Selectmen's Meeting Minutes 03/02/05
BOARD MEETING MINUTES
March 2, 2005

Selectmen Present:   Mrs. Silverman and Mr. Clukey
Selectmen Absent:  Mrs. Knight

Mrs. Silverman convened the meeting at 9:00am.  


PRIMARY:

9:30              CAROLYN EDWARDS:  Mrs. Edwards met with the board to discuss her sign.  The
                     board discussed the sign applciation Mrs. Edwards submitted.   They discussed that if
                     they allow her this sign, no other business in the building will be allowed to have a sign
                     on the building.  The board would like to make sure Mrs. Edwards makes Mr. Rettig
                     aware of this.  Mrs. Edwards stated that Mr. Rettig received approval from the Planning
                     Board for two business identifier signs one on Rt. 12 and one on Rt. 119  

9:45am  MEET WITH LYNNE ERCOLINI:

10:00   MEET WITH CORTNEY DAVIS
                Question regarding building permit for new home:  Mr. Davis stated that he owns a property with ten acres which currently has a mobile home on it.  He would like to construct a house on this property while living in the mobile home, he expects this to take 6 months.   Mrs. Silverman stated that the problem is that we do not allow two buildings on a lot.    Mr. Davis stated that when he purchased the property there was an existing septic system on the lot and he was planning on building.  Mr. Parker fought with him and he had to install a new system, therefore he had to put a mobile home on the lot.   Mrs. Silverman stated that the problem lies in that when the house is built there is no guarantee that he would remove the trailer.  Mrs. Silverman stated that they could appeal the board’s decision to the ZBA.        

10:20   MEET WITH RANDY BLODGETT
                Questions regarding G. Patton’s property :  Mr. Blodgett  stated that he is interested in purchasing this property only if it can be rebuild.  He would like to rebuild in the same footprint.  Mrs. Silverman stated that she understands that the State determined that this is an abandoned structure, therefore there is no non-conforming structure.  Mr. Blodgett stated that it is his understanding that the building has to be condemend or willfully abandoned.  Mr. Blodgett would like the board to look into this.  Mrs. Silverman stated that the board will look into this. Mr. Blodgett questioned if a second story is considered an extension to non-conforming.  Mrs. Silverman stated that at the ZBA they determined that expansion of a second story is not allowed.         


10:30   MEET WITH MARK SWEENEY
                Non-Public Session – employment interview:
                            At 10:30 AM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The  
                        motion passed 2-0.  Roll  Call Vote;   Mr. Clukey – yes, Mrs. Silverman - yes.
                         At 10:40 AM. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The
                        motion passed 2-0.

10:45   MEET WITH ED CYNEWSKI
                Non-Public Session – employment interview:
                           At 10:52 AM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The  
                        motion passed 2-0.  Roll  Call Vote;   Mr. Clukey – yes, Mrs. Silverman - yes.
                         At 11:10 AM. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The
                        motion passed 2-0.

11:00   MEET WITH RESIDENT TO DISCUSS HARDSHIP ABATEMENT:
                          At 11:15 AM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The  
                        motion passed 2-0.  Roll  Call Vote;   Mr. Clukey – yes, Mrs. Silverman - yes.
                         At 11:30 AM. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The
                        motion passed 2-0.

                           At 12:10 AM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The  
                        motion passed 2-0.  Roll  Call Vote;   Mr. Clukey – yes, Mrs. Silverman - yes.
                         At 12:15 AM. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The
                        motion passed 2-0.

11:35            SKIP HAGSTROM:   Mr. Hagstrom stated that he met with the Planning Board last evening.    The Mays would like to subdivide a lot off of their property.  They only have 50’ along a class V road for the new lot.  For an existing lot we would allow a permit if they could get a driveway in.  The problem is creating a new lot without the required road frontage.  

                      Mrs. Silverman stated that it is not up to the Board of Selectmen to determine if the lot is sub-dividable.  It is a determination of the Planning Board whether or not the lot meets the requirement.  The Planning Board cannot grant a subdivision for a non-buildable lot.  Mrs. Silverman stated that we would not consider road frontage on a Class VI road as road frontage for the subdivision.                                    

***                  DRUGG BUILDING PERMIT:   Mrs. Drugg has submitted a building permit to demolish an existing struture and rebuild on Laurel Lake.   The board would like the Code Enforcement to verify existing data.   As long as the house is reconstructed in the exact footprint, it is okay to rebuild.  


***     REVIEW THANK YOU LETTER FROM RESIDENTS:

***     DISCUSS DRAFT OF CLASS VI ROAD POLICY:  Mrs. Silverman reviewed this information. Under RSA 645:41 we have the ability to extend the class V road.  She does not feel that we should do this.  She feels that our policy should state that we do not give building permits on Class VI roads.  The Class V road ends were the GPS point is indicated.    Mrs. Silverman would like to adopt this road policy.  Mrs. Silverman moved to adopt the Class VI road Policy as drafted, Mrs. Clukey seconded, the motion passed 2-0.

***     DISCUSS ELLIOT INSTITUTE APPOINTMENT, AUDIT AND CHANGING CHARTER:

***     NON-PUBLIC SESSION – EMPLOYEE EVALUATION:  Mrs. Silverman would like to wait until Mrs. Knight is present.
                           
***     REVIEW COPY OF MEMOS TO DEPT WITH WARRANT ARTICLES:  Reviewed

***     LETTER FROM SUPERVISORS OF THE CHECKLIST REGARDING VOTING CARDS:  Mrs. Silverman stated she does not know how we would discuss this at Town Meeting.   

***     VETERANS CREDIT APPLICATION:

***     LETTER FROM STATE OF NH REGARDING JOINING NATIONAL ASSOCIATION OF STATE AGENCIES FOR SURPLUS PROPERTY:

***     MONADNOCK SCHOOL DISTRICT BULLETIN:  Reviewed

***     WEBSITE STATISTICS FOR DECEMBER:

***     POLICE REPORT:  Reviewed

***     DECIDE ATTENDENCE FOR SWRPC DINNER MARCH 15TH:  
                      Mr. Clukey stated that he would attend this if the new incoming Selectmen represents the board on the Planning Board.  

***                 CIP:   Mrs. Thompson asked Mrs. Silverman if she is interested in serving on this committee.   She stated that she is, but she cannot attend any meetings until May.
