BOARD MEETING MINUTES
December 1, 2004
Selectmen Present: Mrs. Silverman, Mr. Clukey, and Mrs. Knight
Mrs. Silverman convened the meeting at 7:00pm.
PRIMARY:
7:00pm MEET WITH GENE CUOMO, ROAD AGENT
· Discuss bridge at end of Templeton Trnpk: This culvert was installed in 1988. The State is recommending closing this bridge, which we cannot do since there is a house past this bridge. Mr. Cuomo would like to contact the State to discuss this matter. We will post this bridge cars only. Mr. Cuomo stated that the water flow is very strong through this culvert. He is going to have to somehow stop the flow of water and he may be able to do a temporary fix. Mr. Clukey stated he feels that we should close this bridge. Mrs. Silverman feels that we need to write a letter to the individuals who own the property past this bridge and let
them know we are looking into this problem. Mr. Cuomo stated that most of the traffic on this bridge is coming from Massachusetts. He stated that we can close this road on the Mass line. Mr. Cuomo will contact the Road Agent in Royalston to discuss this matter. Mrs. Silverman stated that she would like to send a letter to the Royalston Selectmen and state that we are closing this road. Mrs. Thompson reviewed Bernie Waugh’s book A Hard Road to Travel. It states that once we are noticed we must take immediate action. The board feels that we need to close this bridge tomorrow. We will notify the landowner.
7:15 MEET WITH JANE WRIGHT, TAX COLLECTOR
· Discuss budget: Mrs. Wright stated that her software budget is down from last year. She budgeted $1464 and only spent $443, the cost for e-reg was much less then she expected. Mrs. Wright stated that she budgeted $500 under this line this year for the MAP program. Mrs. Wright stated that she budgeted $1500 under Special Projects this is for vital records books. She has budgeted $1675 for next year. Mrs. Wright stated that she budgeted for mileage but did not spend any this year, she rode with someone else to the conference this year.
Mrs. Silverman questioned the lien process with regard to the Inn. Mrs. Wright stated that she liens at the end of March of the following year. She legally has to lien by September 30. Mrs. Silverman questioned if she could hold off on this property for lien. Mrs. Wright stated that she could not since this would not be fair to the other properties.
7:30 MEET WITH ZBA
· Discuss budget: There were no ZBA members present. The board reviewed their budget.

7:50 MEET WITH PLANNING BOARD
· Discuss budget: Mrs. Thompson spoke with Mark Broth through the employment hot line. He stated that we would need to pay her through payroll. We would have to draw up an agreement for employment. The board discussed lowering the salary figure to $23,000 for Planning Board since the new individual would be starting at a lower rate of pay.
8:15 MEET WITH GUS SAC
Discuss property taxes: Gus Sac, Pauline Sorter and Bill Sorter met with the board. Mrs. Sorter stated that she paid last years tax bill and was told that the taxes for this year would be double of this amount. Mrs. Knight stated that the tax rate went from $28.89 to $33.40. Mr. Sac stated that they had to borrow the money to pay last years taxes. They are not able to pay the taxes for this year there has been a large increase. Mrs. Silverman stated that we cannot change the assessment on this property. Our only option is to issue a hardship abatement. This would need to be discussed as a board. Mrs. Sorter stated that they could not sell this property with liens against it. They are asking that the town give them any relief that they can.
*** DISCUSS HEALTH, PROPERTY INSURANCE AND WORKERS COMPENSATION:
Mrs. Thompson is going to check with Primex to make sure if we switch our Workers Compensation to NHMA if we can still carry unemployment through Primex. If we can, then we will switch the Workers Compensation to NHMA.
*** DISCUSS LETTER FROM PUC: This is a fine for not contacting Dig Safe. Mrs. Silverman feels that we need to write a letter with regard to this matter and ask for relief.
Mrs. Thompson stated that on this fine there are specific written guidelines for objecting to this.
*** FIRE DEPARTMENT DOING TRAINING WITH “BURN TRAILER”: This will be used for training December 2 through December 6..
*** 2005 BUDGET – CAPITAL PROJECTS :
*** MCGARRY PROPERTY: The board would like Warren Hall to get a picture of this property and determine how many unregistered vehicles are on this property. If the limit exceeds the number allowed, then they would like to pursue this matter.

There being no further business, at 9:10 PM Mr. Clukey made a motion to adjourn. Mrs. Knight seconded and the motion passed 3-0.
