BOARD MEETING MINUTES
August 18, 2004
Selectmen Present: Mrs. Silverman, Mrs. Knight and Mr. Clukey
Mrs. Silverman convened the meeting at 7:00pm.
PRIMARY:
7:15 MEET WITH CARMEN YON, RE; RECYCLING COMMITTEE: Mr. Yon stated that the biggest problem is trying to get members to attend the meetings. They visited the town landfill. They have made some assignments for members to complete. They have been discussing creating an expendable trust from the recycling fees. Mrs. Silverman questioned if they have been able to determine how many people are using the facility. Mr. Yon stated that they are drawing up a survey, which they will insert in the newsletter. Mr. Yon questioned how they would fund this. Mrs. Silverman stated that this could be paid for from the Transfer Station budget. They hope to
get an estimate of usage. They are going to survey other towns to obtain their price lists. They are putting out monthly information through the newsletter.
7:45pm MEET WITH FIREWARDS AND ROAD AGENT, GENE CUOMO: Wendy Carney, Edwin Mattson, William Prigge, Nancy Carney and Gene Cuomo met with the board. Mrs. Silverman stated that the sprinkler project is nearing completion. We need to set up an access and maintenance program for this. Mr. Mattson stated that the pump testing should be done by the highway department on a weekly basis. They will have a checklist of the items to be checked. The yearly testing should be hired out to a sprinkler company. Mrs. Silverman stated that they are also concerned with the pump being shut of if the hydrant is used. Mr. Mattson stated that a key should be put in the Knox box for the pump house. Mr. Cuomo questioned if they get a
low temperature reading who does mutual aid contact. Nancy Carney stated that she feels this should go to the Highway Department. All other alarms will be directed to the Fire Department. Mr. Cuomo stated that there is a problem with the drain on the library. There is a possibility of this freezing if it is not properly drained. Ms. Carney stated that she feels that we should have a sign near the fire hydrant stating Fire Department use only. We will also have to mark a no parking area in front of the hydrant. We will contact mutual aid after the 24th to determine what alarms will be sent to mutual aid.
Mrs. Knight stated that the Police Department has not submitted any paperwork for the CIP plan. They do not have anything for the public safety building yet for CIP. Nancy Carney stated that she spoke with Paula Thompson with regard to this, and she was not sure if they or the board would be submitting this since it is a town building. Mrs. Knight stated that she feels that Firewards and Chief Newton should submit this information.
*** LETTER FROM JOESPH PAGANO: The board discussed this letter. They will need more clarification as to what Mr. Pagano is proposing to do, creating an additional lot, or build on this existing lot.
*** REVIEW COMMUNITY UPDATE – TROY MILLS: Reviewed
*** REVIEW MEMO – TURTLE ROCK RESCUE: Mr. Eaton is questioning if they have a permit for a trailer. We will have Warren look into this.
*** DISCUSS HEATING FUEL BIDS
Re: Diesel Fuel: Webber is only able to deliver to an existing tank, which we only have at the Highway Department. Mrs. Thompson is recommending keeping the diesel bid with Roy Brothers since we have existing cards for access. Mr. Clukey moved to award the diesel fuel bid to Roy Brothers, the motion was seconded by Mrs. Knight. The motion passed 3-0.
*** DISCUSS DILAPITATED TRAILER AT WOODBROOK: Tom Mullins stated that we
can write a letter to Woodbrook stating that they have our permission to remove this building, as soon as the building is removed, we will remove the lien from the building.
*** REPORT OF MEETING LAST NIGHT REGARDING JASON HILL: Mrs. Silverman stated that in reviewing the minutes, the RSA, and the Planning Board minutes, Crane Road is an easement which does not qualify as an access for creating lot. Mr. Hill would have to get access from Rt. 12 to create a lot. Mr. Hill questioned if he put the driveway in on Rt. 12 could he still use his driveway as access to the lot. Mrs. Silverman stated that the problem is access. Mrs. Knight stated that the board is requiring that they have adequate access from Rt. 12. We cannot deny him building a road from his property to access this. Mrs. Knight stated that the next step is to contact the State with regard
to access from Rt. 12.
*** REPORT OF DISCUSSION WITH PAUL HARRINGTON, Re: CATHOLIC CHURCH: Mr. Harrington stated that since they have a buyer for this property now, then cannot hold off until March.
*** DISCUSS BILLING OF SPECIAL DETAIL: Mrs. Marcou came in questioning a bill she received for Special Detail. She had contacted Chief Newton to request an officer be present while her husband moved out of the house. She was never told that she would be billed for a special detail officer, if she had, she would not have had the officer there, she would have taken care of this herself. We will write a letter to Chief Newton stating that he will have to absorb the cost of this special detail, she should have been notified. The board would like to meet with him to discuss the issue of special detail.
**** Mrs. Knight will out of town next Wednesday.
*** HOLMAN ROAD: Mr. Cuomo stated that the State says they no longer have the funding to change the intersection with Rt. 119. He spoke with someone and he can change this intersection but would need to plug a pipe. He spoke with someone at the State and is waiting for an answer. He is scheduled for the first week of September to pave.
*** Mrs. Holmes has been questioning why we are not taking the humps down on Richmond Road, which we are not planning to do, he will talk to her.
*** The rear end is cracked in the 1987 International. Mr. Cuomo has found a used one, which they are trying to repair. He hopes he can keep this together until town meeting. Mr. Cuomo feels that he should swap the truck for the backhoe on the CIP plan. Mr. Cuomo stated that Harry Damon will not be plowing for the town. He is considering hiring someone with a one ton truck to do the smaller routes.
*** Baird Paving was paving Margo Best’s driveway. He had them pave from the driveway to the road, since it is very difficult to grade this section of the road.
*** CEMETERY: Mike Grab went to see him with regard to the road. Mrs. Silverman feels that we need to have another meeting with the commissioners, Mr. Dunton and Mr. Cuomo to discuss this.
