BOARD MEETING MINUTES
October 28, 2010
Selectmen Present: Tom Parker, Susan Silverman & Nancy Carney
Mr. Parker opened the meeting at 8:25 am
PRIMARY:
*** SIGN MANIFESTS:
10:00 MEET WITH KELLY WILLIAMS – NON-PUBLIC SESSION
At 10:00am, Mr. Parker made a motion to go into non-public session for welfare matters. Ms.
Carney seconded and the motion passed 3-0. Roll Call Vote: Mr. Parker - yes, Ms. Carney – yes, Mrs. Silverman –
yes.
At 10:20am, Mr. Parker made a motion to leave non-public session and seal the minutes. Mrs. Silverman seconded
and the motion passed 3-0. Roll Call Vote: Mr. Parker – yes, Ms. Carney – yes, Mrs. Silverman – yes.
Mr. Parker made a motion to seal the minutes, the motion was seconded by Ms. Carney, the motion
passed 3-0. Mr. Parker made a motion to close the non-public session, the motion was seconded by Ms.
Carney, the motion passed 3-0.
*** AMBULANCE
FINALIZE DEFINITION OF RESIDENT: Mr. Parker stated he feels that if people pay taxes even if they are seasonal they should be considered residents for this purpose. Nancy Carney stated that she feels that we need to look at each case. If a person has a disagreement with our definition of a resident than they should contact the Board of Selectmen to discuss this. Mrs. Silverman suggested having a policy for an appeals process.
DECIDE ON ACCEPTANCE OF CREDIT CARDS FOR AMBULANCE BILLS: Ms. Carney moved to offer this option, the motion was seconded by Mrs. Silverman, the motion passed 3-0.
*** CHESHIRE COUNTY ANNUAL INVOICE: The county tax payment in the amount of $791,228.00 is due December 17th
*** UPDATE ON MRSD: : Mrs. Thompson spoke with Jane Forstrom she sent in the MS-25 and MS-24. The Department Of
Education needed additional information. The 2009- 2010 budget was overspent by $35,000 and had a revenue shortfall of
$215,000 bringing the total deficit to $.184,000 Last year they used 1 million dollars to reduce the tax rate, which they didn’t
actually have. She is projecting about $175,000 shortfall for this year. She is hoping that the school board will put a freeze
on this and they will be in line with the budget.
*** CONSERVATION RESPONSE TO QUESTION RE: APPRAISAL OF LAND: This if for 25 acres of land 14 acres in
Fitzwilliam and 11 acres in Troy. The Conservation Commission and State are interested in this property. The conservation
commission had completed a grant application for the Town of Troy which their Selectmen did not meet in time to make the
deadline for this application. They do not have any funds for this purchase This parcel surrounds the State park. Mr. Parker
stated that he had spoken with Craig Chamberlain with regard to a large piece of land he owns on Templeton Turnpike. Mr.
Parker feels that this should be a parcel of land that the conservation commission should be looking at for a grant. Mrs.
Silverman feels that we should schedule a meeting with the open space committee to discuss where they stand.
*** NEED TO APPOINTMENT MEMBER TO MONADNOCK ADVISORY COMMITTEE: Mrs. Silverman had suggested Rick
Brackett and Rebecca Bullock. Robin Haynes had suggested Jean Ibelle or Hal Linquist. Mr. Parker feels that Rebecca
Bullock would be a good candidate since she is on the Conservation Commission. Mrs. Silverman moved to appoint
Rebecca Bullock as a member, the motion was seconded by Ms. Carney, the motion passed 3-0.
*** MRSD STUDENT LIST
*** DOT DRIVE PERMIT NOTIFICATION – CHANGE IN PROCEDURE: They are not going to notify the town for repairs to
driveways.
*** PSNH NEW STREET LIGHT OPTION: There is an option to turn off lights at midnight. Mr. Parker feels that most of our
lights are at intersections. He feels that we should table this for now. Mrs. Silverman questioned if there are any lights we
could eliminate. Mr. Parker stated that in the past we had two people that complained about the number of lights and we had
them do an inventory and eliminated lights they did not feel were necessary. Ms. Carney will speak with Chief Kassotis to
determine if this is a project that Kevin Stone would take on.
*** NH RETIREMENT SYSTEM INFORMATION:
*** ASSESSING
NEED TO ADD CONDUIT AND WOODEN POLES ASSESSMENT TO CONTRACT FOR 2011:
2011 CONTRACT: Mrs. Silverman does not feel that we should reduce the number of hours, that we should not change to 30% of the town and that we should not agree to a five year contract. Mr. Parker would like a specific day each month that the assessor would be available. Action on the contract is not completed as of this date.
*** LETTER FROM PRIMEX – ABILITY TO PAY UNEMPLOYMENT PREMIUM IN 2 INSTALLMENTS:
*** UPDATE - MEETING WITH DOT FRIDAY OCTOBER 22ND AT 1PM AT INTERSECTION OF ANGIER ROAD AND 119W:
*** BUDGET: Mrs. Silverman feels that the Board needs to schedule a separate budget meeting. The board will
meet at 1:00 on Sunday November 14.
*** CIP: They have asked for everyone to have their information in by Monday, November 1. The board reviewed the Board of Selectmen CIP plan. They feel that the Village Fire Department renovations should be moved further out.
*** VILLAGE FIRE OIL TANK: Mr. Parker will contact Dave Marrotte.

*** LGC: RSA 674:41 rights of way are not considered access. We cannot just deed the tax deeded Woodbrook
properties to Woodbrook. There needs to be a wiling seller and willing buyer.
