BOARD MEETING MINUTES
October 28, 2009

Selectmen Present:   Thomas Parker, Chmn.,  Carmen Yon, & Susan Silverman

Mr. Parker  opened the meeting at  7:00 pm


PRIMARY:

7:00    PUBLIC INFORMATIONAL MEETING – LOWERING OF BOWKERVILLE POND FOR DAM REPAIRS:  Mr. Parker opened
               the public hearing at 7:00 pm.  Winston Wright,  Bob Crowell,  and John Holman  attended the Public Hearing.   Mr. Parker
               stated that he does not see any danger to anyone by lowering this dam.   Mr. Holman stated that they need to put up some
               barriers  once they start replacing the bridge.   It is going to take them about one and half weeks to get the water down.  
               There being no further discussion, Mr. Parker closed the public hearing at 7:10 pm  

7:20    MEET WITH GENE CUOMO, ROAD AGENT
  • VACATION REQUEST:  Mr. Cuomo would like to take the week of November 2, 2009  - November 6 as vacation time.  Mr. Yon moved to approve this request, the motion was seconded by Mrs. Silverman, the motion passed 3-0.    
  • CLEAN UP OF SKI TRAILS:  Mr. Cuomo met with Glen Sillanpaa with regard to the clearing of the ski trails.  He gave an estimate of  40 hours cleaning the sliding hill and the red loop, he has his own insurance coverage.  Mr. Sillanpaa charges $45.00 an hour.   We have this money left in FEMA.   Mr. Yon moved to hire Glenn Sillanpaa to clean up the sliding hill and red trail, with Mr. Cuomo supervising this job.  If weather and money permitting we will have him continue on the other trails, the motion was seconded by Mrs. Silverman, the motion passed 3-0.     We will post these trails as closed.        

7:45    MEET WITH GREG JOHNSON, REALTOR AND ANDRE SNEGACH
  • CROSSROADS ASSESSMENT – TAX MAP 34 LOT 27:  Mr. Snegach recently purchased crossroads and the cranberry house.    They have no initial plans for the building.   They would like to attract more tenants to the building.   They are going to cut a few trees that are leaning towards the building.   Mr. Johnson questioned the States right of way.   Mr. Snegach stated that he would like to make some repairs to cranberry house.  He would like to put vinyl siding on this.   Mr. Snegach questioned if there are any restrictions with regard  this.  Mr. Parker stated that there are no regulations.    Mr. Johnson stated that they would like to look into some lighting of the building and the parking lot, which he feels they will need to meet with the Planning Board.      Mr. Johnson stated crossroads was purchased for $365,000, and  cranberry house in the amount of $107,000.  The assessment on these buildings are much higher.   Mr. Parker stated that they can file for an abatement.  This needs to be done after the second billing has been generated.  This needs to be filed prior to March 1.     Mr. Parker stated that we will have the assessor look at this building.            


***           NON – PUBLIC WELFARE     
                      At 8:12 pm, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (e). Mr. Yon  
               seconded the motion. The motion passed 3-0. Roll Call Vote:  Mr. Parker – yes, Mr. Yon – yes, Mrs. Silverman- yes
                    At 8:20 pm, Mr. Parker made a motion to go out of Non-Public Session under RSA 91 A:3 II (e). Mr. Yon
               seconded  the motion. The motion passed 3-0. Roll Call Vote:   Mr. Parker – yes, Mr. Yon – yes, Mrs. Silverman- yes

             Mrs. Silverman made a motion to seal the records, the motion was seconded by Mr. Yon, the motion passed 3-0  .

8:30    MEET WITH JANE WRIGHT, TAX COLLECTOR:  Mrs. Wright met with the board to discuss the Tax Collector salary.   Mrs.
              Wright questioned if the figure of $13,410 is a salary figure.    Mrs. Silverman stated that the hours would be whatever it takes
              to get the job done.    Mrs. Wright questioned if this includes vacation time.  Mr. Parker stated that this is a salary this would be
              paid equally either every week or month.  Mr. Parker stated that she would need to have her deputy cover if she takes
              vacation.   Mrs. Wright questioned if she could still have a deputy.   Mr. Parker stated yes.  Mrs. Wright stated she is proposing
              working 9-11Monday,  1-4 Tuesday & Thursday and  Wednesday from 6-8, with Friday off.   The deputy will work  9-12
              Monday and Friday.     Mrs. Wright questioned if this is negotiable to a salary of $15,000.   Mr. Yon stated that he would need
              to think about this.   Mr. Parker questioned if she would still send out the mortgage lien letters.  Mrs. Wright stated that she has  
              a name of a company that does this.    Mr. Yon questioned if it is necessary  to have both she and her deputy work on Monday.  
      

Mr. Parker stated that he would be wiling to go with the $15,000, Mrs. Silverman feels that the board should discuss this. The board thanked Mrs. Wright for coming in to talk with them tonight and she left the meeting.     
Mrs. Silverman stated that based upon these hours $15,000  this would be a large hourly pay increase and we are not giving other employees large raises this year.  Mr. Yon stated he feels $13,500 is fair for the job.   Mrs. Silverman stated that we need to have a letter of agreement with Mrs. Wright when we finalize this.                   

***     FITZWILLIAM INN REQUEST FOR LETTER FROM BOS:  Scott Nickerson contacted Mr. Parker with regard to their liquor
               license.  The state is requiring a letter from the town stating that we have no objection to them holding a liquor license.   Mr.
               Yon moved to send a letter stating that we do not have any requirements or objection to them holding a liquor license, we are
               anxious to see the Inn reopen and please expedite this application, the motion was seconded by Mrs. Silverman, the motion
               passed 3-0.   

***     ACCEPT DONATIONS:  Mrs. Silverman  moved to accept this donation, the motion was seconded  by Mr. Yon , the motion
              passed 3-0.

***     RIGHT TO KNOW REQUEST LETTER:    This is a request  for proof of ownership of the bridge used in Richmond.  We do
               not have any document with regard to this.   Mrs. Thompson stated that this is technically not a bridge it is a steel I-beam and
               plate provided by the State of NH for an emergency culvert repair.     They also want what was sent to Richmond with regard
               to ownership.  We will state that  nothing was sent.       

***     CEMETERY DEPARTMENT EMPLOYMENT – NON-PUBLIC SESSION
                     At 8:50 pm, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (a). Mr. Yon  
               seconded the motion. The motion passed 3-0. Roll Call Vote:  Mr. Parker – yes, Mr. Yon – yes, Mrs. Silverman- yes
                    At 9:05 pm, Mr. Parker made a motion to go out of Non-Public Session under RSA 91 A:3 II (a). Mr. Yon
               seconded  the motion. The motion passed 3-0. Roll Call Vote:   Mr. Parker – yes, Mr. Yon – yes, Mrs. Silverman- yes

             Mrs. Silverman made a motion to seal the records, the motion was seconded by Mr. Yon, the motion passed 3-0  .

***     RADIO AGREEMENT – FIRE DEPARTMENT:  Mr. Parker  stated  they listed 31 portables , he does not know where they all
               are.   This agreement states that we will maintain them.  The board will sign this, they would like to discuss this issue with the
               firewards.  

***     DISCUSS 2010 HEALTH AND WELFARE BUDGETS:  

***     REVIEW/DISCUSS DRAFTS OF APPLICATION FOR CONSTRUCTION:

***     DISCUSS “BUY OUT” FOR HEALTH INSURANCE:  Local Government Center states that  if an employee has a spouse
              covered under a health insurance plan this employee does not count toward the 25% that are eligible to opt out.    Mr. Yon
              stated that we would have to make a stipulation that  whoever signs up first is eligible to opt out.    Mr. Parker stated he was
              thinking about $3500 to $5000 for a buy out.    Mr. Yon made a motion to offer an insurance buyout in the amount of $3500,
              the motion was seconded by Mrs. Silverman, the motion passed 3-0.      

***     BUILDING PERMITS
  • TAX MAP 7 LOT 01-01:  Mrs. Silverman moved to approve, the motion was seconded by Mr. Yon the motion passed 3-0.
  • TAX MAP 35 LOT 40: Mrs. Silverman moved to approve, the motion was seconded by Mr. Yon the motion passed 3-0.
  • TAX MAP 10 LOT 37: Mrs. Silverman moved to approve, the motion was seconded by Mr. Yon the motion passed 3-0.

***           ZBA:  Mrs. Silverman spoke with Susan Rolke with regard to serving on the ZBA and she has agreed that she would like to
               serve on this board.   Mrs. Silverman moved to appoint Susan Rolke for a three year term as an alternate member, the motion
               was seconded by Mr. Yon, the motion passed 3-0.
