BOARD MEETING MINUTES
January 4, 2006

Chairman Joan Knight opened the meeting at 7:00 PM
PRIMARY:
7:00PM MEET WITH BARBARA RICHARDSON: Molly Kelly also met with the board. They questioned if there
were any issues in town. Mrs. Knight stated that a large issue has been taxation. Most people feel that
there has to be another way to pay for school taxes. Mrs. Thompson stated that it is going to start
affecting the town budgets more and more. Mrs. Kelly feels that they need to look at how important
education is. Mrs. Kelly feels that people are looking for a fair tax. Mrs. Knight stated that another issue
is health insurance. Mrs. Knight would also like another way for technology to reach outlying parts of the
State. Mrs. Kelly stated that she is considering running for representative. Mrs. Knight feels that a key
for representing is being available to people.
7:15 MEET WITH JIM BOURASSA: Mr. Bourassa stated that he uses this land for hunting,
snowmobiling and recreation. This is not a permanent residence. Mr. Bourassa stated that he
constructed this off the property. The new unit has a holding tank, he heats with a wood stove. The
unit has skirts on it. Mrs. Knight stated that it appears that this is capable of being used as a year round
structure. Mrs. Knight questioned how he accesses this. Mr. Bourassa stated that he uses the Class VI
road. Mrs. Thompson stated that this is a habitable structure, which she feels would need to go to the
ZBA. Mrs. Knight moved to deny this building permit, Mr. Clukey seconded. The motion passed 2-0.
Mr. Sweeney questioned how long this structure has been there. Mr. Bourassa stated that about one
and half years.

2 SPICER LOTS: $2000 an acre

*** 2006 BUDGET: The board reviewed the budget. Mrs. Knight questioned is we should take the money
out of the police department that was budgeted for Special Detail since we are setting up the revolving
account. We will reduce the police department budget to $268,212. Mrs. Thompson feels that it is a very
big expense for the GIS mapping in the Planning department.
