16 November 2009 – Minutes

Present:
Members: Dan Bemis, Bob Corrette, Cheryl Davis, Barb Green, Paul Kotila, Rosalind Slavic, Dorothy Zug; alternate Fred Slavic

Previous Minutes:
Minutes of 16 October 2009 were approved as corrected.

Agenda Review:
No items were added.

Open Space Committee Planning
Zug and Kotila met with Pete Throop, of the Monadnock Conservancy, on 9 Nov 2009.   An Open Space Committee organizing meeting will be held on 9 December 2009 at 7pm in the library.  The OSC will become a subcommittee of the Conservation Commission.

Site Walks
Kotila reported on the site walk of the Michael LaBelle property on Royalston Rd. (map1 lot 5).  The Commission recommended approval of a board walk across wetlands to access Kemp Brook from the property.

Budget Report:
Green reported there is $1658 remaining in the operating budget, with expected expenses for the 1875 map and framing of $100 and $50 for the accompanying narrative.    It was agreed to purchase twenty more copies of the NRI and contribute $500 to the Planning Board’s work with Southwest Planning Commission to develop a new water protection ordinance.  The Commission’s proposal for a 2010 budget comes before the Budget Committee on 10 December 2009.  Our proposal keeps the total operating budget the same as this year ($5000) but moves funds to different lines that reflect work on an Open Space Plan.

Easements:
Zug reported the site walk on the Metzger Town Forest has not yet been scheduled, partly to avoid the hunting season. Surveying of the Metzger property in preparation for a possible easement was discussed.  It was agreed not to seek a survey until the Monadnock Conservancy accepts the project.  Zug also reported the annual monitoring visit by the Monadnock Conservancy to the Widow Gage easement has been completed with no problems evident.  

Gap Mountain Road Trail Proposal
Zug reported a conversation with Dana Pinney of Gap Mountain Road in which he expressed interest in a possible conservation easement, but was not supportive of converting the Road to a trail.

Miscellaneous notices and announcements were distributed.

The meeting adjourned at 8:20 pm.
