Selectmen's Meeting Minutes 12/29/04
BOARD MEETING MINUTES
December 29, 2004
Selectmen Present:   Mrs. Silverman, Mr. Clukey, and Mrs. Knight

Mrs. Silverman convened the meeting at 7:00pm.  

PRIMARY:

7:15            MEET WITH CEMETERY COMMISSIONERS – 2005 BUDGET:  Mike Grab stated that
                      they are concerned with personnel for next year.  They feel that Mr. Dunton is having a
           hard time completing some of the tasks in his position.  Mr. Grab suggested changing  
           the job description for the Sexton.    Mrs. Silverman stated that she does not like to
           change job descriptions to fit the person.   She suggested hiring a working supervisor.  
           She suggested having the Selectmen interview the personnel.  Mrs. Knight suggested          
           having the commissioners advertise for this position and interviewing for this position
           along with Mr. Dunton.   Mrs. Silverman feels that we need to write a letter stating that
           we have had numerous complaints with regard to cemetery workers, we will be
           advertising for a supervisor for next year and hiring for that position.  

            Mr. Grab stated that he and John Grier would like to investigate the purchase of
            tractors.            

***     DISCUSS MEETING SCHEDULE FOR BOARD OF SELECTMEN:  The board will meet on Wednesday mornings at 9:30 starting January 26, 2004 until March 2, 2004.    

***     DISCUSS LETTER FROM VILLAGE WATER COMMISSIONERS:  The board will allow them to store the generator at the Town Hall.  All gas will need to be drained from the generator prior to storing this in the cellar.  

***     DISCUSS LETTER REGARDING WINTER PARKING BAN:   Mrs. Silverman stated that she viewed this property and has seen vehicles parked on this road as discussed in this letter.  Mrs. Silverman stated that there is no need for this, there is ample parking space in the driveway.  Mrs. Silverman feels that we need to write to residents that are on this road and notify them of the winter parking ban and state that we will enforce this.  We will need to contact Chief Newton and state that he needs to enforce this.  The first time will be a ticket, the second time the vehicle will be towed.  Mr. Cuomo will be instructed to contact Chief Newton when he views an illegal vehicle.  We will memo Chief Newton with regard to this matter.  An article will be in the newsletter with regard to this.  

***     LETTER FROM PRIMEX REGARDING WORKERS COMPENSATION:  Reviewed.  We sent them a letter stating that we will be renewing for an additional year, but feel that they we not very helpful in this process.   

***     REVIEW LETTER WITH CHECK FROM STATE OF NH:  Reviewed

***     REVIEW INVOICE FOR NHMA DUES:  Mrs. Silverman moved to approve, Mrs. Knight seconded, the motion passed 3-0.

***     DISCUSS RENTAL OF TOWN HALL APPLICATION:  This is for the Recreation Department for a Contra Dance on March 19, 2005.     We will write on this approval that they will need to move the benches and put them back again.  

***     LETTER FROM UNH REGARDING GENE CUOMO’S STATUS OF SENIOR ROAD SCHOLAR:    Reviewed.  A letter of congratulations will be sent to Mr. Cuomo.

***     REVIEW PROPOSED WARRANT ARTICLE FOR MRSD SAU BUDGET:  Reviewed

***     REVIEW REQUEST FROM POLICE CHIEF FOR CARPET WARRANT ARTICLE:  Mrs. Knight suggested passing this along to the Budget Committee and let them decide where we should put this.   The board discussed including this in the warrant article for building maintenance.  Mrs. Knight stated that we included $10000 in this account for the Public Safety Building.    We will use $3000 out of this for the carpeting.  

***     REVIEW PUBLIC INFO FORUM JANUARY 26TH :  We will send a copy of this to HFEDA.  Mr. Clukey may attend this.  

***     REVIEW 2004 EXPENDITURES:
·       CARRY FORWARDS:
                                            Road Maintenance Projects: $42,381.39
                                            Town Hall Steeple Painting: $23,000
                                             Cemetery Expansion:  $1543.58
                                   Master Plan:  $800.00
Mrs. Knight made a motion to carry forward the above accounts into 2005.  Mrs. Silverman seconded and the motion passed 3-0.
·       TRANSFERS BETWEEN DEPARTMENT ACCOUNTS
                                            Transfer Station $21.26
                                             Animal Control $598.14
                                             Public Safety Building $3200.06
                     Mrs. Knight moved to transfer this money (total of $3,819.46) from the TAN account line into each of the three listed above accounts in the stated amounts.  Mr. Clukey seconded and the motion passed 3-0.  

***                  Mrs. Thompson stated that there is around $30,000 unexpended in the Highway Budget for this year. Mrs. Knight moved to instruct Mr. Cuomo to purchase a vehicle for the Highway Department Thursday, Mr. Clukey seconded, the motion passed 3-0.
