BOARD MEETING MINUTES
April 7, 2010
Selectmen Present: Thomas Parker, Chmn., Nancy Carney & Susan Silverman arrived at 7:30 pm
Mr. Parker opened the meeting at 7:00 pm
*** SIGN PAYROLL AND CHECK MANIFESTS: Reviewed and approved
7:30 MEET WITH LYNN WALKER – HISTORIC SOCIETY: Ms. Walker stated that she is the committee chair for the programs at
the historic society. They would like to put on a civil war ball at the Town Hall. She would like the Inn to serve period foods.
They would like to have this May 14, 2011 from 7:30-11:00 Ms. Carney stated that the hall is rated to hold 270 people. Mr.
Parker stated that a police officer would need to be on duty. Ms. Carney stated that if they have chairs set up it would alter the
number of people that would be allowed in the hall. Mr. Parker stated that they would need to speak with Ed Mattson with
regard to fire code. Mr. Parker stated that set up and clean up would be their responsibility.
*** MEET WITH HEIDI WOOD – NON-PUBLIC PERSONNEL:
At 8:10 pm, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (A). Ms. Carney seconded the
motion. The motion passed 3-0. Roll Call Vote: Mr. Parker – yes, Mrs. Silverman- yes, Ms. Carney - yes
At 8:40 pm, Mr. Parker made a motion to go out of Non-Public Session under RSA 91 A:3 II (e). Ms. Carney seconded
the motion. The motion passed 3-0. Roll Call Vote: Mr. Parker – yes, Mrs. Silverman – yes, Ms. Carney – yes.
Mr. Parker made a motion to seal the records, the motion was seconded by Ms. Carney, the motion passed 3-0.

At 8:40 pm, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (e). Ms. Carney seconded the
motion. The motion passed 3-0. Roll Call Vote: Mr. Parker – yes, Mrs. Silverman- yes, Ms. Carney - yes
At 9:10 pm, Mr. Parker made a motion to go out of Non-Public Session under RSA 91 A:3 II (e). Ms. Carney seconded

*** REQUEST FROM JODI MATTSON TO BE APPOINTED AS COMMISSIONER TO PLANTE MEMORIAL PARK: Mr. Parker
moved to appoint Jodie Mattson to this position, the motion was seconded by Ms. Carney, the motion passed 2-0.
*** LAND USE VIOLATION – ARSENAULT: Mr. Arsenault came in and indicated that the tenant living in his trailer would be out
by April 10.
*** REPORT OF CUT – TAX MAP 14 LOT 16-02: 66% We will assess doomage.
*** QUOTE FROM JOHN HOLMAN TO GRIND STUMP AT LIBRARY: Mr. Holman has submitted a quote for $700.00 to grind
this stump. Mrs. Silverman moved to hire Mr. Holman to do this job, the motion was seconded by Ms. Carney, the motion
passed 3-0.
*** SIGN PERMIT – TAX MAP 12 LOT 02: Mr. Sweeney questioned if this meets the setbacks from the State highway. Mr.
Parker stated that the sign is up and their have been no complaints from DOT. Ms. Carney moved to approve, the motion
was seconded by Mr. Parker, the motion passed 2-0.
*** BUILDING PERMIT – TAX MAP 12 LOT 02: Ms. Carney stated that Jason Hill spoke with Sandra Gillis in Land Use to file a
site plan. We will wait to approve the Building Permit until this has been approved.
*** AWARD LAWNCARE CONTRACT: TMC Property maintenance is the lowest bidder. Mrs. Silverman moved to contract with
TMC, the motion was seconded by Ms. Carney, the motion passed 3-0.
*** NEWSLETTER ARTICLES: Ms. Carney suggested putting an article with regard to home businesses and the need to meet
with the Planning Board. Mr. Parker stated he would like an article with regard to building permits.
*** NON-PUBLIC SESSION – LEGAL:
*** FILIPI LAND ASSESSMENT: Mr. Parker met with Gary Roberge to discuss this assessment. Mr. Roberge will get back to
the board next week with regard to this assessment.
*** EMAIL FROM RESIDENT:
*** VETERANS TAX CREDIT APPLICATIONS: The board reviewed and approved three veterans credit applications
*** LETTER FROM CHARITABLE FOUNDATION – GRANT AWARD: We have received a $4000 grant. We are holding this
check until we hear back from the conservation commission to determine that the terms of the grant are acceptable.
*** DETERMINE MARKET VALUE OF LAND BEING REMOVED FROM CURRENT USE:
*** BTLA DECISION – MOTION TO DISMISS DWINELL APPEAL GRANTED:
*** LETTER FROM MEL HARDER REQUESTING EXTENSION OF REPORT OF CUT: Mr. Parker moved to issue an extension
to file the report of cut, the motion was seconded by Ms. Carney. This will give them an extension until June 30th
*** DES DENIAL OF CARUSO APPLICATION TO CONSTRUCT DOCK: Reviewed
*** DECIDE ON ATTENDENCE:
- LGC REGIONAL DINNER – May 4th
- 2010 LOCAL OFFICALS WORKSHOP
*** WEEKLY POLICE REPORT: Reviewed
*** INVENTORY OF TAXABLE PROPERTY FROM NATIONAL GRID AND PSNH: Reviewed
*** LETTER FROM FITZWILLIAM WATER DISTRICT: Reviewed
*** TRANSFER: Reviewed
*** VETERANS HOSPICE EXEMPT FILING:
*** PUBLIC SAFETY DOOR: Steve Filipi will be working on these. Mr. Parker is questioning if we need to have double doors at
the rear of this building or if this can be changed to a single door.
*** ZBA: The ZBA is recommending reappointing Gretchen Wittonborg, Jane Roberts and Steve Filipi to the ZBA. Mrs.
Silverman suggested appointing Carmen Yon to this board. Mr. Parker stated that he would like to put him on as an
alternate. We will contact Mr. Yon to determine if he is interested in this position. Mr. Parker will speak with Gretchen
Wittonborg to determine if she and Mrs. Roberts would like to be alternates or full members.
*** FIRE DEPARTMENT: Ms. Carney stated that there have been a couple of people concerned with her being a Selectmen
and on the fire department. She checked this out with the Secretary of State and there is not a conflict of interest. She stated
that she would recuse herself from any issue that came up with regard to the fire department if the board feels that she should.
