BOARD MEETING MINUTES
January 13, 2010

Selectmen Present:   Thomas Parker, Chmn., & Carmen Yon
Selectmen Absent:  Susan Silverman

Mr. Parker  opened the meeting at  9:00 am

PRIMARY:

***     APPROVE CONSERVATION COMMISSION RECOMMENDATION TO HIRE SECRETARY:    The conservation
               commission would like to rehire Jeanne Prevett at  grade 1 step 2 $11.82, Mr. Parker moved to rehire at the  previous grade
               level, Mr. Yon seconded, the motion passed 2-0.
              
***     VETERANS CREDIT APPLICATION:  Mr. Yon moved to approved, the motion was seconded by Mr. Parker, the motion
               passed 2-0.

***     LIBRARY TRUSTEE APPOINTMENT:  The library is recommending Richard Mays as an interim library trustee.  Mr. Yon
               moved to appoint until the March Town meeting, the motion was seconded by Mr. Parker, the motion passed 2-0.

***     ENERGY COMMITTEE APPOINTMENTS:   Carole Beckwith is recommending Ken Beckwith and Molly Haas to the Energy
              Committee,  Mr. Yon moved to appoint Carole Beckwith for 3 years,  Connie Porter  for 2 years, Ken Beckwith  for1 year, and
              Molly Hass for 2 years, the motion was seconded by Mr. Parker the motion passed 2-0.

              Mr.Yon moved to authorize Carole Beckwith apply for grants for the energy committee, subject to approval by the
               Board of Selectmen, the motion was seconded by Mr. Parker, the motion passed 2-0

***     DETERMINE TIMBER ASSESSMENT
  • TAX MAP 18 LOTS 01-01 AND 01-02:  we have had Charlie Koch review this cut, Mr. Yon moved to accept this assessment of the cut, the motion was seconded by Mr. Parker, the motion passed 2-0.
  • TAX MAP 10 LOT 22: we have had Charlie Koch review this cut, Mr. Yon moved to accept this assessment of the cut, the motion was seconded by Mr. Parker, the motion passed 2-0.
***     BTLA RESCHEDULED TERAS HEARING:  This has been rescheduled until June 3, 2010 at 9:00 am

***     NEW CONTRACT FOR POSTAGE MACHINE:  This  is a 5 year contract  in the amount of $65.00 a month.   Mr. Yon moved
               to approve, the motion was seconded by Mr. Parker, the motion passed 2-0.

***     AVITAR LETTER:   Mr. Parker would like to discuss this with Sean Green and Gary Roberge with regard to the depreciation
              figure.    Mr. Parker stated that if the room in questioned is finished but only being used for storage, it should still be charged as
              a finished room.      

***     DECEMBER 2009 UNEMPLOYMENT NOTICE OF BENEFITS PAID:   There are two firefighters and a cemetery employee
               filing under the town.

***     BRIDGE POSTING FAX FROM DOT:   Mr. Cuomo will be posting a missing E2 sign on the bridge that State has indicated
              needed one.   

***     2010 EXECUTIVE, GENERAL GOVERNMENT BUILDINGS AND CODE ENFORCEMENT BUDGET:  
                Executive:  Mrs. Thompson made a couple of changes.  She added paid sick time which she had not budgeted for.  She also
                decreased line 620 for office supplies.     The increase is in the bottom line budget is for insurance and the way it is budgeted.  
                Code Enforcement:  Reviewed  
                General Gov’t Buildings:    411 reduced for oil, Mrs. Thompson is basing this on 10,000 gallons at $2.54 a gallon.  Oil has
                recently gone up, the board feels that this needs to be increased to $2.75 a gallon.    We have included the energy committee
                audit under line 840.  
                Health:  
                  Home Health Care – requesting $2040 which is the same as last year,  meal on wheels $695.00
                
                  Monadnock Family Services: requesting $2839
                  Helping Hand: requesting $1000   
                  Community Kitchen: requesting $5000, last year we gave $2000.    Mr. Parker feels that we should allow $2000 again
                 SW: requesting $1500.  
                  Court Appointed Special Advocates:  requesting $500.   this is to work with abused and neglected children.  The board will
                  not be budgeting for this
                 Water Inspection:  spent $200.00 last year.   We will budget $200 this year.   
                  Hep-B vaccine:  Spent $793.00.   we will budget $750.00
                  Health Officer: $1200
                 Total budget $12,324, which is $151 more than last year
                Audit:  $17,000
                Treasurer:  The salary is currently $3000.00.   We will increase this to $3500.00
                 Budget Committee: $1000
                Revaluation: $37,000
                Health Insurance: $4000
                Ambulance Intercept: 0
                Emergency Management: $3400
                 Meadowood:  $3,200
                Street Lights: $14,300
                Direct Assistance: $65,000
                Patriotic Purposes: $1,200
                Village Precinct:  $2,500
                Plante Memorial: $1,500
                TAN: $20,000
                Town Clerk:   $45,862
                 Supervisors:  $5559
                 Tax Collector:  $33,417
                 Trust Funds: $10,000
***         Mr.  Parker attended the ZBA,  discussion was on how the board votes on variance criteria and if they vote on individual criteria
             or just discuss them and the vote at the end whether to pass or not pass.  Local government center is recommending voting at
             the end on all criteria at once.    

***         WOODBROOK RENUMBERING:    Mr. Yon moved to number every 10 feet, the motion was seconded by Mr. Parker, the
              motion passed 2-0.  We have to send a certified letter to each Woodbrook property with their new address.  We will charge this
              to emergency management.    

***         GROWTH MANAGEMENT:   Mr. Parker feels that a sunset date needs to be set and we need to change the formula.   We
              need to come up with infrastructure there is a need for a new  police station,  town office,  storage for highway, sewerage,
              meeting rooms.   Mr. Parker feels that we should amend the existing ordinance by adding a sunset date and a revised formula.
