BOARD MEETING MINUTES
November 17, 2010
Selectmen Present: Tom Parker, Susan Silverman & Nancy Carney
Mr. Parker opened the meeting at 7:00 pm
PRIMARY:
*** SIGN MANIFESTS:
7:00pm MEET WITH AGRICULTURAL COMMITTEE: Brian Doerpholz, Gene Cuomo & Lester Chase met with the board.
They were discussing that they wanted to do an old home day. They feel that they should combine this with the 250th
for 2012. Mr. Parker suggested we have an open house to determine anyone who is interested in participating.
The agricultural committee would like to continue this as an old home day every year. Mr. Parker stated that the
agricultural committee should put an article in the town report.
7:30 MEET WITH OPEN SPACE COMMITTEE: Dorothy Zug, Paul Kottila , Charlie Massin, Jean Ibelle, Barbara Greene,
Carole Breault & Rick Brackett met with the board. They have been meeting once a month. They have been
establishing goals. The conservancy developed a survey for townspeople. They have met with the garden club, the
swim club, the Laurel Lake Association, the book sale. They have about 175 responses.
The Chamberlain property on Templeton Turnpike was discussed. There are 410 acres, the listing price is
$575,000 there is a new survey of this land. It contains 4450 ‘ of frontage on priest brook, 95 acres of wetlands.
Everything that is not wetland is considered group one forest soils, these soils are good for regenerating forests.
120 acres identified as farmland soils. Mr. Parker stated that one of the concerns the board had is that this property
is highly developable. Community Forest and Open Space conservation program may have some grant money
available. Ms. Zug questioned what the board thoughts are with regard to this land. Mrs. Silverman stated that she
feels that we would need matching funds she does not feel that we could have passed at town meeting the entire
purchase price. Mr. Brackett stated he feels that the next step is to invite Mr. Chamberlain in to discuss this matter.
Mr. Bracket stated that the open space committee can help with outreach and advertising and soliciting input, and
research in what other towns have done. Paul Kottila stated that he would like to see the open space project
completed before we pursue this to determine if this is an area the town identified as preserving open space. He
does not feel that we can present a full blown project by March Town Meeting.
*** DECEMBER NEWSLETTER ARTICLES: Mrs. Silverman reviewed and feels that they look good.
*** SIGN PROPERTY TAX WARRANT: Ms. Carney moved to approve, the motion was seconded by Mrs. Silverman,
the motion passed 3-0.
*** BUILDING PERMIT: Mrs. Silverman moved to approve, the motion was seconded by Ms. Carney, the motion
passed 3-0.
*** SIGN OCCUPANCY PERMITS:
- BEEHIVE: Mrs. Silverman moved to approve, the motion was seconded by Ms. Carney, the motion passed 3-0.
- WILLIAMS: Mrs. Silverman moved to approve, the motion was seconded by Ms. Carney, the motion passed 3-0.
- WHIPPLE: Mrs. Silverman moved to approve, the motion was seconded by Ms. Carney, the motion passed 3-0.
*** TAX MAP 35 LOT 35 – QUESTION ABOUT YEAR-ROUND USE: This person is selling this property. The current
septic system is for seasonal use only. He would need to improve the septic system to change this status with the
State. He would also need to sign a road release waiver. Mr. Parker stated that this is a non-conforming use
because it is on a private road. He does not feel that this should be allowed.
*** NOTIFICATION OF COMPLETENESS OF APPLICATION TO REPLACE BRIDGE: Reviewed
*** UPDATE ON OIL TANK REPLACEMENT IN VILLAGE FIRE STATION:
*** TAX RATE NOTIFICATION FROM DRA: Reviewed
*** 20% DATA VERIFICATION CHANGES: The past couple of years we have sent a letter giving the website address
or notifying them that they can contact us for a card. Mrs. Thompson questioned if the board wants to send out a
copy of the cards. Mr. Parker feels that we should send the card. Mrs. Silverman feels that we can send a letter
and reference the website. Ms. Carney agreed.
*** COMPLAINT FROM OWNER OF BEEHIVE SALON : Ms. Spadofore made a complaint with regard to the time it
has taken to receive her occupancy permit. She has received a fine from the State. Ms. Carney stated that when
she met with the Planning Board she was told that she would need to have the Fire Marshall inspect.
*** WIVALLEY: Mrs. Massin received a call from WiValley and they stated that they would be charging retroactively for
internet. Mrs. Massin looked into Fairpoint Brian amended the monthly charge. The board feels that she should
stay with WiValley until further research on other companies has been obtained.
*** ACCOUNTS PAYABLE PROCEDURES: Mrs. Thompson stated that we are getting late charges on some of our
bills. Some of the bills are sitting in the payables folder for a number of weeks. Mr. Parker stated that he has
questions on some of the bills.
*** POLICE CHIEF’S CONTRACT:

*** LGC MULTI-YEAR CONTRACTS FOR PROPERTY LIABILITY AND WORKERS COMPENSATION: Mrs.
Silverman moved to sign this contract, the motion was seconded by Ms. Carney.
*** ASSESSING

Mrs. Silverman moved to adjourn at 9:25 pm, the motion was seconded by Mr. Parker the motion passed 3-0.
