we are looking into this.   

  • PUBLIC WORKS ACADEMY:  This is a five day course, there is no cost for this class.  We would have to pay  the employee for their time and mileage.    Mr. Yon moved to approve David Loocke to attend this class, the motion was seconded by Mr. Yon, the motion was seconded by Mrs. Silverman, the motion passed 3-0.   
***     ADDITIONAL MONEY FROM STATE FOR ICE STORM:  The state is going to contribute 12.5% upon completing of paperwork     Mr. Yon moved to complete this paperwork, the motion was seconded by Mrs. Silverman, the motion passed 3-0.

***     LETTER OF PERMISSION TO REMOVE TWO TREES – PRIGGE:  Reviewed.  Mr. Yon moved to remove these two trees, the motion was seconded by Mrs. Silverman, the motion passed 3-0.

***     DES WETLANDS APPLICATION – CARUSO – ADMINISTRATIVELY COMPLETE:  Reviewed .  Mrs. Thompson stated that  this is an after the fact permit, she questioned if the town should let them know when this is the case.   Mr. Parker stated that he does not want to have the enforcement fall on the town.   We can send a memo to the State as notification that we are aware that this project has already been done.        

***     MBIA AUDIT:  Reviewed

***     2010 BUDGET WORK:  The board needs to start determining the budgets that the Selectmen set.   Mrs. Silverman would like the option of revisiting the cost of living increase.   The board would like to meet with department heads to discuss their budgets after they meet with the budget committee.   The board would like to meet with Highway, Police, Cemetery, and Fire.       

***     POLICY WORK:  The board reviewed the personnel policy.  Mr. Parker questioned if we should add a temporary employee under section IX Classification Plan.  They would like to add regulations with regard to personnel use of the computer, we need to add the definition of stipends.  Mr. Parker would like to address court pay for police officers.   We need to address holiday pay.  Mr. Parker feels that comp days need to be looked at.  Mrs. Thompson feels that sick time needs to be

           

               addressed.  She feels that some people use sick time as personal time.  Mr. Yon would like to add indemnification of officials to this policy.
