BOARD MEETING AGENDA
June 30, 2004
Selectmen Present: Mrs. Knight, Mrs. Silverman and Mr. Clukey
Mrs. Knight convened the meeting at 7:00pm.
7:15pm MEET WITH TOM HATZOPOULOS, EPA
· Update on access plan for Troy Mills Landfill project
Mr. Hatzopousos said that they are doing very well at the site. He feels that they will start pulling drums out in the next couple of weeks. The EPA and DRED have a signed agreement to use the railroad bed to truck the drums out through Troy. Mrs. Silverman said that we understand that they are using Rockwood Pond Road to bring material into the site. Mr. Hatzopousos said that they have been trucking crushed stone in order to build the road across the railroad bed. They wet down Rockwood Pond Road so there wasn’t any dust while they were trucking. They repaired one of the culverts going into the landfill that was in bad shape before they even started the project. They did not do any damage to the road at all. He walked the road before they started using it and after to monitor the
condition. Specific instructions were given to the truckers not to go over a certain speed limit. They did a dry run bringing out trucks in both directions with a Troy officer. EPA will be using the railroad bed as primary access for the big trucks going in, loading up and going out. They will still be using Rockwood Road for employees and to bring in a couple more pieces of large equipment – shredder etc. A section of the railroad bed will the cordoned off and another recreational trail will be cut to go around this section. This will assure that the clean-up site is secure. There is security 24/7 here. After the operation, the rail bed will be reopened – it didn’t need to be widened. The informational meeting has been scheduled for Thursday July 24th at 6:30pm at Meadowood. Mrs. Silverman asked if he could supply a map and information regarding the re-routing of the trail for the August
newsletter. We would like to place an insert in the newsletter. Mr. Hatzopousos said they are scheduled to start digging on July 5th . They will be doing this for approximately one to two weeks and hopefully by the end of July they will begin hauling the barrels out of the landfill. They met with both fire departments and police departments. They will have a phone at the site in case a fire breaks out.
*** NON-PUBLIC SESSION – EMPLOYEE EVALUATION
At 8:35pm Mrs. Silverman made a motion to enter Non-Public Session under RSA 91-A:3 II(a) for personnel evaluation; the motion was seconded by Mr. Clukey. Roll Call Vote: Mrs. Silverman - yes, Mr. Clukey - yes, Mrs. Knight - yes.
Vote Taken: Mr. Clukey made a motion to give Chris a merit raise to Step 3 six months early. He will be another raise in November 2005. Mrs. Silverman seconded and the motion passed 3-0.
At 8:45pm Mrs. Silverman made a motion to leave Non-Public Session under RSA 91-A:II(a); the motion was seconded by Mrs. Knight. Roll Call Vote: Mrs. Silverman – yes, Mrs. Knight – yes, Mr. Clukey – yes.
*** REVIEW AND SIGN WETLAND APPLICATION FOR BOAT RAMP REPAIRS
Mrs. Knight made a motion to sign the application. Mrs. Silverman seconded and the motion passed 3-0.
*** REVIEW LEASE AGREEMENT FOR BACKHOE
The board would like to have the agreement reviewed by Attorney Prigge. Mrs. Knight made a motion to approve the agreement subject to a favorable report from Mr. Prigge. Mrs. Silverman seconded and the motion passed 3-0.
*** MEETING AT KEENE PUBLIC LIBRARY JULY 20TH 5:30PM
· Small pox vaccination plan – Mrs. Thompson will attend.
*** LETTER FROM FITZWILLIAM COMMUNITY CHURCH
· Annual flea market – Mrs. Thompson will find out exactly where on Templeton Turnpike they want to close it off.
*** PHONE CALL FROM FISH AND GAME – State of NH Fish and Game Department would like the selectmen to negotiate some sort of easement or get a deed for the property from the Korjeff’s. Then they would like to make a deal with the town. Mrs. Silverman said we are not interested in doing this. The town voted not to give the State an easement or turn the property over to the state. Mrs. Thompson will write a letter for the board to sign.
*** COMPLAINT FROM ANN LAFOND
· Fence at 35 Robbins Road - Mrs. Lafond is complaining about the chainlink fence at the Churchill’s property. She says that it is unsightly and she can’t understand how a fence like this was approved in the Historic District. The approval from the Historic District Commission was for a “dark colored” fence. The board would like Mrs. Thompson to write a letter to Mr. and Mrs. Churchill stating that that they have not constructed the fence not in keeping with the Historic District Commission approval and ask what their plans are to paint the fence a dark color. If they are not planning on painting it they need to go back to the
Historic District Commission.
*** COMPLAINT AND CODE ENFORCEMENT REPORT
· Trailer dumping gray water on the ground - The board would like Mrs. Thompson to write letter to the property owneR stating the RSA that they are violating and telling them that gray water needs to be handled in accordance with state regulations. They would like the police to hand deliver the letter.
*** LETTER FROM MR. HADSELL
· Parking for the Antique Sale - Mrs. Thompson will write a letter to Mr. Hadsell stating that we see he has copied Chief Newton and he must make all arrangements regarding parking and enforcement directly with the police. We will make arrangements to mow the section of the field for parking.
*** REPORT OF CODE ENFORCEMENT OFFICER
· Trailer at Woodbrook - This trailer is a hazardous building and we must deal with it under RSA 155:E . The board would like to engage Attorney Tom Mullins to handle this. Mrs. Thompson will write a letter to Woodbrook letting them know that we are going to be working on this.
*** CHARITABLE EXEMPTION APPLICATION
· Homestead Veterans Hospice - Since they didn’t own the property as of April 1, 2003 they do not qualify for the charitable exemption for the tax year 2003. Mrs. Knight made a motion to deny their application. Mrs. Silverman seconded and the motion passed 3-0. Mrs. Knight made motion to allow them to late file for the tax year 2004. We will require that the application be filed no later than August 1st. Mrs. Silverman seconded and the motion passed 3-0.
*** DISCRETIONARY PRESERVATION EASEMENT APPLICATIONS
The board will discuss these applications next week.
*** RAFFLE PERMIT FOR SNOW MOLES – The selectmen signed the permit.
*** TECHNICAL INFORMATION RELEASE FROM DRA – The board reviewed this bulletin.
*** BANNERS AND SIGNS – The selectmen would like this to be placed on the agenda for next week.
*** AUGUST 28TH – FUN FAIR STARTS AT 5:30PM
*** APPROVE 2 FIREWORKS APPLICATIONS – The selectmen approved both fireworks permits.
