BOARD MEETING MINUTES
February 15, 2006


Selectmen Present:  Mrs. Silverman, Mrs. Knight  and Mr. Clukey

Mrs. Silverman convened the meeting at 7:00pm.  



PRIMARY:

***             REVIEW DRAFT OF ARTICLES FOR NEWSLETTER:    Reviewed

***             REVIEW ZBA NOTICE OF DECISION REGARDING GILBERT CASE:   The ZBA ruled that the Board of
                         Selectmen were incorrect in not giving a building permit and voted to refund the application fee. They
                         determined that a building permit be issued and an occupancy not issued until the trailer has been
                         removed.   Mrs. Silverman feels that we should send them a memo,  stating that we have denied this
                         request in the past and that this decision was based upon the ordinance, and the avenue for relief was an
                         appeal .  The decision they made basically tries to re-write the ordinance, which puts the board of
                         Selectmen in a hard position.
        
***             REVIEW LETTER FROM BTLA REQUESTING DOCUMENTS:  The office is gathering this
                         documentation.  Mrs. Thompson had a conversation with Jim Gibney with regard to his review of  the
                         assessments.  Most of the figures look really good really, waterfront property is under assessed based
                         upon the sales data.    

***             REVIEW GENE’S INTENERARY WHILE AWAY ON VACATION:  Reviewed    

***             CITIZEN’S BANK PAID TAX NOTE:  Reviewed

***             NHRS BULLETIN WITH ANTICIPATED INCREASES IN EMPLOYER RETIREMENT SHARE IN 2007:  
                         The amount the town will need to contribute is increasing by about 2% next year.  

***             REVIEW UNTIMELY FILED PETITION AND LETTER IN RESPONSE:  This is a petition to change the
                          Veterans Credit.  The deadline was the previous Monday.  Mrs. Thomspon has returned this petition with
                          a letter stating that it is not valid due to the deadline.

***             WORKSHOPS:
·       Planning and Zoning Conference – April 1, 2006
·       Orr and Reno reception – February 22, 2006
·       Southwest Region Planning Commission Winter meeting – March 7, 2006

***             2006 BUDGET AND WARRANT:  The cemetery article that they wanted to take out of the cemetery trust
                          is not allowed by DRA.  The trust funds can only be used for plots, they wanted to use this money for
                          fencing.   Mrs. Thompson spoke with Mike Grab with regard to this.  He does not want to include this.  
                         The Budget committee would have to meet to remove this from their budget.  Mrs. Thompson could not
                         get a hold of Skip Hagstrom or George Chapman.  The board will leave this article on the warrant.  The
                         commissioners can speak to this at town meeting.  

                          The second article is the article with regard to the assessment software.  Software cannot be purchased
                          
                          from capital reserve.  This has to be a separate article.     The board will explain at Town Meeting  that
                          DRA will not allow this to be purchased out of Capital Reserve and this money must be either raised by
                           taxes or taken out of surplus.     The board will meet with the Budget Committee to discuss these articles.

                           Mrs. Thompson was reading an article  how Swanzey has drawings at town meeting from donations
                           collected around town.  She asked if the board would be interested in doing something like this.  The
                           board would like to do this.                

***             NON-PUBLIC SESSION – LITIGATION  
                              At 8:10 PM, Mr. Clukey made a motion to go into Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The  
                        motion passed 3-0.  Roll  Call Vote;   Mr. Clukey – yes, Mrs. Knight – yes, Mrs.
                        Silverman –  yes.
                         At 8:25 PM. Mr. Clukey made a motion to go out of Non-Public Session
                        under RSA 91 A:3 II  (a). Mrs. Silverman seconded the motion. The motion passed 3-
                       0. Roll  Call Vote;   Mr. Clukey – yes, Mrs. Knight – yes, Mrs. Silverman –  yes.
