Selectmen's Meeting Minutes 01/18/12
BOARD MEETING MINUTES
January 18, 2012

Selectmen Present:  Mrs. Silverman, Nancy Carney and Mr. Doerpholz

At 7:00pm, Mrs. Silverman made a motion to convene the meeting, Nancy Carney seconded, the motion passed 3-0

PRIMARY:

***             SIGN MANIFESTS:  Ms. Carney made a motion to approve the manifest, the motion was seconded by Brian
                             Doerpholz, the motion passed 3-0.

7:15            MEET WITH WAYNE KASSOTIS, POLICE CHIEF:  Chief Kassotis met wit the board.  Mrs. Silverman questioned
                             the letter from Deborah Hewitt regarding a theft.   Chief Kassotis stated that he was missing a lot of information.  He
                             is working on this.  

                             Chief Kassotis submitted a list of goals.   

                             Chief Kassotis stated that he wanted to discuss with the board that they have no plan for the Public Safety building
                             for shoveling.   The Officers shovel when they can, but Chief Kassotis is concerned with liability if they are on the
                             road and they do not get to this.  The highway department plows the parking lot, but he understands that this is not a
                             priority.    He is requesting that we have a plan for how this is going to get done.   

                                   
8:00            MEET WITH HEIDI WOOD, TOWN CLERK:

                            Non-Public Personnel Issue
                              At 7:50pm Mrs. Silverman made a motion to go into non-public session,  Mr. Doerpholz seconded and the motion
                             passed 3-0.  Roll Call vote: Mrs. Silverman – yes,   Mr. Doerpholz – yes, Ms-Carney – yes
                                At 8:05pm, Mrs. Silverman made a motion to leave non-public session and seal the minutes, Mr. Doerpholz
                             seconded and the motion passed 3-0.  Roll Call vote:  Mrs. Silverman-yes,  Mr. Doerpholz – yes, Ms. Carney - yes

                     
                            The board discussed having the people check in for voting upstairs at Town Meeting to determine if they are
                             registered voters.  They would also like to have anyone who is not a registered voter sit in a separate area.      

                            Mrs. Wood stated that she did have a problem with the Supervisors in the past election and errors made to the
                            checklist.   There was a report that she needed to submit with a dead line and the Supervisors did not get her the
                            figures she needed to file this report.

                                At 8:45pm, Mrs. Silverman made a motion to leave non-public session and seal the minutes, Mr. Doerpholz
                             seconded and the motion passed 3-0.  Roll Call vote:  Mrs. Silverman-yes,  Mr. Doerpholz – yes, Ms. Carney - yes


***             NEWSLETTER ARTICLES:  reviewed, Mrs. Silverman would like to put an article with regard to assessment and
                             building permits.   

***             DISCUSS/SIGN LETTER OF SUPPORT FOR REPEATER GRANT:  The county is applying for this grant.  The grant
                             would pay 100% of this.   They would be following this up with a three- year maintenance grant.  This would increase
                             the town’s ability to communicate by portables.    

***             RESIGNATION OF EDUCATION COMMITTEE MEMBER:  We have received a resignation from Cassie Viellette.   
                             The board accepted her resignation and a letter of thanks will be sent to her for her service.   

***             REVIEW/SIGN LETTER OF ENGAGEMENT FOR VACHON & CLUKAY:  Brian Doerpholz made a motion to
                             approve, the motion was seconded by Nancy Carney, the motion passed 3-0.

  • COLLECTION PROGRAM:
  • AGREEMENT/CONTRACT: approved
  • PROFILE UPDATE:
***             DISCUSS JOINING NH PUBLIC WORKS MUTUAL AID PROGRAM:  Ms. Carney made a motion to join this
                             program,  the motion was seconded by Brian Doerpholz, the motion passed 3-0.

***             TAX MAP 03 LOT 34:   This is a piece of land that Cheryl Davis owns .  The only access is through a private right of
                             way. There is a large amount of wetlands.   Skip Hagstrom submitted a septic plan a couple of years ago and the
                             board refused to sign this.   Skip Hagstrom is asking the board review this.   The board will review this.    

***             MEETING ABOUT FAST ROADS PROJECT – FEBRUARY 8TH

***             QUESTION ABOUT COMBINED JOB VACATION PAY:  Mrs. Thompson spoke to employment law hotline with
                             regard to this.  They feel that we should combine the hours to determine vacation time.    

***             2012 BUDGET WORK:
                                    Revaluation  - $50,877
                                    Cemetery:  Mrs. Silverman spoke with her daughter who works with metal.  She stated that they should not
                                     powder coat the markers.   They should be cleaned and waxed.    She feels that we should cut the special
                                     project line.   We will send a letter stating we are cutting this, if they wish to put a warrant article they need to
                                     submit this.   Mrs. Silverman made a motion to remove $2000 from the cemetery budget, the motion was
                                     seconded by Brian Doerpholz, the motion passed 3-0.   
                                      Recreation:  They are going to meet with the budget committee and request an additional $4100.  This is to
                                      cover the creation of a skating rink and trail grooming.  Brian Doerpholz feels that the skating rink should be a
                                      warrant article.        
                                     Capital Reserve
                                             Cemetery vehicle -  $2500
                                             Fire vehicle – $10,000
                                             Hwy Equipment Repair – $7500
                                             Hwy Department Equipment - $10,000
                                             Road Projects – There is $5400 left from last year  
                                              Conservation Land  - 0

There being no further business, at 10:10 pm, Mr. Doerpholz made a motion to adjourn, Mrs. Silverman seconded and the motion passed 3-0.
