Selectmen's Meeting Minutes 10/20/04
BOARD MEETING MINUTES
October 20, 2004
Selectmen Present:   Mr. Clukey, and Mrs. Knight
Selectmen absent:  Mrs. Silverman

Mrs. Knight convened the meeting at 7:00pm.  

PRIMARY:

7:30    MEET WITH BRUCE NEWTON:  Mrs. Thompson stated that Mr. Young was in last Wednesday with regard to speeding on Holman Road.  She told him to see Chief Newton with regard to this matter.  He wanted the speed limit reduced around his house.  Chief Newton stated that the speed limit there is reduced to 25 mph.  Chief Newton stated that the speed board is working to a degree.  Cory wrote 4 tickets last week on Rt. 119 he was parked down the street from the board and wrote tickets to four people who were over 15 miles over the speed limit.  Chief Newton stated that the Highway Department did a good job constructing this trailer.

                     Angier Road:  Mrs. Thompson spoke with John Salvanti at Social Services in follow up to Cory and Lenny’s memo.  He stated that the people he placed there will be placed in different locations as of the first of the month.   

                      Cruiser:  Mrs. Knight questioned if Chief Newton did anything with regard to a memo to Cory Tommila with regard to the damage done to the cruiser.  Chief Newton stated that he did not feel that it warranted a memo.  It was an accident.  Mrs. Knight stated that the board felt that it would not have been a reprimand, she felt that he should have discussed the options he could have taken.  Chief Newton stated that he does not feel he demonstrated poor judgement.  Mrs. Knight stated that Chief Newton is his supervisor and it is his decision.  Mrs. Knight stated that Chief Newton should have notified his feelings to the board with regard to this matter.   Mrs. Knight stated that in the future Chief Newton needs to respond to the board in these situations.
 
                      Chief Newton stated that the number of DWI arrest are up considerably this year.  

                      Sweeney:  Chief Newton questioned if we had anything going on.  We have issued a permit of demolition of the mobile home.  This is contingent upon removing all debris within two weeks of the issuance of the permit.  Chief Newton stated that it has been borderline of how the animals on this property are being taken care of.  They are trying to keep track of the situation, it is borderline.  

                      Budget:  Mr. Clukey questioned were the addition stands.  Chief Newton stated that he has not had any discussions with the Fire Department with regard to this matter.  Mrs. Knight stated that there are still unanswered questions with regard to septic and sight work.  

                       Chief Newton stated that the Jeep is at Tim Austin’s.  There is a burning smell.   He   
                       would like him to go through this and let us know what this needs to decide if we
                       should repair this.  Chief Newton stated that he would like to purchase an SUV this
                       year.  He would pass the cruiser to Animal Control.  We would be down to one SUV
                       and one cruiser.   

                      Chief Newton would like to put replacing the carpet at the Public Safety Building in the budget again this year.  This would be in the General Government Building Budget.  Mrs. Thompson stated that one thing we did budget for this year, was the air conditioning.  Chief Newton stated that he was not aware that this was under General Government Building Budget, he thought this was under his budget.  Mrs. Thompson stated that Home Depot has them very inexpensive right now.  Chief Newton should do this project this year.                                                     

***     DISCUSS EVALUATION FORMS:  Mrs. Thompson has drawn up an evaluation form based upon the one that the Town of Jaffrey uses which she would like to use for the evaluation forms this year.   Mrs. Knight stated that the supervisor position they are given the option of not completing the number section.  Mr. Clukey stated that the questions asked on these forms seem to be geared more towards a supervisor.  Mr. Clukey stated that in Keene he would give the employees a form similar to our old form for the employee to complete and then he would complete the form.  He would like to add the number part to the employee portion.  Mr. Clukey moved to adopt these forms with the addition of the number portion, Mrs. Knight seconded the motion passed 2-0.    

***     REVIEW CERTIFICATE TO JANE WRIGHT FOR 35 YEARS AS TOWN CLERK IN FITZWILLIAM:  The board will send a letter congratulating Mrs. Wright for her service.

***     NON-PUBLIC SESSION:  PERSONNEL ISSUE:
                         At 7:24 PM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (e). Mrs. Knight seconded the motion. The  
                        motion passed 3-0.  Roll  Call Vote;   Mr. Clukey – yes, Mrs. Knight –
                        yes, Mrs. Silverman - yes.
                         At 7:32 pm. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (e). Mrs. Knight seconded the motion. The
                        motion passed 3-0.

***     DISCUSS WELL AT PUBLIC SAFETY BUILDING:  Mrs. Thompson spoke with Green Mountain Well Drilling.  They recommend that we run this water for a week.  There may be a pocket of contamination that we can flush out.  Mrs. Thompson spoke with Ms. Carney they will start to run a hose tomorrow.

***     NEWSLETTER ARTICLES:  A notice with regard to the mailbox policy will be included.  Mrs. Thompson will draft an article with regard to the tax rate.  The school still has not submitted their figures.  She will note that the rate will increase on the school portion but we do not have the exact figure.  We will anticipate that the bills will be mailed in November, you will have 30 days from the date of mailing to make payment.   Mrs. Thompson will submit the budget schedule as well as the holiday schedule.  She will write an article with regard to the sprinkler system.          

***     EVENT AT TROY MILLS LANDFILL ON FRIDAY:  They are holding a conference at 3:00 on Friday.    They would like the Selectmen to attend.  Mrs. Knight and Mr. Clukey will try to attend this.  Mr. Clukey will confirm Friday morning.   

***     DISCUSS MAILBOX POLICY:  Mr. Cuomo submitted the attached policy with regard to mailboxes.  Mrs. Knight moved to adopt this, Mr. Clukey seconded.   The motion passed 2-0

***     TA TO ATTEND LGC BENEFITS WORKSHOP IN CONCORD TOMORROW:  

***     LGC 2004 ANNUAL CONFERENCE:  Mrs. Thompson, Mrs. Favreau and Mr. Cuomo will attend this on Wednesday November 3, 2004.    

***     2005 BUDGET :  Mrs. Knight will get Mrs. Thompson copies of the CIP plan that they will work on this week.
***                 We have been charging $25 for bounced checks that come back the second time.  Ms. Carney stated that she has gotten a couple that they have been charged $30.  Mrs. Thompson will contact Mrs. Wright to determine why they were charged $30.  The board feels that we need to have a standard operating procedure with regard to this charge.     

***                 SOCCER PROGRAM:   The recreation department is putting up a concession stand at the soccer field.  They have gotten most things donated including the shed.  They will have to pay Mark Clark for the electrical work.    Mrs. Thompson feels that the board needs to accept this donation since it will be town property.  Mr. Clukey moved to accept the donation of the shed and any other equipment, Mrs. Knight seconded.  The motion passed 2-0.
