Historic District Commission
Meeting Minutes
March 22, 2007

Members attending:  John Fitzwilliam, Lottie Guild, Brian Luddy, Eileen McHugh, Reuel Walling and Carmen Yon, Selectmen’s representative.  
CTO: 4:05 PM.

Jerry and Kathleen Ferracamo propose to construct a 12' x 16' shed on property located at 97 Lower Troy Road, Map 15, Lot 9-01, Residential and Historic Districts.

The Ferracamos’ plan to build a shed on the property.  It will be about 90' from the road.  It will be clapboard, painted barn red with white trim, with a metal roof like their home.  The pitch of the roof will be the same as the pitch of the house roof.  

Guild reminded Mrs. Ferracamo that when they were ready to paint their home and the shed, or to erect a fence or build an animal pen, they would need HDC approval.

Luddy noted that the drawing submitted for the shed lacked detail enough to let the Commission know exactly what would be built.  Mrs. Ferracamo will bring a more detailed sketch with dimensions to the Commission.  The Commission empowered Fitzwilliam to review the new sketch and act on the application.

Mrs. Ferracamo expressed their frustration with needing HDC approval because their home is not an historic building.  It was built in the 1980s; however, it is located in the historic district.  Fitzwilliam acknowledged that the Commission understands the home is not historic and that will be taken into consideration.

Luddy moved, McHugh seconded and the Commission approved a motion to approve the application with the condition that a detailed sketch with all dimensions is brought in and made part of the application.  Fitzwilliam will review the sketch when it is received.

Minutes:  Luddy moved, Fitzwilliam seconded and the Commission voted to approve the February 8, 2007 minutes as written.

Design Guidelines:  The Commission members continued drafting design guidelines for the historic district.  Eileen McHugh drafted a second set of guidelines covering additional topics for the Commission to review during this public meeting.

Commissioners reviewed sections on porches; garages and barns, which will be further expanded to include barn doors; fences, deleting reference to possible uses of chain link fencing; stone walls and retaining walls; driveways, which will not include a recommendation about construction materials; new construction; and recreational facilities, which will be expanded to include fencing issues.  There was discussion about the various visibility issues of skylights, antennas, roof vents, and fencing.  

Fitzwilliam will draft the introduction to the guidelines.

The meeting was adjourned at 5:10 PM.
