BOARD MEETING MINUTES
January 6, 2010
Selectmen Present: Thomas Parker, Chmn., Carmen Yon & Susan Silverman
Mr. Parker opened the meeting at 7:00 pm
PRIMARY:
7:15 MEET WITH RECREATION COMMISSION: Recreation commission members Terry Robbits, Gene Cuomo, Bill
VanValkenburg, Bruce Lafond, & Christie Filipi met with the board.
At 7:15 pm, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (e). Mr. Yon
seconded the motion. The motion passed 3-0. Roll Call Vote: Mr. Parker – yes, Mr. Yon – yes, Mrs. Silverman-yes
At 7:25 pm, Mr. Parker made a motion to go out of Non-Public Session under RSA 91 A:3 II (e). Mr. Yon
seconded the motion. The motion passed 3-0. Roll Call Vote: Mr. Parker – yes, Mr. Yon – yes, Mrs. Silverman - yes
Mr. Yon made a motion to seal the records, the motion was seconded by Mrs. Silverman, the motion passed 3-0 .

*** SWRPC MEETING WITH DOT TO DISCUSS OUR ROAD SAFETY AUDIT – 1/19 AT 3:15PM:
*** PSNH WOULD LIKE TO MEET WITH BOS ON 1/21/10 AT 1PM TO DISCUSS REPLACING STATIC LINE:
*** LETTER FROM ARGENT COMMUNICATIONS REGARDING FRANCHISE FEE AGREEMENT: We will write a letter stating
that we do not have a franchise agreement with Pine Tree Cable.
*** REQUEST TO APPOINT CONNIE PORTER TO THE ENERGY COMMISSION: Mr. Yon stated that we have not appointed
the other members of this committee. Mr. Parker made a motion to create an Energy Committee whose commission is to
make recommendations to the Board of Selectmen with regard to how to reduce the town energy usage and provide
assistance to the community with ways to reduce energy costs. Mr. Yon moved to make this a committee of three to five
people, the motion was seconded by Mrs. Silverman, the motion passed 3-0
Mrs. Silverman moved to appoint Carole Beckwith, Connie Porter and Susan Rolke, the motion was seconded by Mr. Yon,
the motion passed 3-0.
*** DETERMINE SELECTMEN MEETING SCHEDULE FOR NEXT FEW MONTHS: Mrs. Silverman stated that her new
semester starts on January 20th. She has a class Wednesday evening 6-8 and Wednesday morning. She feels that most
Wednesdays she will be able to leave at 7:15 and be here at 7:30. Mrs. Silverman would like to change the morning meeting
to Tuesday or Thursday. Mr. Parker stated that he is happy to have Mrs. Silverman here, he feels that she adds a lot to the
board meetings. The board will hold the second meeting of the month on Thursday mornings.
*** H1N1 VACCINE CLINIC 1/16/10 IN TROY 10AM TO NOON:
*** ABATEMENT APPLICATION – KOTTKE: The appraisal that was submitted is not complete. We will write a letter turning
this down. If she would like to sit down and discuss this with the board, then please make an appointment. Mr. Yon stated
that the appraisal is within 10% of the assessment value. Mr. Yon moved to deny this abatement application, the motion was
seconded by Mrs. Silverman, the motion passed 3-0.
*** Building Permit
Map 41, Lot 15: Mr. Yon moved to issue, the motion was seconded by Mrs. Silverman, the motion passed 3-0.
Map 35, Lot 40: Mr. Yon moved to issue, the motion was seconded by Mr. Silverman, the motion passed 3-0.
Map 03, Lot 32-04: Mr. Yon moved to issue, the motion was seconded by Mr. Silverman, the motion passed 3-0.
*** 2010 BUDGET: The board needs to come up with recommendations for budgets and capital projects. They will meet on
Thursday January 21 at 1:30.
*** SELECTMEN’S REPORT: Mr. Parker would like each member to write up a paragraph for this article.
*** BARD BUILDING: Mr. Parker stated that he has heard that the power is off and the pipes have frozen in the Bard building.
*** FIRE DEPARTMENT BILLS: Mr. Parker does not feel that the Town should be in charge of chasing down other towns for
payment. Mrs. Silverman stated that there needs to a be a process for this. Mrs. Silverman stated that we need to have a
requisition policy. She feels that we need to send a letter to our vendors stating that there can be no purchases without a
requisition. Mr. Parker stated that the board needs to know up front if departments are making purchasing arrangements.
*** WIVALLEY INVOICE: Mr. Yon stated that he verbally told the board that we would not be charged for this. Mrs. Silverman
stated that he provided service immediately when we asked him to.

Mrs. Silverman moved to adjourn at 8:33 pm, the motion was seconded by Mr. Parker the motion passed 3 -0.
