BOARD MEETING MINUTES
April 21, 2010
Selectmen Present: Thomas Parker, Chmn., Nancy Carney & Susan Silverman arrived at 7:30 pm
Mr. Parker opened the meeting at 7:00 pm
PRIMARY:
*** SIGN PAYROLL AND CHECK MANIFESTS: Reviewed and approved
7:30 MEET WITH HEALTH OFFICER APPLICANT – NON-PUBLIC SESSION
At 7:30 pm, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (A). Ms. Carney seconded the
motion. The motion passed 3-0. Roll Call Vote: Mr. Parker – yes, Mrs. Silverman- yes, Ms. Carney - yes
At 7:40 pm, Mr. Parker made a motion to go out of Non-Public Session under RSA 91 A:3 II (e). Ms. Carney seconded
the motion. The motion passed 3-0. Roll Call Vote: Mr. Parker – yes, Mrs. Silverman – yes, Ms. Carney – yes.
Mr. Parker made a motion to seal the records at 8:08pm, the motion was seconded by Ms. Carney, the motion passed 3-0.

*** BUILDING PERMITS:
- AFTER THE FACT – TAX MAP 15 LOT 31: Mr. Parker stated that this needs to go to the Historic District on Thursday. Mr. Parker stated that he would sign the permit after this meeting if it is approved.
- MAP 06 LOT 22: This is an after the fact building permit – Mr. Parker moved to approve, the motion was seconded by Ms. Carney the motion passed 2-0.
*** ZONING VIOLATION – TAX MAP 15 LOT 51: Sean Greene was at this property. He has noted that renovations to this barn
are for a separate dwelling. A Notice of violation will be sent stating that he needs to obtain a variance from the Zoning Board
of Adjustment and needs a septic plan that accommodates the number of bedrooms on the property.
*** OWNER QUESTIONING LOT AS UNBUILDABLE – TAX MAP 08 LOT 19: This is 4.4 acres on Rt 12. The owner is
claiming it is unbuildable. They own a house adjacent to this. Mrs. Silverman suggested they combine the lots.
*** REQUEST FROM FIREWARDS TO CHANGE PAYROLL FREQUENCY: The firewards would like to change the payroll
from quarterly to monthly. Mrs. Silverman moved to authorize this, the motion was seconded by Ms. Carney, the motion
passed 3-0
*** APPOINT SELECTMAN TO HISTORIC DISTRICT COMMISSION: Mr. Yon has looked into the RSA with regard to this and
has indicated that we need to appoint a Selectmen to the Historic District. He has also indicated that the RSA states that the
Historic District approval negates the need for a building permit. The board does not read it this way, we will get an opinion
from Local Government Center . Ms. Carney nominated Mrs. Silverman to be the Selectmen’s representative to the Historic
District Commission, the motion was seconded by Mr. Parker, the motion passed 3-0.
*** TIMBER TAX ASSESSMENT
- TAX MAP 12 LOT 32-03: 100%
- TAX MAP 03 LOT 32-01: 64%
*** VANBLARCOM INTENT TO CUT: This is a lot owned by someone else, Mr. VanBlarcom owns the timber rights only.
*** TOWN HALL TOWER: Most of the damage is to the façade. Melanson suggested an individual from Chesterfield, Bill Hatt to
do the repairs, Mrs. Thompson has contacted him . Mrs. Silverman suggested contacting Mark Firestone, who used to work
for New England Wood Design. We will ask around to get names of people of who may be able to do this work.
*** CARROLL SIGN PERMIT: Mrs. Silverman moved to approve, the motion was seconded by Ms. Carney, the motion passed
3-0.
*** REQUEST TO PLACE SIGNS IN FITZWILLIAM ON PRIVATE PROPERTY NOTICING SUMMER SOLTICE FOR CLARK MEMORIAL CENTER : The board approved
*** COPIES OF LETTERS TO VETERANS HOMESTEAD ATTORNEY AND BTLA: Reviewed
*** PERMIT BY NOTIFICATION APPLICATION – DEVLIN: Reviewed
*** REQUEST FOR SILVER BANNER DAY PROCLAMATION: The board will decline
*** INVITATION TO ATTEND VISION 2020 – HEALTHY COMMUNITY SUMMIT:
*** NICK METHE: We have a report of junk vehicles on this property. The board would like to have Mr. Sweeney take pictures
from the power lines. If we confirm there are junk vehicles being hauled into this property we will send a cease and desist
letter.
*** FIRE DEPARTMENT: Ed Mattson has an individual to transport the old brush truck to Concord he is asking for payment of
gas. Ms. Carney suggested having them fill his truck with the town gas card.
