BOARD OF SELECTMEN MEETING MINUTES
June 1, 2005
PRIMARY:
7:15 MEET WITH MEMBERS OF HFEDA – VISITOR CENTER
Barbara Green and Frank Bequeart were present. HFEDA has had a literature rack at the Casey J’s building for the last few years but now that the building has undergone a renovation, they will no longer be able to have it there. They came tonight to ask if the town still had interest in establishing a visitor center. They had remembered that a few years ago the selectmen had talked about having a gazebo somewhere on Rte. 12. In general, the selectmen think a visitor center is a good idea. Barbara Green said that Richard Reddig told her he would be open to having it on his property. There is a question about if he would ask the town for a lease for the area that the gazebo is located and some question about whether or not money would be involved. Mrs. Green said that she would talk to Mr. Reddig about a possible location and
if a lease would be required. She suggested that perhaps a prefabricated gazebo would be a low cost way to go. She will check on this. Mrs. Green asked if there were money to fund a project like this this year. Mrs. Knight said that there wasn’t any money appropriated this year for such a project and it would have to budgeted for next year. Mrs. Knight suggested that maybe there was some interest in the community for a project like this and perhaps some individuals would be interested in paying for the construction costs or other costs associated with the project. Mrs. Thompson will find out what the deadline is to apply for the Transportation Enhancement Grant. Mrs. Knight would like some input from them as to the size they’d like. Mrs. Green will talk to Rich about a location, check out what pre-fabricated sheds/gazebos would cost and are like. She was initially thinking that the cost would be around $5,000 maximum. Margo suggested that at some point
it should be brought to the Planning Board.
7:30 MEET WITH CHIEF NEWTON
The selectmen and Bruce reviewed the most recent weekly log. The new cruiser is in and is ready to be picked up. We are getting $2,200 in trade for the 2000 Ford cruiser. Chief Newton asked if the selectmen would still like to trade this vehicle, sell it private sale or even keep it. The selectmen feel that we should go ahead with the original plan and trade it. Chief Newton will ask the dealership to fax the invoice so that a check can be written next week.
The deadline to apply for the full time patrolman position has past. Seven applications have been received of which two are certified FT, one is certified PT, the others have no certification including one without any experience at all. Chief Newton will be setting up interviews and it will probably be the end of June before he will have a recommendation for the selectmen.
Janice Murphy is in charge of the Historical Society Antique Show and Chief Newton will be meeting with her to work out the details of special detail officers.
There have been a few mailbox bashings on Templeton Turnpike, which were witnessed by a resident. The police were able to identify these people.
There were a couple of accidents that resulted in arrests.
8:15 MEET WITH EMERGENCY MANAGEMENT

Mrs. Knight said that we are happy to have this team. The selectmen have decided to ask if Nancy would be the director for this year. In the past year, Nancy has gone to a lot of the workshops, written grants, plans and manuals. Nancy said she would if the other two would agree to the appointment. Win asked what the roles would be of the other two members. Joan said that this would come out of their meeting as a committee. Mrs. Knight said that we are looking to get back into doing emergency drills and updating our emergency management plan. There are a lot of areas and a lot to be done and this can be divided among you. Nancy said the town applied for a grant to upgrade the emergency plan to add the terrorist and avian flu. She said it is also important that we do outreach in the community. Mrs. Burnham is a visiting nurse and
will be able to provide a lot of great input as to those in the community that may need more assistance in the event of an emergency. Nancy said that the more people who are involved in putting together the drills, the better it will be. With the hazard mitigation plan getting adopted within a couple of months we will be able to be eligible for grants again. Nancy stated that we have plans to update the EOC and find out what’s in place and what works. Mr. Wright has done a lot of work with the Red Cross and evacuation centers and will be a great resource in these areas. He will also be able to identify if there are other suitable evacuation areas and if they would work. Mrs. Burnham asked if there is networking with other towns? Nancy replied that there have been attempts in the past and EMS and fire do a lot of training with other towns. Just recently, we are seeing a lot more countywide meetings directing towns and cities on what to do. One of the problems is getting
money. We need to have a budget to have this money to match grants. Mrs. Knight said that now that we have a team in place they could work on developing a budget this year. Nancy said that the LEPC committee also needs to be updated.
*** RECOMMENDATIONS FROM CONSERVATION COMMISSION TO APPOINT/REAPPOINT MEMBERS
Mrs. Knight made a motion to appointment all those individuals recommended by the Conservation Commission. Mr. Clukey seconded and the motion passed 3-0.
*** RESIGNATION OF DONNA HILL FROM PLANNING BOARD
Joan moved to accept Mrs. Hill’s resignation from the Planning Board. Mrs. Best seconded and the motion passed 3-0. Mrs. Thompson will write a thank you letter for the selectmen to sign.
We will wait for Planning Board to make a recommendation as to who they would like to replace this vacancy.
*** DISCUSS REPORT FROM HEALTH OFFICER ON RT 119 W PROPERTY
Wendy Carney was denied access to this property by the landowner. We will contact Tom Mullens to obtain an administrative search warrant.
*** REPORT FROM DRA ON PHYSICAL DATA VERIFICATION
Out of the 37 properties that were audited, the DRA only noted one that had a data problem. The town had all the documentation to back up the assessment but the inspector did not agree.

Mrs. Best and Mr. Clukey would like to attend.

Mrs. Knight will attend and Mrs. Thompson may as well.
*** REVIEW MEMO FROM TOWN ADMINISTRATOR TO PLANNING BOARD
This is in regard to the Spicer subdivision and the issue that although the Planning Board approved the subdivision in March, they did not sign the plat at that time. Although the land use administrative assistant repeatedly requested that Mr. Spicer bring in the plat, it was not brought to the town offices until after April 1st.
