Selectmen Present: Susan Silverman, Nancy Carney, Brian Doerpholz
*** SIGN MANIFESTS: Mr. Doerpholz made a motion to accept the manifest, Ms. Carney seconded and the motion passed 3-0.
7:00 HAZARD MITIGATION UPDATE PUBLIC HEARING AND ADOPTION
Mrs. Silverman opening public hearing at 7:00pm. She explained that the town’s hazardous mitigation plan has been updated and accepted by FEMA subject to adoption by the Board of Selectmen. There were no questions or discussion from the public, of which there was one individual in attendance. Mr. Doerpholz made motion to adopt the updated plan, seconded by Mrs. Carney and the motion passed 3-0. Mrs. Silverman declared the public hearing closed at 7:05pm.
7:00 MEET WITH CAROL ANN ROCHELEAU – EMERGENCY MANAGEMENT
Mrs. Silverman said the board wanted to talk with her about the deputy emergency management position. Mrs. Rocheleau said she had discussed this with Mrs. Carney and she will accept the appointment. Mrs. Silverman said the board is extremely pleased to appoint her and made a motion to do so through March 2015, which was seconded by Mr. Doerpholz and passed 3-0. Mrs. Rocheleau said she has read through the plan. Mrs. Silverman said we are missing the terrorism section which the police chief should have completed in May. We are hoping to drill on the plan later this year. Mrs. Carney said that the deputy emergency management director might be able to take care of shelter training and help with other tasks while things related to the specific emergency were going on. The shelter, being at the VFW, needs to have someone there are well as at the
public safety building in the event of an emergency. Mrs. Rocheleau said that she belongs to Greater Monadnock Medical Reserve Corp. She has held the shelter training. She can have all the other training she wants on line for free. She has worked with the Red Cross when the shelter in Keene has opened in the past. The Greater Monadnock Medical Reserve Corp is under the federal organization and the regional corps. were set up regional after Hurricane Katrina. There are 16 corps in the state of N.H. She wondered about our welfare and health officers that live out of town. Mrs. Carney said these positions are in the plan separately but they can be incorporated into another position if necessary. Mrs. Rocheleau said they have a lot of responsibilities and the town’s health and welfare officers are responsible to three towns.

*** AVITAR UPDATE CONTRACT – Mrs. Carney motion to approve, Mr. Doerpholz seconded and the motion passed 3-0.
*** APPOINTMENTS FOR HISTORIC DISTRICT – Mrs. Carney motion to approve the appointments of John Fitzwilliam and Sue Wood, Mr. Doerpholz seconded and the motion passed 3-0.
*** TIME SHEETS – The selectmen approved the memo to be given to the tax collector.
*** DONATION OF WOOD STOVE FOR TRANSFER STATION – Mrs. Carney motion to approve the donation of the wood stove from Mr. and Mrs. Beckwith, Mr. Doerpholz seconded and the motion passed 3-0. The board will send a thank you letter to them.
*** ELDERLY EXEMPTION APPLICATION – The applicant doesn’t meet the income criteria. Mrs. Carney made a motion to deny the application, Mr. Doerpholz seconded and the motion passed 3-0.
*** OCCUPANCY PERMIT – Mr. Doerpholz made a motion to approve the occupancy permit, Ms. Carney seconded and the motion passed 3-0.
*** BUILDING PERMIT – Mr. Doerpholz made a motion to approve the building permit, Ms. Carney seconded and the motion passed 3-0.
*** HOPPOCK INVOICE – Mr. Doerpholz made a motion to approve the incoice, Ms. Carney seconded and the motion passed 3-0.
*** HIRING QUESTION FROM CEMETERY COMMISSIONER – The board agreed that all seasonal positions need to be advertised every year.
*** CEMETERY FLAG REQUISITION – Mr. Doerpholz made a motion to approve the requisition, Ms. Carney seconded and the motion passed 3-0.
*** REQUEST FROM CUB SCOUTS TO ADOPT TRAIL – Mr. Doerpholz made a motion to approve the local cub scout troop adoption of the improvement and maintenance and clean up of the trail behind Emerson School, Mrs. Carney seconded and the motion passed 3-0.
*** PERRY FUND REQUESTS – The selectmen have received requests from three individuals for assistance from the Perry Fund to help pay medical bills from Cheshire Hospital. Mrs. Silverman made a motion to pay 40% of the bills from the Perry Fund, Mr. Doerpholz seconded and the motion passed 3-0. Ms. Thompson will contact the hospital with this information.
*** SURVEY FROM EDUCATION COMMISSION – The board approved this survey.
*** DRAFT OF FASTROADS CONTRACT – The board is waiting for more information from Carole Monroe.
*** 250TH PARADE PERMIT – The board signed the parade permit.
There being no further business, at 8:13pm Mr. Doerpholz made a motion to adjourn, Ms. Carney seconded and the motion passed 3-0.
