BOARD MEETING MINUTES
December 22, 2003
Selectmen present: Mrs. Knight and Mrs. Silverman
At 5:00pm Mrs. Knight opened the meeting.
PRIMARY:
*** DISCUSS RENEWAL OF SEPTAGE AGREEMENT WITH KEENE
Mrs. Knight made a motion to renew this agreement. Mrs. Silverman seconded and the motion passed 2-0.
*** DECIDE ON ATTENDANCE – REGIONAL SELECTMEN’S MEETING 1/17/04
Mrs. Knight and Mrs. Silverman will check their schedules and let us know.
Mrs. Silverman will be gone from 1/6/04 to 1/13/04.
*** NON-PUBLIC SESSION – PENDING LITIGATION
At 5:15pm, Mrs. Knight made a motion to go into non-public session under RSA 91-A:3, II to discuss pending litigation. Mrs. Silverman seconded and the motion passed 2-0. Mrs. Knight – yes, Mrs. Silverman – yes.
At 5:23pm, Mrs. Knight made a motion to go out of non-public session. Mrs. Silverman seconded and the motion passed 2-0. Mrs. Knight – yes, Mrs. Silverman – yes.
*** REVIEW REVISED LETTER REGARDING WOODBROOK PROPERTIES
Attorney Prigge made the corrections the board requested and has sent this letter to Gary Sheldon.
*** UPDATE ON POSSIBLE ZONING VIOLATION
TAX MAP 28 LOT 20
The tenant, Mary Ellen Carkin, called late today and spoke to Mrs. Thompson. She said that her landlord had called regarding the letter he received from the board indicating that his tenant was operating a boarding house. Ms. Carkin said that she has two roommates, in addition to her boyfriend, who help pay the rent. It is not a boarding house. One roommate has been there for 9 months and the other for 4 months. She said that she requires everyone to be “clean and sober”.
Mrs. Silverman said that from this information they do not feel that the property is being used as a boarding house. Mrs. Thompson will write a letter to the property owner stating this.
*** 2004 BUDGET – 2004 CAPITAL PROJECTS
The selectmen reviewed the executive budget. No changes have been made from when the budget was submitted to the budget committee. There is a $41.00 reduction in this budget. Mrs. Silverman said that she wanted to reduce the selectmen’s salaries last year but all the members did not agree. She would like to talk about reducing the salary to $3,000. She also has been thinking that maybe we could have a “first year selectmen” be paid $3,000, a “second year” selectmen be paid $4,000 and a “third year selectmen” be paid $5,000. Mrs. Silverman stated that she does not feel that it is necessary to pay the selectmen more on the theory that it will attract more people to want to serve in this capacity. She feels that if someone wants to be a selectmen,
the money is not the motivating factor. Mrs. Knight noted that Fitzwilliam pays more to their selectmen than almost any other town in the area and she would also agree on reducing the salaries. Mrs. Silverman would like to discuss this with the entire board at the next meeting.
The selectmen discussed the general government building budget. They would like to talk about adding more money into building and equipment maintenance and repairs. This year we overspent this budget mainly because of unanticipated, necessary repairs. Mrs. Thompson is still waiting for a price for a new furnace from Allen and Mathewson.
The selectmen reviewed the draft of capital projects. Mrs. Thompson will memo Chief
Newton and ask him to get quotes for any electrical upgrades that may be
necessary to install the air conditioning. She will memo Gene Cuomo and ask him to get the estimate for painting and will memo recreation for final figures on the roof and ballfield projects. The deadline for this to be received is January 7th.
The board will discuss these projects and the general government building budgets next Monday 12/29/03
