BOARD MEETING MINUTES
September 8, 2004
Selectmen Present: Mrs. Silverman, Mrs. Knight, and Mr. Clukey
Mrs. Silverman convened the meeting at 7:00pm.
PRIMARY:
*** DISCUSS WATER TEST AT PUBLIC SAFETY BUILDING: The water test we had
completed shows a very high amount of Chloride. Mrs. Silverman feels that we need to
flush the system out and then take a test of the water. Gene Cuomo is going to look into
whether we can have the water tested locally, it took one month to get the results back
from the State. Mr. Clukey suggested contacting the City of Keene, Donna Trask to see
if they can do this testing.
Mrs. Knight stated that we need to look into if they plan to replace the furnace in the Public Safety Building. If they are, she feels that we may need to put this in the CIP Plan.
*** DISCUSS LETTER FROM VERIZON: This is a letter notifying us of an impending claim for breaking the telephone line when digging for the well. Mrs. Thompson spoke with someone at Verizon who stated that this bill can be anywhere between $780 and $3000. Mrs. Silverman stated that she would like a detailed work order for this along with the cost.
*** PLANNING BOARD MEMOS
Determination of zoning district for Hill property: The Planning Board determined that this would be considered rural
Request to meet with BOS to review/discuss update of information Southwest Region Planning Commission has for the town: The board will schedule a meeting for September 29.
*** NON-PUBLIC SESSION – DISCUSS GENERAL ASSISTANCE REQUEST:
At 7:37 PM, Mr. Clukey made a motion to go into Non-Public Session
under RSA 91 A:3 II (e). Mrs. Knight seconded the motion. The
motion passed 3-0. Roll Call Vote; Mr. Clukey – yes, Mrs. Knight –
yes, Mrs. Silverman - yes.
At 8:45 pm. Mr. Clukey made a motion to go out of Non-Public Session
under RSA 91 A:3 II (e). Mrs. Knight seconded the motion. The
motion passed 3-0.
*** DISCUSS CONSTRUCTION OF NEW BUILDING REPLACING PREVIOUS NON-CONFORMING STRUCTURE: In the past we have allowed to replace in the same footprint. Can they make any changes to this as in bigger, but less non-conforming? Mrs. Silverman stated that this cannot be made bigger. Mrs. Silverman stated that you can replace in kind. The building can be smaller. Reading the ordinance for non-conforming is not clear. Mrs. Knight feels that we should suggest to the Planning Board this change to just read reconstruct.
*** LETTER FROM SUPERVISORS OF THE CHECKLIST REGARDING PAY FOR
ELECTION: They are stating that they are willing to receive a payment of a lesser amount for the Water District meeting. The board will send a memo stating that the board feels that this is their decision and they can set the fee at what they feel is fair. The board would also like to thank them for letting us know.
*** REVIEW LETTER FROM HAMPSHIRE FIRE PROTECTION: Mrs. Silverman feels that we should have something in writing as to what happens in the case of a problem. Mrs. Thompson stated that Mutual Aid has a call list as well as the people on this list. Mrs. Thompson will draft a document to distribute of who is in charge of what. Each department should then draw up their own SOP.
*** TA REQUEST FOR VACATION DAYS : Mrs. Thompson is requesting December 22 & 23 for a vacation days. The board approved this request.
*** REVIEW COORESPONDANCE FROM ATTORNEY PRIGGE: Reviewed
*** REVIEW WEEKLY POLICE REPORT: Reviewed
*** HOUSE # 119: The owner of the property on Rt. 119 with many tents has requested a house number. Mrs. Silverman feels that he should apply for a building permit.
*** SWEENEY PROPERTY – TEMPLETON TURNPIKE. Mr. Clukey stated that there are many animals on this property, that are often unattended. Mr. Clukey will speak with Chief Newton and the Animal Control Officer Thursday with regard to this situation.
*** SPECIAL DETAIL: Mrs. Hadsell stopped in with regard to Special Detail. Chief Newton was the officer on duty that day, Kenny Whicker was assigned special detail. Around 8:00-8:30 the Hadsell’s went to Chief Newton and stated that they did not need a Special Detail Officer since cones were not put up. Chief Newton told them that it was okay he had money in his budget for this detail. Mrs. Silverman stated that if a Special Detail Officer is requested, then the party requesting this is responsible
*** PUBLIC SAFETY BUILDING: Mrs. Silverman stated that the police and the fire department need to present this project. She does not feel that this is up to the Board of Selectmen. Mrs. Knight feels that if they wish to pursue this, we need to meet with them and state that they need to present facts and figures for this project.
