BOARD MEETING AGENDA
February 22, 2006
PRIMARY:

7:15            MEET WITH JASON FORTUNATO
TAX MAP 25 LOT 1-F  - REQUEST TO ABATE INTEREST AND FEES ON BACK TAXES
Mr. Fortunato has purchased this property from Robert White – it’s just the building as Mr. White owns the land. The town started assessing Mr. White for this building in 2005. Mr. White noticed the previous owner according to the law since that owner had not paid land lease fees to Mr. White for some time. Mr. White ended up taking ownership of the building and subsequently sold it to Mr. Fortunato. Mr. Fortunato wants the building put in his name. He has a bill of sale. We will record the transfer in our records. Mr. Fortunato wants to know if the selectmen will abate the interest and penalties that have accrued in the amount of $780.88 Mrs. Silverman moved to abate provided that the principal amount of 1,782.58 is paid within 90 days. Mr. Clukey seconded and the motion passed 3-0.

7:30            JOHN TOMMILA
TAX MAP 14 LOT 17, 37, 25, 24 AND TAX MAP 41 12-01
Mr. Tommila is here to discuss the assessments of his properties. He thought that all the properties were in current use and only one is. He can apply for current use by April 15th and this would substantially reduce the assessment for tax purposes. He also feels that his property that is landlocked is assessed too high – it’s assessed for $9,700. The board suggested that he file for abatement on all the lots he is protesting the assessment about. He is also concerned about his business assessment. He says that his drying kilns are not assessable as property – they are machinery according to the State. Paula will call the State tomorrow for information about the kilns.

8:00            MEET WITH NANCY CARNEY, EMERGENCY MANAGEMENT DIRECTOR
There has been a discussion about avian flu. Nancy has spoken with the Health director and they came to a consensus that avian flu is more like west nile virus – a public health issue. We have an all hazard small pox plan that can be easily adapted to another immunization event. Nancy is attending workshops every couple of months about avian flu. She also wants to discuss the emergency management plan. We need to educate our employees in town about what to do when the power goes out for an extended period of time. This past weekend the power was out for two days in some areas of town. There were some breakdowns in communication between the police dept. and emergency management. Nancy would like to implement a dedicated phone line for emergencies where information can be available to people. She feels the best place for this line is in the firewards office at the fire station.  The selectmen agreed that this was a good idea. We will also be setting up an emergency section on our website with information. Nancy will write up a memo that we will put in all employees paychecks and mail to all other employees.

The cemetery commissioners are interviewing two applicants for the sexton job and would like to know if the selectmen would like to be there. Mrs. Silverman would like to know who the applicants are so that the selectmen can read the employment applications and have some information prior to the interviews. Mr. Clukey said that he would be available on Wednesday morning and Mrs. Silverman could attend if it were on Thursday morning.

***             LETTER FROM MARGARET WITTENBORG
She is requesting the total assessment of the town as proposed by Vision on October 1, 2005. Mrs. Thompson will look for this information and respond to the request.

A person emailed saying that they did not like the big street signs in the Pine Grove Cemetery. Paula forwarded the email to the cemetery commissioners.

***     LETTER FROM TERRY SILLANPAA REGARDING APPOINTMENT OF SUPERVISOR OF THE CHECKLIST
        The supervisors are recommending that Kathy Talbot be appointed and they have done so.

***     LETTER OF RESIGNATION FROM BONNIE MULLER
        Bonnie mailed a copy of her letter to each of the selectmen as well as giving it to the Chief. The selectmen would like to meet with Bonnie next Wednesday.

***     LETTER FROM TERRY SILLANPAA
        Terry is hoping that she will be able to work her regular schedule within two months.

***     REVIEWED EMAILS FROM FITZWILLIAMNET

***     NON-PUBLIC SESSION – PENDING LITIGATON (9:05 pm – 9:14pm)
Mrs. Silverman moved the Board enter into Non-Public Session under RSA 91-A:3, II “pending litigation”.  Mr. Clukey seconded and the motion passed 3-0.  Roll Call Vote:  Mrs. Knight- yes, Mr. Clukey – yes, Mrs. Knight – yes.

Mrs. Silverman made a motion to leave Non-Public Session ( RSA 91-A:3 III ); the motion was seconded by Mr. Clukey and passed 3-0.  Roll Call Vote:  Mrs. Knight - yes, Mr. Clukey – yes, Mrs. Knight – yes.

***             WORKSHOPS:
·       Southwest Region Planning Commission Winter meeting – March 7, 2006 – None of the selectmen will be able to attend.
