Selectmen's Meeting Minutes 06/23/04
BOARD MEETING MINUTES
June 23, 2004

Members Present:  Andrew Clukey, Susan Silverman and Joan Knight

Mrs. Knight opened the meeting at 7:00 PM

PRIMARY:

7:15pm  MEET WITH CONSERVATION COMMISSION
·       Discuss trail mapping project:  Carmen Yon met with the board.  They would like to use a summer student to get trail GIS mapping done.  They would like to hire Eli Durmer to do this job.  He will be walking the trails with a GPS machine, downloading these and making notes of features.  He will be working independently.   
Carmen Yon feels we need to define the pay step he will be on.  Mrs. Silverman questioned if he has experience doing this job.  Carmen Yon stated that he would not.  Mr. Durmer also works for the summer recreation department.   Mrs. Silverman moved to pay at the rate of lifeguard, Mrs. Knight seconded, the motion passed 3-0.          
Mrs. Thompson stated that while Mr. Durmer is working for both departments we would need to make sure that his hours do not exceed 40 per week.  

7:30pm  MEET WITH TIM HADSELL
·       Discuss parking for Historical Society Antique Show:  Mr. Hadsell submitted some recommendations for the parking for this event.  Mrs. Silverman questioned how this was different from last year.  Mr. Hadsell stated that he feels that there should be no parking along Richmond Road.  All of the parking should be at the ski area.  There should be Library parking only, at the town hall during the hours the library is open on Saturday am.  Mrs. Silverman questioned if the vendors are allowed to park along the common.  Mr. Hadsell stated that they are.  Mrs. Silverman questioned if they are requesting the town pay for the traffic control.  Mr. Hadsell stated that this is a community activity, it provides traffic for area businesses.  They feel that this is something the town should provide the services for.  Mrs. Thompson stated that we only have one officer on at a time and they must patrol the entire town.  They are asking for a special detail.  Mr. Hadsell feels that this should be 8:00 to 12:00.  Mrs. Silverman feels that the Historic Society should be responsible for the cost of this. Mr. Hadsell feels that the no parking signs need to be more official looking.
·       Question about lot at Woodbrook:  Mr. Hadsell stated that he was speaking with Woodbrook officials.    He feels that they are willing to compromise on the condo fees for properties that are tax deeded.  He feels that the board should speak with the commissioners at Woodbrook, he feels that they would be willing to sign an agreement that they would not charge the town the condo fees for tax deeded Woodbrook properties. Mrs. Silverman feels that  Woodbrook needs to approach
the board if they are interested in discussing this matter.   
 
***     INVITATION FROM MEADOWOOD:  This is to celebrate the 25th anniversary of Friendly Meals, Mr. Clukey will attend.   

***     REVISED 2004 STATE EDUCATION WARRANT: Reviewed  

***     LETTER FROM FISH AND GAME:  Fish and Game is applauding our efforts to fix the boat ramp.

***     LETTER FROM JOHN WHITE
·       Permission to place veteran’s monument on the south side of the Village Common:   We have received a letter requesting to place a monument on the Village Common.  The board feels that the Historic District and Village Common Committee needs to review this request.  Mrs. Silverman also feels that if they approve of this it should be placed on the warrant.   We will write to Mr. White stating that there are agencies we need to contact and that this will be on the warrant, if he has a drawing to please forward.

***     EMAIL COMPLEMENTING HIGHWAY DEPARTMENT:  We received an e-mail with regard to the quick response by the highway department from a resident that requested some work be done.   

***             LETTER FROM OFFICE OF ENERGY AND PLANNING
·       Fitzwilliam not eligible to enact exemptions under Chapter 84:  We have received a letter from the State indicating that we are not an eligible community to offer the Public Accommodations Exemption.  We had received an application from the Inn.  We will write a letter to our representatives with regard to this matter.  We will ask why this happened and state that we had already received an application.  

***     E-REG :  Mrs. Wright has received a letter from Virginia Beecher stating that we cannot do this.   We have suspended this for the time being. We will put a message stating that we are unable to do this at this time.  Mrs. Thompson feels that we should contact NHMA with regard to this matter.  Mrs. Silverman suggested Mrs. Wright contact the Town Clerk in Derry to determine what they are doing with regard to this matter.   

***     UPDATE ON GEARY AND HANSCOM TAX SALE MONEY DISPURSEMENTS: Reviewed

***     NOTIFICATION OF FLU SHOT GRANT FOR EMPLOYEES WITH HEALTH INSURANCE: Reviewed

***     NON-PUBLIC SESSION – ELDERLY EXEMPTION APPLICATION 9:00-9:05
                                 At 9:00 PM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (e). Mrs. Knight seconded the motion. The  
                        motion passed 3-0.  Roll  Call Vote;   Mr. Clukey – yes, Mrs. Knight –
                        yes, Mrs. Silverman - yes.
                         At 9:05 pm. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (e). Mrs. Knight seconded the motion. The
                        motion passed 3-0.

***     TREASURER’S REPORTS:   Reviewed

***                 SAGA COMMUNICATIONS:  The tower is in same location, but the building is being moved.  The building will be 23’ from the boundary.  The Site Plan states that the building and tower will be 50’.    Mrs. Silverman feels that if they wish to move this structure they will need to obtain permits.  Mrs. Knight does not feel that they should have to start at the beginning of the process.     

***                  VILLAGE WATER DISTRICT:  Mrs. Thompson stated that she has received four phone calls from people requesting to be removed from the water district.  Mrs. Silverman feels that the water commissioners need to vote and adopt the boundaries of their district and present this to the Selectmen with a recommendation.  She does not feel that the Selectmen should be making this decision.  Mrs. Silverman would like to obtain a legal opinion with regard to this matter from Gary Kinyon.   Mrs. Silverman does not feels that we should be spending town money to fix this matter.  The board would like three questions answered.  How do we amend the district, how do we not get involved, should we dissolve and reform or should we amend.  The board will write a letter to the water commissioners with regard to these question that we are asking of Attorney Kinyon.  The board feels that the commissioners should also obtain an opinion with regard to these questions.               

***                  CHARLIE MASSIN:  They are looking for someone out of the district  to run the water district meeting.  The board suggested Thomas Parker or Robin Marra.  

***                  CIP:  The committee came up with a sheet that they will be sending to departments.

There being no further business, at 9:10 PM, Mrs. Silverman made a motion to adjourn.  Mr. Clukey seconded and the motion passed 3-0.
