BOARD MEETING MINUTES
November 9, 2009
Selectmen Present: Thomas Parker, Chmn., Carmen Yon & Susan Silverman
Mr. Parker opened the meeting at 8:05 am
PRIMARY:
8:15am MEET WITH GENE CUOMO, ROAD AGENT: Mr. Cuomo stated that he gotten prices for chain saws. The Stihl seems to be
the best quality. He spoke with Gary at Gary’s power equipment, they give a 10% discount to towns and he gives an
additional 10%. Mr. Cuomo questioned what the board would like him to do with the old saws. He feels that the fire
department might want them. Mr. Cuomo stated that he has money in his budget for this. Mr. Yon moved to purchase two
chainsaws for the highway department, the motion was seconded by Mr. Parker, the motion passed 3-0.
Budget: Mr. Cuomo stated the he had to attend a funeral on Thursday and could not attend the budget meeting. His budget
is down from last year. He has cut diesel, gas, and hired trucks, since he has an additional man. He has kept some
money budgeted in part time salaries. Until he has all of his employees trained, he needs to keep Richard Lawrence as a
grader operator.
Transfer Station: They have been dong their own repairs and maintenance.
Tool Purchase: They have been looking at tools and feel that Craftsmen are a good deal. Chris Rocheleau has a credit
card there which we could charge to and reimburse him. Mrs. Silverman stated that Sears will bill the town directly.
Loader: Mr. Cuomo stated that a new loader would be $179,249 less the municipal discount . The cost for the loader with
the trade in of ours is $117,500. It will cost $3000 to $6000 in repairs for the existing loader which Mr. Cuomo feels we
could get about three more years out of it. Mr. Yon questioned if we would need to make these repairs even if we are going
to trade. Mr. Cuomo stated that he would not. Mrs. Silverman stated that we could start a capital reserve for the new
loader. Mr. Cuomo stated that he would recommend fixing the existing loader. He knows what we have for a machine and
feels that the quality of the new machine is not as good. Mr. Cuomo would like to start fixing it this winter. Mrs. Silverman
moved to have Mr. Cuomo fix the loader, the motion was seconded by Mr. Yon, the motion passed 3-0.
UPPER TROY ROAD: Mr. Cuomo feels that the first step should be to move the culvert by Bill Pines house and drainage by
Buonomonos. Weather permitting he could start this next week. Mr. Cuomo questioned if the board wants the highway
department to do this work or hire it out? Mr. Cuomo feels that the highway department can do the work. Mr. Yon
questioned if it would be worth renting a camera to look in the manholes. Mr. Cuomo stated that it would be worth
investigating. Mrs. Silverman moved to have the Highway Department work on the first phase of this project and
investigate what is there, the motion was seconded by Mr. Yon, the motion passed 3-0.
DAVID LOOKE: Mr. Looke attended the public works academy and passed with very good grades. Mr. Yon moved to send
a letter of congratulations, the motion was seconded by Mrs. Silverman, the motion passed 3-0.
SKI TRAILS: Glen Silanpaa has started cutting the trail. Mr. Cuomo stated that the recreation committee discussed all of
the ski equipment in the pole barn. They want to inventory this and label it. They discussed the possibility of having this
equipment at the Inn during the winter months for people to use. Mrs. Silverman stated that there needs to be some
system of keeping track of the equipment.
9:30 MEET WITH BOBBY DODDS – TAX EXEMPTION STATUS BAPTIST CHURCH: Mrs. Dodds stated that she is the
secretary of the Baptist Church. They hold their Sunday service in the Church on Rt. 119 and service on Wednesdays in
the Columbia Road building. She questioned if they close one of the church’s for the winter is it still tax exempt. Mr. Parker
stated that there is no time period, but they cannot rent out the building, it needs to be used by the church or as a parsonage.
Mrs. Dodd questioned if there is any town assistance for restoration projects. Mr. Parker stated that there is not. Mrs.
Thompson stated that there may be some program through the State or the Federal Government.
*** UPDATE ON TIME TO MEET WITH HOPPOCK ON NOV 17TH : Joe Hoppock would like the board to meet at his office at
8:15 – 8:30, the trial starts at 9:30
*** DISCUSS DRAFT OF TAX COLLECTOR CONTRACT: Reviewed. Mrs. Thompson stated that in past years we had a
contract with Mrs. Wright to notify the mortgagees for liens. This was paid on a separate basis. The board discussed making
payment per lien. Mrs. Silverman stated that someone else needs to know how this needs to be done. The board
discussed the hours for the Deputy Tax Collector. Mrs. Wright told Denise Nolan that she was only budgeting six hours a
week for her. Mr. Parker stated that we should put this in Mrs. Wright’s contract that she will budget for a Deputy sufficient
enough to cover the hours of the office when she is on vacation. Mrs. Silverman feels that we should have a separate
contract for the Deputy Tax Collector. Mr. Parker wants to make sure that Mrs. Wright has to abide by this. The Board
reviewed the RSA. There is a provision in the RSA for the board to set the salary of the deputy. Mr. Parker would like to put in
Mrs. Wright’s contract that the board will compensate a deputy tax collector for six hours a week, in the event the Tax
Collector is not working or training than the board will compensate for that time. This is based upon an hourly rate.
Mrs. Thompson stated that based upon the number of hours and hourly wage the for the Tax Collector the salary figures out
to be $13,410. Mr. Yon moved to amend his motion from last week to set the Tax Collectors salary at $13,500 to $13,410,
the motion was seconded by Mrs. Silverman, the motion passed 3-0. Mrs. Silverman would like LGC to review this contract.
Mrs. Thompson spoke with Denise Nolan, there are between 50 and 75 liens. Mrs. Wright had indicated it would be about 30
hours. Mrs. Silverman feels that we should offer $10.00 per lien in the contract.
*** POLICE LOG: Reviewed
*** AVITAR ASSESSING AND MAPPING AGREEMENTS FOR 2010: Mr. Yon feels we should stay with $65.00 an hour for
updating the maps. Mr. Yon feels we should continue with the one- year contract.
*** HEAT TAPES: Elm City looked at these, he estimated $200.00 using John Holman’s bucket truck. Mrs. Silverman feels
that we should schedule this.
*** NEWSLETTER: We will write an article that we are working on getting the welcome sign installed, meeting with county
commissioners regarding Prosecutor, board is concerned with regard to cost to the town for the county.

Mr. Yon moved to adjourn at 10:00 am, the motion was seconded by Mr. Parker, the motion passed 3 -0.
