BOARD MEETING MINUTES
April 28, 2010
Selectmen Present: Thomas Parker, Chmn., Susan Silverman, & Nancy Carney arrived at 8:00 pm
Mr. Parker opened the meeting at 7:30 pm
PRIMARY:
*** SIGN PAYROLL AND CHECK MANIFESTS: Reviewed and approved
8:00 MEET WITH JANE WRIGHT, TAX COLLECTOR: Mrs. Wright submitted the list of properties eligible for a tax deed. Mrs.
Wright stated that she has four properties in Woodbrook. We will need to discuss an agreement with Woodbrook that the
town will not be assessed the condo fees.
Sheila Coughlin (Map 10, Lot 66): She has made no effort to make any payment on this property. The board will take
a tax deed on this property.
Stanley Derby: Mr. Parker stated that he does not feel that we can do anything with this until all parties involved
agree. The board signed the waiver
Sharon Dick: She has been making payments. The board will sign a waiver
Thelma Dickenson: The board signed a waiver
Lydia Ford : She is trying to sell this. The house has been empty. According to the assessment, the house is
in very poor condition. The board signed a waiver
Dennis & James Girard (Map 26, 1-3, 1-4): We will waive this
Brian Gordon (Map 10, Lot 28): This also has a State Lien. He has not paid anything lately. The board will sign a
waiver
Arthur & Bethany Guion : Last year a mortgage company made a payment. The board will sign a
waiver.
Shawn McGarry: He has made some effort to pay the taxes. We would be putting tenants out if we take a tax deed .
The Selectmen signed a waiver. The Selectmen would like to write a letter to Mr. McGarry with regard to these taxes
Orrcuch (Map 36, Lot 23): This is land only. The board will tax deed this property
Jolyn Richards (Map 16, Lot 16) : Mrs. Richards came in on Monday and gave Mrs. Wright a letter that she will be
receiving social security money. The board will sign a waiver.
Craig & Laurie Robidoux: They made some effort last year to make payments. The board signed a waiver.
*** FLEUR DE LIS EXEMPTION APPLICATION – NON-PUBLIC SESSION
At 7:20 pm, Mr. Parker made a motion to go into Non-Public Session under RSA 91 A:3 II (A). Mrs. Silverman seconded
the motion. The motion passed 320. Roll Call Vote: Mr. Parker – yes, Mrs. Silverman- yes
At 7:40 pm, Mr. Parker made a motion to go out of Non-Public Session under RSA 91 A:3 II (e). Mrs. Silverman seconded
the motion. The motion passed 2-0. Roll Call Vote: Mr. Parker – yes, Mrs. Silverman – yes
Mr. Parker made a motion to seal the records at 8:08pm, the motion was seconded by Mrs. Silverman, the motion passed 2-0.

*** BUILDING PERMITS:
- FRAZIER – TAX MAP 33 LOT 11-01: Mark Sweeney measured the setback and it is only 6’ from the stone wall. We will send a letter stating this and the fact that he never submitted a historic district application
- EDDINGS – TAX MAP 42 LOT 02-49: Mr. Parker moved to approve, the motion was seconded by Mrs. Carney, the motion passed 3-0.
- STANLEY – TAX MAP 31 LOT 13-01: Mr. Parker moved to approve, the motion was seconded by Mrs. Carney, the motion passed 3-0.
- CASASANTO – TAX MAP 42 LOT 01-38: Mr. Parker moved to approve, the motion was seconded by Mrs. Carney, the motion passed 3-0.
*** AMBULANCE DONATION: This is made out to Fitzwilliam Fire and Rescue. Mr. Parker feels that this is to the Association
*** REQUEST FROM HISTORIC DISTRICT COMMISSION TO APPOINT MEMBERS: The Historic District is recommending
Carmen Yon be appointed
*** REPAIRS AT THE PUBLIC SAFETY BUILDING: John Greer is coming up with a list for electrical work.
*** TOWN REPAIR:
*** VIOLATION WEST LAKE ROAD: Mr. Parker stated that he saw in the Planning Board minutes that Nancy Carney spoke with
Mr. Apgar with regard to slash laws. He indicated to her that he walked this site and did not see any violations with regard to
the slash law.
*** JASON HILL UPDATE: Mr. Hill will need to complete a site plan review with the Planning Board.
*** STATE FUNDING – REDUCTION OF COSTS:
*** 25 GAP MOUNTAIN ROAD TRASH PROBLEM: We have sent a letter to the mortgage company.
*** ZONING VIOLATION – METHE TAX MAP 15 lot 54-01: We have pictures of a number of junk vehicles on this property. Mr.
Parker feels that we need to contact an attorney. There are also cars on public service property. We will contact Joe
Hoppock with regard to this matter.
*** PETITION TO LAYOUT LUMBER REMOVAL RIGHT-OF-WAY: Craig Chamberlain has a piece of land that he wants to log
which he has to cross land of Nicholas Bosanetto. Mr. Bossanetto has told Mr. Chamberlain that he cannot use his land to
access this. Craig Chamberlain has petitioned the town to lay out a road to allow this. We will ask Attorney Joe Hoppock to
handle this matter.
*** EXEMPTION A-9 FORMS
- FIRE, RESCUE, & EMS ASSOC OF FITZWILLIAM, INC:
- VFW:
*** WEEKLY POLICE REPORT: Reviewed
*** MRSD: Mr. Parker would like to send a letter to school stating that we expect a notice from the school prior to July 1 with
regard to the revised figure that Fitzwilliam will pay each month.
*** FLEUR DIS LIS: Nancy Carney will be recusing herself from any discussion
*** FISHING DERBY: The will be scheduled for May 22. The board approved
*** SCHEDULE: May 5 - 7:00 pm

May 19 - 7:00 pm
May 26 - 7:00 pm
Susan will be gone June 1 through June 11

Mrs. Silverman moved to adjourn at 9:30 pm, the motion was seconded by Mr. Parker the motion passed 3-0.
