BOARD MEETING AGENDA
April 11, 2006
At 9:00 am, Mr. Clukey opened the meeting. Selectmen present were Mr. Clukey and Mr. Parker. Mr. Methe joined the meeting at 9:30am.
DISCUSS ABATEMENT APPLICATIONS:
Ø Map 10 Lot 10 – There is a total of 133 acres in this parcel. Both the first and second acres have an adjustment down. The remaining acres are in current use. Current use wetland acres total 47. Mr. Parker made a motion to deny the application, Mr. Clukey seconded and the motion passed 2-0.
Ø Map 32 Lot 41 – NH Rte 119W – Mrs. Massin feels that the Village Water District right of way reduces the value of her property. Mr. Parker said that the property owner gave the right of way to the Water District and he feels that this does not affect the property value. Mr. Parker made a motion to deny the application, Mr. Clukey seconded and the motion passed 2-0.
Ø Map 18 Lot 20-01 - The board will look at this again after Mr. Parker gets additional information regarding site indexes.
Ø Map 03 Lot 05 – The board will do a site visit.
Ø Map 12 Lot 33 – The board looked at other properties assessed a location factor and does not find any discrepancy. Mr. Parker made a motion to deny, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 35 Lot 18 – This property assessment is in line with other properties on Scott Pond and an actual sale that took place on Scott Pond Rd. Mr. Parker made a motion to deny the application, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 14 Lot 17 – This is an 8 acre land locked parcel assessed at $9100. The board finds that it is assessed properly – heavily discounted for being land locked. Mr. Parker made a motion to deny the application, Mr. Methe seconded and the motion passed 3-0.
Ø Map 14 Lot 37 – The board determined that this property is correctly assessed. Mr. Clukey made a motion to deny the application, Mr. Methe seconded and the motion passed 3-0.
Ø Map 14 Lot 28 - This property is unbuildable and the first acre should be assessed at $2000 instead of $48,000. We will make this change. Mr. Parker made a motion to grant the application and adjust the value of the land, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 14 Lot 24 – This lot is correctly assessed as “unbuildable”. Mr. Parker made a motion to deny the application, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 14 Lot 25 - This is a large parcel with a lot of waterfront. The property is a buildable lot as it have enough frontage on a class V road to put a driveway. There is no basis for abatement. Mr. Clukey made a motion to deny the application, Mr. Parker seconded and the motion passed 3-0.
Ø Map 15 Lot 13 - Mr. Parker made a motion to remove the location adjustment on the land. Mr. Methe seconded and the motion passed 3-0.
Ø Map 38 Lot 08 – The assessment of this parcel is in line with other similar properties. Mr. Parker made a motion to deny the application, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 08 Lot 05 – The land and building are properly assessed. Mr. Parker made a motion to deny the application, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 11 Lot 25 – This property is a buildable lot and therefore the first acre is assessed for $48,000. The building is only assessed for just $4,000. Mr. Parker made a motion to deny the application, Mr. Methe seconded and the motion passed 3-0.
Ø Map 23 Lot 21 – Mr. Parker made a motion to deny this application, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 23 Lot 13 – As of April 1, 2005, this property had a house on it and was therefore assessed correctly as a buildable lot. The house has subsequently been torn down so the property will be assessed as unbuildable for the 2006 tax year. Mr. Parker made a motion to deny the application, Mr. Methe seconded and the motion passed 3-0.
Ø Map 19 Lot 01 – The board confirmed that the square footage for the first floor is correct. There does need to be an adjustment made for the garage. Mr. Parker made a motion to adjust the assessment of the garage and grant the application for the garage, Mr. Methe seconded and the motion passed 3-0.
Ø Map 03 Lot 18, 19 Map 20 Lots 06 and 06-01 – They are appealing Map 20 Lot 06 and 06-01. Land values have increased and the base value starts at $48,000 up from $25,000 from 4 years ago. One of the lots has water frontage on Laurel Lake. The board determined that these lots are assessed correctly. Both of the Sandy Hollow lands are reduced slightly for location. Mr. Parker made a motion to deny the application, Mr. Methe seconded and the motion passed 3-0.
Ø Map 20 Lot 17, Map 03 Lot 14 – The owner is asking to be considered tax exempt or be able to make a payment in lieu of taxes. They need to file a different application to apply for tax exempt status. Mr. Parker made a motion to deny the abatement application, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 36 Lot 12 – The primary increase in assessment of this property is in the land value. It is located on Scott Pond and the assessment is in line with other properties on Scott Pond Road and an actual sale of property on the road. Mr. Parker made a motion to deny the application, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 14 Lot 12 – This property is being assessed as if it has frontage on Rockwood Pond when it actually have frontage on Little Rockwood Pond – a much smaller, shallower body of water. Mr. Parker made a motion to adjust the land by a factor of 1.05 and grant the application, Mr. Clukey seconded and the motion passed 3-0.
Ø Map 14 Lot 13 - This property is being assessed as if it has frontage on Rockwood Pond when it actually have frontage on Little Rockwood Pond – a much smaller, shallower body of water. Mr. Parker made a motion to adjust the land by a factor of 1.05 and grant the application, Mr. Clukey seconded and the motion passed 3-0.
