Meeting Minutes
April 13, 2006

Members attending:  Terpstra, Fitzwilliam, Fletcher, Guild, O’Brien, Walling.  Terpstra called the meeting to order at 4:05 PM.

Public Hearing:  Ellie Rogers plans to replace windows, on the front of her house at first, located at 30 Richmond Road, Map 32, Lot 22, Residential and Historic Districts.

Mrs. Rogers had questions about the type of materials the Commission wanted for framing the windows. She noted there are a great many options.

Terpstra told her that the Commission has discussed vinyl-clad windows and members had objections to them as replacement windows in the Historic District, especially for windows on the front of the house.  Wood is the preferred material, with aluminum-clad as a second choice.  Vinyl-clad or vinyl windows can be used for side and rear windows.  The options range in price. Terpstra asked if she planned to have divided light windows and which option she planned to use.  Fitzwilliam noted that windows with the grills on the inside were not acceptable.  The traditional look uses either real or simulated divided-light panels.

Mrs. Rogers said she wanted to replace all the windows to gain energy efficiency, but could only do it piecemeal, starting with the front.  She said the frames will be white.

There was some discussion of a technique that allows preservation of old glass and provides new energy efficiency. It is as expensive as replacing windows if not more.

Fitzwilliam had looked at Mrs. Rogers’s windows and determined that there is no very old glass in any of them, and said there would be no appreciable loss of antiquity in replacing the old windows, but suggested storing the original windows for future owners of her historic home.

Fitzwilliam moved, Fletcher seconded and the Board approved a motion to allow Mrs. Rogers to replace the front windows on her home with either wood or aluminum-clad windows and the side and back windows with a material of her choice, all with white frames.

Minutes:  Fitzwilliam moved, Guild seconded and the Commission approved the minutes of the February 9, 2006 meeting as written.

Commission appointees:  This is Terpstra’s last meeting as chairman.  He was appointed to the Commission in 2000 and began serving as chairman in April 2000.  He is retiring and will be moving away from Fitzwilliam.  Commission members thanked him for his service.  Fitzwilliam and Walling terms are up this year, leaving three appointments to be filled.  Fitzwilliam, Walling and Brian Luddy are candidates for those appointments and their names will be forwarded to the Board of Selectmen.

The Commission adjourned at 4:45 PM.
